Project Summary:  At the end of 2007, MSI was awarded a three-year contract with USAID/Sudan. Position Summary: The Program Monitoring and Evaluation Officer reports to the Supervisory Program Office and is based in Khartoum.  This position requires technical and programmatic expertise in the areas of performance monitoring systems and toolkits and evaluations and assessments.  Duties will include liaising with relevant Africa Bureau staff, the Supervisory Program Officer, the Mission Director and technical team staff on program activities in Sudan, including adjustment to program management approaches based on PMP and/or evaluation results.  Frequent short-term travel in the area will be required.

Responsibilities:

        Lead and coordinate USAID/Sudan Assessment, Monitoring, and Evaluation efforts; develop relevant and useful standardized assessment, monitoring and evaluation tools; design and implement training and guidance tools for Mission staff on appropriate assessment, monitoring, and evaluation practices and proper use of the tools and systems developed

        Develop and manage data to be used for assessments and monitoring; assist with the development and coordination of data quality assessments to support indicator reporting;

        Serve as the Mission’s primary technical expert in assessing program effectiveness; analyze partner reports and identify areas of concern; analyze program processes and impact and make recommendations for improvement; utilize the contract services to improve and strengthen the mission performance management system.

Qualifications:

        Minimum of a bachelors degree and 7 years relevant experience OR Masters degree and 5 years relevant experience;

        Demonstrated technical expertise and experience in establishing and implementing performance monitoring and evaluation indicators and systems for international assistance. Relevant experience in a donor agency environment preferred;

        Demonstrated knowledge and understanding of USG international assistance programs, culture and management objectives and demonstrated ability to collect, analyze, and distribute information to implementing partners and relevant agencies;

        Demonstrated technical experience providing guidance and establishing and/or refining systems to track office-wide performance. Experience preparing documentation, maintaining tracking systems to monitor performance and impact, and/or maintaining databases (e.g., Abacus, Management Information Tracking System (MITS), etc.)

        Prior experience working in a post-conflict environment and the ability to work in underdeveloped and potentially unstable areas.

Helen Keller International (HKI) is an international non-governmental organization.  Its mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs based on evidence and research in vision, health and nutrition.

We are seeking a Country Director in Bangladesh to represent HKI and be responsible for all HKI/Bangladesh (HKI/B) activities. In partnership with the Government of Bangladesh and non-governmental organizations, HKI/B will be participating in the implementation of the following types of programs: Homestead Food Production + Essential Nutrition Actions, which enables households to increase production and consumption of micronutrient-rich foods and delivers added nutritional services; Vitamin A Supplementation (VAS), which promotes twice yearly VAS for children 6-59 months and for women post-partum; Nutritional Monitoring and Surveillance (NS), which monitors household economic status, food security, and child and women’s nutritional status. HKI/B is one of the key technical assistance organizations in Bangladesh for vitamin A, nutrition, agriculture and food security. HKI/B also conducts small operations research studies and has been involved in designing and implementing evaluations of food assistance and other programs. HKI/B will seek to expand its program portfolio to include inclusive education for blind and disabled children and to expand its reach in the NS, HFP+ENA and VAS areas of nutrition and food security.

Location and Reporting:

This position is based in Dhaka, Bangladesh, with frequent travel within Bangladesh, and periodic international travel required.

Reports to:            Vice President and Regional Director for Asia-Pacific Region

Directs the work of:         HKI/Bangladesh staff and interns/consultants

Key Tasks and Responsibilities:

Overall Management and Leadership

        Liaise with governmental organizations in Bangladesh, non-governmental organizations in Bangladesh, and HKI Headquarters.

Programmatic:

        Represent HKI and provide technical input to the government, international donor agencies and technical advisory groups pertinent to HKI project activities.

        Ensure effective project implementation and manage project personnel to achieve the objectives agreed to in grants and contracts for HKI/Bangladesh projects.

        Oversee proper collection of data and dissemination of information needed to monitor and evaluate project activities.

        Oversee development of materials to disseminate findings and lessons learned from HKI projects that are important for advocacy with decision-makers.

        Ensure that narrative reports are submitted to HKI Headquarters and donors as required by project agreements.

        Submit information as requested for external audiences to the Asia-Pacific Regional Director and key Headquarters staff for review and approval before release.

Financial and Administrative:

        Work with Regional Office and Headquarters to manage the development of annual field budgets for Bangladesh projects.

        Prepare financial reports for the HKI Finance Department that comply with grant or contract agreements.

        Ensure timely submission of financial reports within the guidelines established by the HKI Finance Department.

        Authorize expenditures for grant or contract allocations for Bangladesh projects.

        Ensure compliance with procedures required by grant or contract agreements for Bangladesh projects.

        Hire and manage personnel for Bangladesh projects in compliance with HKI policies and lead initiatives to develop staff capacity.

Marketing & Fundraising

        Oversee the generation of concept papers, proposals and other information as needed for submission to donors and others for fundraising and marketing purposes.

        Develop and disseminate appropriate packages of ‘lessons learned’ from HKI’s experiences for Bangladeshi and international audiences.

        Solicit funds and in-kind donations from corporations, foundations, governmental organizations, international and bilateral agencies in Bangladesh.

        Collaborate with Regional Office, HKI-NY and HKI-Europe on fund-raising efforts.

Job qualifications :

        A minimum of a Master’s degree in public health, nutrition, development, management or related field.

        Ten (10) years of program related experience, preferably in an international setting.

        Good oral and written English language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications.

        Demonstrated experience and skills in leadership, staff management, program development and management, monitoring and evaluation and public speaking.

        Demonstrated ability to generate program funding including donor cultivation and grants writing.

        Strong computer skills including use of word-processing, spreadsheet and statistical software; experience in data analysis and interpretation is highly desirable.

        Ability to travel within Bangladesh about 25% of the time and periodically internationally.
