Position Summary:  MSI is currently seeking several well-qualified staff members to help launch and manage field operations in our rapidly expanding South Sudan project, with offices in Juba, Kurmuk and Kadugli.  The project staff will work at a variety of levels and manage tasks including local staff hiring and management, logistics and facilities, financial management, security planning, project design, information systems, donor coordination and communications.  Candidates must have prior experience managing/supporting fast-paced international development programs, preferably for USAID.  Minimum 1 year field experience required for all positions; 5+ years required for management level opportunities.  Experience living and working in conflict or hardship zones and Arabic language ability strongly preferred.

We do this through providing advisory services, facilitating knowledge development, brokering and networking, strengthening local capacity builders, supporting the establishment of local capacity development funds and carrying out advocacy at national and international levels.

In Bhutan, output and productivity of the crop sector has been stagnant for several years and the EU-supported Agricultural Sector Support Project (ASSP) is intended to confront this problem and to increase crop production nationwide. The 10th Five Year Plan (commencing July 2008) indicates that Royal Government of Bhutan (RGoB) wishes to be as food self-sufficient as possible; not necessarily only by producing all requirements for the national diet, but also by exporting niche market crops such as potatoes to generate foreign exchange to buy staple foods. The project is planned to focus on the four key crops that can achieve this objective ¡V maize, rice, citrus and potatoes, and additionally to encourage the development of organic farming. The government hopes that increased production and rising farm incomes will stem rural-urban migration and encourage young people to consider farming as a viable and sustainable livelihood.

RGoB and other stakeholders including the private sector have identified organic production as a potential niche market for Bhutan.  Furthermore, it has also been determined that developing organic production in Bhutan may in fact be relatively easy given the already limited amounts of chemicals used in traditional production systems. The organic concept has been given high priority by the RGoB, with a National Organic Programme (NOP) established inside the Ministry of Agriculture (MoA) in 2006.  A National Framework for organic farming in Bhutan has also been approved. The Framework will now be followed by an implementation plan commencing in 2008 supported by ASSP (EUR 5 million in total). The possible vision for the future is to make the whole of Bhutan organic; something achieved by just one other country in the world to date. However, Bhutan lacks personnel with sufficient organic production and marketing knowledge to develop and implement such a strategy.  

The Senior Advisor will work closely with staff of the NOP ¡V DoA and through it the Marketing Division of MoA, the Council for Renewable Natural Resources Research, District Agricultural Officers, Geog Extension Agents, and farmers. The Specialist is expected to provide partners with advice on how to develop and implement organic production and how to market organic produce within the Bhutanese context.  The role is primarily one of capacity building.  The ability to transfer skills is the essential criterion for job selection and the counterpart rating of the Specialist as a capacity builder will be one of the performance indicators used in monitoring the success of the placement. She/he will report to the Coordinator of the Thimphu Portfolio.

Job qualifications : ooo Advising the Technical Working Group and relevant stakeholders in the continued development of the organic sector in Bhutan.
ooo Working with MoA staff to support individuals and groups of farmers to establish demonstrations of organic farming practices in selected sites.
ooo Training of MoA staff to train farmers, extension agents, research staff, traders, and rural entrepreneurs in organic farming, processing, trade and marketing.
ooo Support to farmers¡¦ groups for production oriented towards both local markets and export.
ooo Advice on the marketing of organic produce through Agricultural Marketing Services (AMS) MoA and/or through the private sector.
ooo Assistance to research stations in designing and evaluating needs-based trials on organic methods for solving local problems.
ooo Advice on the definition of standards and regulations related to appropriate organic certification for national and international markets including the development of a National Organic Standard for Bhutan.
ooo Assistance in developing a set of strategy recommendations for RGoB for organic sector development.
ooo The advisor is part of the Thimphu portfolio team which consists of 11 advisors. Besides work at the portfolio, the advisor is expected to develop national level linkages and partnerships within the sub-sectors and to participate in national networks, meetings, and conferences relevant for SNV practice.

This practice area continues to grow, and to meet immediate programming and technical needs, ARD seeks a highly qualified, home office-based Chief of Party with:

-- Excellent personnel and team participation, management and coordination skills;
-- Significant USAID programming experience and support to USAID operating units -  this includes work plan development, SOW development, results-based reporting, and financial/budget management;
-- Broad general knowledge of international development programming work, particularly in natural resources management, agricultural development, rural finance, land use planning,  and natural resource management;

-- Ten years or more of progressively responsible work in managing and implementing land tenure, land reform, and/or natural resource governance programs;
-- Five years of progressively responsible supervisory work including direct  supervision of professional and support staff; and assembling teams of natural resource management, land tenure, property rights, gender and/or resource governance professionals to respond to complex assignments;
-- At least four years of substantial managerial and technical experience in natural resource management sector issues (water, forestry, wildlife, watersheds, land use planning, pastures, etc.), with broad geographic experience;
-- At least one foreign language, preferably French/Spanish/Arabic;
-- Proposal development, proposal management and MCC programming experience are a plus.
