Job description : Background: The Pakistan Economic Growth Program Evaluation (PEGED) is a USAID/Pakistan funded activity. PEGED has the assignment to undertake a comprehensive evaluation of USAID’s Economic Growth (EG) portfolio to assess the relevance, impact, effectiveness, and sustainability of its projects and to inform the development of a new five-year strategy and innovative managerial approaches to applying managing for results to the portfolio. This will include evaluating eight projects, preparing a summary evaluation report, designing three new projects for Competitiveness, Women’s Economic Empowerment and Energy, reviewing other design efforts, synthesizing the designs into a program and procurable documents, and conceptualizing an activity to encourage economic applied research. Main Task: To serve as a member of the PEGED team with primary responsibility to lead efforts to prepare a concept paper for a five year national project to encourage economic applied research.

Specific Duties:

        Function as a versatile team member, assisting and doing whatever has to be done in order for PEGED to complete its tasks in a timely, orderly and high quality fashion.

        Lead efforts to prepare a concept paper for a project to encourage Pakistan Economic Applied Research or PEAR.

        Investigate the state of economic applied research and related teaching in Pakistan.

        Examine the quality of existing economic research institutions, including looking at their staffs, research output, publications, administration, and influence.

        Explore the networking of major research institutions and universities to support and foster the improvement in economic applied research.

        Identify possible actions and cost them out.

        Draft the concept paper or at least the major portion of it.

        Compile and ensure the quality of the concept paper.

        Prepare and present a PowerPoint show and other materials on the PEAR concept.

        Serve as a resource person to the PEGED team for economic research issues.

        Be ready and willing to act as a team player and help as requested.

Assignment Duration: The duration of this assignment for 30 days of work, including 24 days in Pakistan, from mid-November 2007 to mid-January 2008.

International Senior Advisor Collaborative Forest Management +b

Job description : SNV/Albania has been operating in Albania since 1993. The main activities have been in the practice areas Forestry and Governance. The country program is now in the middle of a reorientation towards income generation, production and income in three sub sectors: Forestry Products; Community-based Tourism and Small Farm Agricultural Products. Drinking Water is a basic service that SNV Balkan is also working.  Sub sector and value chain development are emphasized with governance, environmental sustainability and gender dimensions.

As an International Senior Advisor in Collaborative Forest Management (CFM) the main objective is to lead and coordinate the CFM Practice Area ensuring that all advisors have best practices, tools and methods to do their work. This will be done together with facilitating and coordinating the development of knowledge on the impact of SNV work in forestry practices and products.

Currently, SNV/Albania operates through four portfolio teams, Tirana, Peshkopi/Kukes, Fier and Korca. The advisor will work in the Tirana team but s/he will also support the other teams in a unique leadership and cross-team coordinating role.  The management context is matrixed. Vertical management rests with the Portfolio Coordinator and Country Director.  The International Senior Advisor has responsibility for horizontal coordination among all portfolios involved in CFM practice and CFM externally-financed projects (e.g.: SIDA and World Bank projects.)  Collaboration/coordination with SNV Balkan Regional Management Team is expected for resource mobilization and corporate partnerships.

Main Responsibilities:

•      Strategy development & Team Alignment

o        Support the SNV/Balkans management in strategic choices. Includes: monitoring and revision of the CF sub-sector strategy and indicators; identification, study and selection of specific CF value chains.

o        Inform team and management about trends in applicable technical fields (e.g.: forestry and natural resources management and economics) and in European geo-political environment related to the technical fields and SNV strategies.

o        Actively assist the team and portfolio coordinator to identify new clients, client constellations and areas of advisory services to be delivered.

o        Provide input to the portfolio coordinator, country director and regional director with regard to the national/regional positioning of the CFM portfolio.

•      Client Advisory Services & Peer Professional Development

o        Providing advice to organizations in the framework of promotion of economic development through farmer based forest management (SIDA) and the forestry capacity building program (World Bank).

o        Take a lead in providing forestry planning and sector coordination support to the clients directly and through coaching and supporting other CFM team members.

o        Support team members, local capacity builders (local public & private organizations) and clients in delivering quality advice, product development on community forestry issues including forestry extension, environmental and governance issues.

o        Support formulation and implementation of forest priority projects of clients on issues as community forest management, forest harvesting/production techniques, forest farmer systems, EU standards, certifications, participatory mapping, GIS systems, forest and pasture land rights, etc.

o        Coach and provide feedback on technical/ professional performance to advisors and local capacity builders in order to stimulate product development and learning.

o        Support knowledge brokering and networking for clients/partners.

•      Project Management & Resource Mobilization

o        Overall coordination of externally financed projects (World Bank, SIDA), includes: organization of cross-team advisors with the right mix of expertise; orient them to work towards agreed upon project goals and support them on methodology development, adequate planning, monitoring and reporting; monitor quality of contracting, workplans, result measurements and relations with clients, consultants, and local capacity building sub-contractors.

o        Support administrative staff on budget preparation and control of externally financed projects.

o        Maintain communication with donors; responsible for reporting to donors.

o        Engage in project advocacy as appropriate with the Country/Regional Director(s).

o        Active resource mobilization for clients and SNV advisory services in collaboration with Regional Resource Mobilizer.

•      Knowledge Development & Management

o        Facilitate and lead the CFM team in identifying learning and sharing needs, opportunities and best practices to enrich team knowledge.

o        Facilitate the documentation and storage/retrieval of SNV practices and cases.

o        Participate actively in knowledge development and publish best practices.

o        Support client participation in SNV knowledge networks and product development.

Job qualifications : •      Academic degree (masters preferred) in forestry or related field.

•      Extensive knowledge of communal forest management, harvesting techniques, product certification, EU laws and regulations and development cooperation.

•      Academic specialization of forestry economics, production systems, business, sociology or economics is a plus.

•      Minimum of 7 years of working experience in European context (preferred); relevant working experience in advisory services, knowledge/ product development, networking, organizational learning, and team leadership in horizontal and vertically managed system.

•      Leadership skills; ability to coach and inspire people to share knowledge and improve the quality of their work; ability to lead groups of people with different styles, cultural backgrounds and geographic settings.

•      Fluent in English (verbally and written); computer literacy, including databases and technical softwares (e.g.: mapping); driving skills.

Description duty station:   The position will be based in our Tirana office. 

Tirana, as the capital city of Albania with a population of around 600.000, is centrally located on the coastal lowlands (altitude 200 m), surrounded by hills and mountain ranges. The winters last from December to February and are rather mild. The summers are dry and warm (35-40„a). The security and safety situation is quite good. Tirana is a modern city with all modern facilities and commercial services. It has a large number and variety of shops, restaurants and bars; availability of food and other supplies is quite good. Medical services are fairly good at private clinics. Pharmacies are present everywhere. Several international schools are available. Good housing opportunities, if desired with garden. Electricity supply (220V) is erratic; power cuts occur regularly. For sensitive equipment, stabilizers and backups are advisable. Drinking water can be bought in bottles.

Other teams in Albania (especially those involved in CFM projects) are generally located in more mountainous regions of Albania, 4 to 5 hours drive from Tirana.  Winters can last from mid November to end February and can be cold. The security and safety situation is quite good. Road conditions vary from very poor (high clearance vehicles necessary) to paved mountainous roads in fairly new condition.

Responsibilities:

The Australian Centre for International Agricultural Research (ACIAR) forms part of Australia’s official development assistance program. ACIAR’s main role is to facilitate and fund collaborative agricultural R&D programs between Australia and developing countries and to foster application of research results by industry, government and farming groups.  

Two major horticultural R&D programs have been designed for commencement in the Southern Philippines in early 2008. One aims to improve the smallholder and industry profitability and market competitiveness of selected vegetable industries while the other addresses export and domestic industry development for tropical tree fruits.

We are seeking to fill a senior international contract position of Horticulture Research and Extension manager. It will be co-located and collaborate with the International Finance Corporation’s agribusiness program in Davao. Davao is a large multicultural regional city with a significant expatriate population and direct international air links. It provides many opportunities for professional networking and recreation on the nearby beaches and mountains.

The appointee will be responsible for

-        liaison with program partners from research and industry

-        fostering new partnerships with farmer groups and industry

-        coordination and integration of  program components

-        supporting program implementation through assisting in technology transfer activities;

-        assisting in monitoring and evaluation reporting functions.

They will work together with the lead Australian and Philippines research providers and a team of ACIAR Australia-based Research Program Managers.  

Job qualifications : Applicants should have an agriculturally-related degree, preferably with postgraduate qualifications. The position requires skill in planning and management of agricultural research, development and extension projects, preferably in developing countries. Experience in agribusiness and/or in agricultural extension would be highly regarded.
