of the contract in the field. This individual will establish and maintain systems

and financial reports. The COP will deal with partner organizations and
coordinate with USAID and other donors in all aspects of project planning,

qualifications : Qualified candidates will have a
Ph.D.-level degree in international education or related field; MA/MS with
relevant experience may be considered. Candidates must have experience in two
or more of the following: teacher training, curriculum development, e-learning,
vocation education, school administration, community development outreach and
development of public-private sector linkages.
Eight to ten years of successful experience managing and providing
technical, administrative and financial guidance either as a COP of similar
senior-level position on international education projects; experience in
strategic planning, managing and directing a large staff and multiple sub-contractors
on complex projects; experience managing a national intervention with large
budget; and excellent written and oral communication and strong interpersonal
skills are required. Experience working
with USAID, knowledge of USAID regulations and proficiency in Arabic are
preferred.

Project
Summary: The Enhancing Government Effectiveness (EGE) project seeks to
understand the factors and forces that impact on public sector organizations’
ability to achieve results that matter to people’s lives. The project focuses on government agencies’
ability to deliver the right results across the different levels of a country’s
operating environment. To this end, the
EGE project conducts 4 levels of institutional/incentive analysis –
Political/Social Context, Executive Structure of Government, Organizational
Development of Ministries/Departments, and Programs and Projects – in different
countries around the world.
Responsibilities:
The Senior Education Sector specialist supporting the EGE team on its mission
to
• Pre-travel, conduct ministry-specific
literature reviews;
• Support planning and preparation before
each in-country assessment;
• Participate in in-country fieldwork with
the multi-person assessment team;
• While in-country, produce a draft
outline for review and approval by the Technical Director; and,
• Produce a 30-35 page report, plus
annexes.
Qualifications:
• 15+ years experience in evaluating/assessing
national-level education policies and programs.
• MS/MA in education or related degree
required, Ph.D preferred.
• Experience working in North Africa a
requirement, specific experience in
• Experience working in USAID-funded assessments
and evaluations preferred.
• Fluency in French.
