Background:
The Office for Democratic Institutions and Human Rights
is the principal institution of the OSCE responsible for the human dimension.
ODIHR’s activities
are implemented in 56 participating States in accordance with ODIHR’s mandate. ODIHR
has a large number of assistance projects in the areas of democratic institution
building, the rule of law and human rights, as well as election observation.
The priority issues that the Rule of Law Unit is addressing
include criminal law and procedure reform; prosecutorial reform; improving the
status and legal protection for defense lawyers in criminal cases; judicial reform;
torture prevention; and war crimes.
Tasks and Responsibilities:
Under the direct supervision of the Head of the Democratization
Department, the Chief of the Rule of Law (RoL) Unit
is responsible for:
â—Ź managing and supervising the work of the Rule of Law
Unit of the Democratization Department;
â—Ź providing leadership in determining the direction
and focus of the work of the RoL Unit including determining
the type of activities, the direction of the ODIHR work in these areas, keeping
informed on developments to determine issues for the ODIHR to focus attention
on and ensuring that the work provides practical assistance for the participating
States;
â—Ź advising on rule of law activities for the ODIHR;
advising OSCE field operations on a range of RoL issues
as requested; supervising the delivery of the rule of law training sessions; advising
and sharing best practices between participating States of the OSCE on RoL
issues specifically in the area of criminal justice reform and access to fair
trials;
â—Ź supervising the development, implementation and evaluation
of projects covering a wide range of topics related to rule of law, such as strengthening
access to fair trails and reform of criminal justice systems including supervising
the analysis and monitoring of public policy, legislation and State practices
affecting the rule of law to identify areas where improvements/action are required
or recommended;
â—Ź contributing to the substantive organization of mandated
OSCE human
dimension meetings on rule of law topics;
â—Ź representing the ODIHR on rule of law issues at a
range of events, meetings, seminars, conferences and working groups;
â—Ź performing other related duties as required.
Necessary Qualifications:
â—Ź Advanced university degree in Law. Thorough knowledge
of criminal
procedure, practice and policy, public international law, and
comparative government structures. Knowledge of human rights and democracy-building
issues is essential.
â—Ź Minimum of eight years professional law related work
experience including at least three years of experience at the international level
working in the field of rule of law development.
â—Ź Specific experience working in criminal law including
experience in criminal justice reform is a strong asset.
â—Ź Relevant work experience in
â—Ź Excellent knowledge of English with good drafting
and editing skills; knowledge of another OSCE language would be an asset.
â—Ź Excellent public speaking skills.
â—Ź Strong organizational and analytical skills.
â—Ź Good management skills and ability to lead a team
of lawyers.
â—Ź Strong interpersonal skills.
â—Ź Ability to work with high level officials and on politically
sensitive issues.
â—Ź Experience working in an OSCE field operation is an
asset.
Remuneration Package:
Monthly remuneration, subject to social security deductions,
is approximately EUR 5,634 (single rate) and approximately EUR 6,051 (dependency
rate). Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident
Fund. Other allowances and benefits are similar to those offered under the United
Nations Common System.
