Position
Summary: MSI is seeking a Procurement
Specialist to work with the MSI/USAID SUPPORT project team on complex issues
associated with the project’s procurement. The initial duration of the
assignment will be 2 months based in Washington D.C, though it is expected that
assignment will stretch to 6-12 months.
There is also the possibility for travel or reassignment to Southern
Sudan for interested and qualified candidates.
The main focus of the first two months of the assignment will be
obtaining licensing for US manufactured goods from the Bureau of Industry and
Security (BIS) and the subsequent export of such items to Sudan. The specialist
will also be assisting with general procurement activities associated with the
MSI/USAID Sudan SUPPORT project.
Qualifications:
• Significant experience with the
procurement of large scale items for foreign-based field projects;
• Significant experience working on USAID
contracts;
• Knowledge and familiarity of USAID
procurement regulations and AIDFAR;
• Proven record of meeting deliverable
schedules;
• Experience working in a fast-paced
environment;
• Ability to work and collaborate
effectively in a team;
• Ability to adapt to an ever-changing
environment and solve problems creatively;
Preferred
Qualifications (not required):
• Experience dealing directly with BIS
licensing procedures;
• Procurement experience with OFAC
sanctioned countries;
• East Africa Procurement experience
(ideally Southern Sudan);
• Willingness to travel to Southern Sudan.

Position
Summary: This position will take the lead role in coordinating the Mission’s
work in elections, working closely with and overseeing the Election Specialist.
He/She will coordinate critical Mission Implementing
Partners’ activities related to preparation for Sudan’s upcoming election
activities. He/she will also provide
analysis into elections for Mission staff.
The positions will be based in Juba, Sudan. Travel of up to 30 % may be required. This position will report to the Democracy
and Governance Team Leader
Responsibilities:
• Oversee, coordinate, and promote
effectiveness – on behalf of the CTO – Implementing Partner activities in the
elections (currently including International Republican Institute, USDA, and
election administration activities) [50%];
• Analyze and report on developments in
the sector [15%];
• Develop and report on PMP indicators for
work in this sector [5%];
• Report to D&G team leader on
accomplishments and challenges in the sector and in Implementing Partner
programs [10%];
• Manage evaluation and learning events in
the sector for USAID [5%];
• Stay abreast of financial management
issues with respect to portfolio and specific Implementing Partners [5%];

Position
Summary: MSI seeks an experienced Monitoring and Evaluation consultant to
support a program that addresses the underlying public and private sector
enabling environment and improves the ability of Haitian enterprises invest and
trade efficiently and effectively. Increased incomes and wage employment,
increased trade and investment, and increased sustainable livelihood options
are the expected goals.
MSI
will play a crucial part in setting up and executing the Monitoring and
Evaluation functions of this project by creating an M&E plan that will
cover the duration of the project and consist of the activities, outputs,
outcomes, and finally impacts necessary to their achievement. Assumptions, benchmarks, and indicators will
be defined for each step of the results chain to enable project
monitoring. A baseline study will also
be conducted at the onset of the project to establish the initial benchmarks
against which the changes in indicators will be assessed. Finally, MSI will
train stakeholders in M&E systems to build local capacity in this area.
To
this end, MSI is looking for an M&E specialist willing to travel to the
country for up to eight three-week trips during the next three years.
Qualifications:
• Masters Degree in a
relevant fields;
• 15+ years of experience, including 5+
years of M&E experience;
• Demonstrated ability to set up M&E
systems and fulfill subsequent M&E requirements;
• Fluency in French.

Position

Summary: At the end of 2007, MSI was awarded a three-year contract with
USAID/Sudan. MSI is tasked with responsibility for executing many functions
normally associated with the Mission’s Program and Communications offices,
including establishing an office compound suitable for USAID and partner
meetings in Khartoum, as well as at several sites in Southern Sudan and

Position
Summary: The Education Project Management Specialist (Technology) is charged
with responsibility for management of progress and impact of USAID southern
Sudan Interactive Radio Instruction (sSIRI) program
implemented by Education Development Center, Inc (EDC) and future programs that
will use technology, such as radio and VSAT systems. S/he will utilize her/his
technical skills and knowledge of program implementation to recognize opportunities
for new initiatives and propose modifications to improve program results. The
position will be part of the Sudan Field Office Education team and will be
based in Juba.
Responsibilities:
• Assist with the planning and design of
educational activities, intermediate results, and measures of achievement in
Sudan.
• Monitor progress and impact of USAID education/technology programs against benchmarks set forth in the implementing partners work plans.
• Track, revise and report on indicators
of results for Southern Sudan education programs using radio and other forms of
technologies.
• Write annual reports for Washington ensuring the measurements of progress are accurate and clearly describe the objective of the program and results achieved.
• Promote communication and interaction
between USAID and southern Sudanese stakeholders, including: the Government of
Southern Sudan, Secretariat of Education, beneficiary communities, private
sector firms, county development committees, civilian administrations, civil
society groups, Sudanese NGOs, and international NGOs.
• Track expenditures and obligations in
grants and contracts and ensure that the flow of funds within the program is
not disrupted.
• Participate on senior level management
committee as the USAID representative for the technology program(s),
implementing partner(s) and the GoSS Secretariat of
Education.
Qualifications:
• Bachelor’s Degree in Education or
related field with 7+ years of work experience OR a Master’s degree in
Education or related field with at least 4 years of work experience.
• A specialty in ICT is required with
knowledge of distance education modalities.
• At least 4 years work experience using
technology in Education programs or related fields is required.
• Strong leadership and interpersonal skills and the ability to take initiative and see programs through to completion.
• Excellent oral and written English is required and Arabic language would be a benefit. A working knowledge of southern Sudanese cultures, societies and values, especially regarding the conditions and role of women is desired.
• Since this position is an ICT knowledge
based position, candidates must have strong computer skills including the
ability to use VSAT and LAN systems, data processing and analysis skills and
use of spreadsheets, especially Microsoft Excel; GIS skills would be a benefit.
• Knowledge of USAID rules and regulations
preferred.
• Sudanese candidates preferred.
