description : SNV Netherlands Development Organisation is working in over 33 developing countries across
the world. In these countries, we are dedicated to a society where all people
enjoy the freedom to pursue their own development. The emphasis of our work is
on poverty alleviation through (1) increasing Production, Income and Employment
(PIE) and (2) increasing access to Basic Services (BASE) in the sectors of Water,
Sanitation & Hygiene (WaSH), Education, Health and
Renewable Energy. We aim to achieve considerable impact in both ‘impact areas’.
We do this through providing advisory services, facilitating knowledge development,
brokering and networking, strengthening local capacity builders, supporting the
establishment of local capacity development funds and carrying out advocacy at
national and international levels.
Within
its general objective to contribute to poverty reduction, SNV is in the process
of focusing its activities on the improvement of basic service delivery within
the framework of the Millennium Development Goals. In relation the WaSH sector, SNV Kenya aims to contribute to MDG 7 (Environmental
Sustainability), target 10: halving the number of people without sustainable access
to safe water and basic sanitation (incl. hygiene).
Context:
SNV
Kenya support to water, sanitation and hygiene is guided by impact targets emanating
from the MDG-based National Water Services Strategy (NWSS) 2007-2015 as domesticated
by the Water Services Boards and urban (utility) and rural (community-based) Water
Service Providers who provide a primary entry points for WaSH
services. To ensure increased access to adequate and sustainable WaSH
services, SNV Kenya seeks to work with WaSH service
providers (and support programmes)
in providing access to clean water to rural (pastoralists) communities and the
peri-urban poor. Working with and through client constellations,
our efforts are geared towards bridging (inter)sectoral divides by fostering relationships between key players
involved in WaSH service delivery and water (and other
natural) resource management to sustain the water supply and quality.
Main
Responsibilities:
1. Refine and evolve the WASH concepts and
strategies developed to date at the Country and Portfolio level and translate
these into action-oriented initiatives by a multitude of actors within the sector,
thereby giving due attention to power relations that foster inequality and hamper
a conducive environment for service provision to the poor.
2. Maintain up-to-date information on sector
developments through an on-going analysis of trends and issues and identify, together
with all relevant stakeholders the requisite capacity development services geared
towards increasing access to safe and sustainable drinking water and basic sanitation.
3. Support initiatives of local actors to influence
and contribute to policy and strategy development within the water sector, facilitating
scaling up and rolling out of lessons learnt at the local and national level
4. Delivery of advisory services to public,
civil society and private sector organizations towards enhanced delivery of water
and sanitation services in
5. Investigate and stimulate public-private
and civil society partnerships to ensure quality of water and sanitation services
and enhance pro-poor service delivery.
6. Follow up and contribute actively to national
policies and developments related to water and sanitation and analyze them in
terms of their opportunities and implications for improved service delivery
7. To support other SNV advisors in the development
of competencies and skills in order to provide the above mentioned services to
clients and partners in an effective and efficient manner.
8. Fulfill a leading role in WaSH knowledge development, brokering and networking (dissemination)
within SNV Kenya

qualifications : Requirements:
Education:

Professional with a Masters degree in Water Resource Management, Sanitary Engineering,
Public Health or other relevant degree with specialization in water sanitation
and hygiene service provision.

8-10 years of experience in water resource management and/or WaSH service delivery including 5 years as senior advisor
or consultant

Affinity with the legal and institutional framework for WaSH

The
regional developments towards the free-trade area (FTA) within SADC countries
create on the one hand huge opportunities but at the same time new challenges
for small scale producers and entrepreneurs to enter the market successfully.
Together with its clients and partners, SNV Mozambique aims to enhance the possibilities
for these producers and entrepreneurs to benefit from the emerging economic situation.
To achieve this we offer a combination of the following services to support the
Cashew and banana value chains:
- Market analysis and market intelligence;
- Facilitating the growth and upgrading of
informal businesses to the formal sector;
- Promote strategic partnerships with key
stakeholders using the Public Private Partnership (PPP) model to drive Local economic
development (LED) and Value chain development (VCD);
- Facilitate sustainable business linkages
between service providers and their clients along the segments of the value chain;
- In partnership with IFAD facilitate knowledge
development and knowledge brokering related to Market Access and to boost local
expertise in international and cross-border trade arrangements and market intelligence;
- Facilitate dialogue based on key policy
and legislative issues at local, national and region level platforms that liberate
economic barriers to growth and prosperity for the economically active poor.
The
advisors of SNV Mozambique are organized in a matrix structure consisting of four
sector teams (i.e., Water Sanitation and Hygiene –
The
main tasks of the senior advisor will be:
• Advisory services
- Leading the development of sustainable
Cashew and Banana value chains for the improvement of market access for the poor.
- Working with our partners and clients to
enable access to high value markets through certification processes, formal agreements
and other protocols.
- Strengthening the capacity of Local capacity
builders and BDS providers to SMEs;
- Working with government departments to
support development of policies and regulations that promote agricultural production,
enterprise and trade.
• Analysis & identification
- Identification and exploitation of opportunities
for the improvement of incomes through productivity and employment by supporting
entrepreneurial activities.
• Relating & networking
- Development and sustaining of linkages
with other actors in
- Coaching of clients and colleagues to enhance
their performance.
- Enhance cross portfolio cooperation and
coordination in PIE related interventions
- Support in resource mobilization by formulating
proposals for capacity development and advise on relevant
intervention strategies, developments, clients and partners.
• Knowledge development
- Support and engagement in research activities
that generate baselines, evaluation data and publications to be used in the justification
of production, income and employment improvement initiatives.
- Facilitate knowledge development for and
with external actors;
- Profile SNV knowledge products on national
and international seminars and in publications.
Job
qualifications : Requirements:
Education:
Masters degree in Agricultural Economics, Market Development, Business Management
or related studies, with an academic level of working and thinking. In addition,
proof of continued development in the area of specialty, as well as a breadth
of generalist skills in institutional development and organizational strengthening
will be an added advantage.
Work
experience: Minimum ten years of experience in advisory services gained either
within a professional consultancy firm or a reputable advisory organization that
has an international outlook and focuses on developing human capacity through
business improvement. The candidate must have a proven track record of experience
in a multicultural environment and in addressing gender issues - including
Knowledge:
Broad knowledge of and insights into theories of development focused on structural
poverty alleviation and the achievement of the MDGs.
Strong knowledge of agricultural sector, value chain analysis and regional/local
economic development. Sound knowledge of marketing of agricultural commodities
and market potential analysis. Knowledge of gender concepts
and promotion of women entrepreneurship.
Skills:
Self motivated, entrepreneurial, creative, confident, result-oriented and inspiring.
Language:
Fluency in English and Portuguese (for Portuguese, language training will be provided).

Computer skills; the candidate should be willing to travel regularly to Maputo
