Position
Summary: MSI seeks an experienced Monitoring and Evaluation Specialist to join
our headquarters staff. The M&E
Specialist will provide technical expertise in monitoring, evaluation, and
assessments to MSI’s projects and proposals.
Requirements:
• Support MSI’s field operations in their
M&E activities, including designing of M&E plans, conducting trainings
on M&E systems, etc.
• Conduct assessments and evaluations of
USAID and other international development programs around the world.
• Contribute to proposal development as a
technical writer or reviewer as needed.
• Frequent travel (a few weeks to a few
months) is anticipated
Qualifications:
• 5+ years experience in Monitoring and
Evaluation for international development programs, preferably USAID;
• Experience in designing performance
monitoring plans, research and design, performance indicators, causal linkages,
target settings, etc.;
• Excellent qualitative and quantitative
analysis skills;
• Experience designing and conducting
impact evaluations;
• Capacity building and/or experience
conducting M&E trainings strongly preferred;
• Technical experience in one or more of
MSI’s main areas (democracy and governance, health, economic growth, etc)
required;
• Advanced degree in international
development, statistics or a related field preferred;
• Fluency in a second language (French,
Spanish, Arabic) helpful.
• Must be able to travel independently to
underdeveloped and potentially unstable areas.

• Strengthen KIT’s HIV/AIDS programme by contributing specialized expertise in

health systems strengthening.
• Develop policies, strategies,
interventions, tools, guidelines or ICT information products to support our programmes and partners in the South.
• Work with partners in documenting their
experiences; conduct applied research and contribute to the generation of a
stronger evidence base for designing HIV/AIDS interventions.
• Contribute to developing and
implementing post-graduate education programmes on
HIV/AIDS.
• Identify and further develop business
opportunities for the HIV/AIDS programme through
pro-active acquisition, tendering and networking with potential funding
partners and/or mechanisms.

Services are implementing this project. Over the first 5 years of
implementation, Katalyst grew to a well established
organization in Bangladesh and abroad. It is active in around 20 sectors, and
has around 60 professional staff and presently 6 expatriates.
Katalyst consists of a number of divisions active in:
• Market Development of Generic Business Development Services,
like media and ICT;
• Developing of urban Industries like furniture and health;
• Developing rural agriculture in sectors like vegetables,
maize or fishery;
• Improving the business Environment by working close to local
and national government institutions.

Overall Function:
The position is in charge of
the overall management of one of the main divisions of Katalyst,
