Position Summary:  MSI is seeking an Evaluation Team Leader to assess the impact and lessons learned of USAID/Indonesia’s Local Governance Support Program (LGSP).  LGSP is a 4 ˝ year, $61.87 million technical assistance initiative to support Indonesia’s decentralization by helping local governments to become more democratic, more competent of the core tasks of governance, and more capable of supporting improved service delivery and management of resources.

Qualifications:

•        At least 15 years of experience evaluating decentralization programs and at least 20 years of international development experience;

•        Comparative international decentralization and local governance expertise

•        Past experience leading similar evaluation teams;

•        Excellent oral and written communication skills;

•        BA in a relevant field required; MA preferred;

•        Demonstrated ability to manage a multi-cultural team;

•        Fluency in English;

•        Strong presentation skills;

•        Familiarity with Indonesian development conditions is highly preferable.

Position Summary:  MSI is seeking experienced Chief of Party candidates for an upcoming 3-year anticorruption project in Niger.  The CoP will provide overall technical and administrative management for the project; hire, manage and mentor field staff; and maintain accountability to headquarters office in the United States and to MCC in the field.

Responsibilities:

•        Lead and coordinate multiple components of this complex program to implement effective anticorruption reforms by using assessments, capacity building, legal drafting, and organizational re-engineering techniques;

•        Manage work of large local staff and local partner organizations covering several project components;

•        Interface with government secretariat and ministry heads;

•        Manage complex monitoring and evaluation component to assess if progress is being made and to adjust tasking when needed; and

•        Manage small grants program for civil society and media groups.

Qualifications:

•        Prior experience as a Chief of Party for large multi-year donor-supported programs in Africa;

•        Technical expertise in anticorruption programs that target the strengthening of legal frameworks, procurement and audit bodies, and civil society and media advocacy;

•        Expertise in applying anticorruption programs to the health and/or education sectors, a plus;

•        Experience implementing programs to enhance business startup and land use procedures, a plus;

•        Knowledge of USAID/MCC rules and regulations a plus;

•        Experience working in Niger or other West African countries;

•        Fluency in French.

MAJOR RESPONSIBILITIES:

Leadership, research and standards for children’s spiritual nurture

·        Lead the CiM Christian Witness initiative, including overseeing the development of baseline assessments, resources, training materials and provision of workshops.

·        Lead the partnership in the development of standards and guidelines for appropriate forms of spiritual nurture and Christian witness with children and their families; especially in contexts of other faiths

·        Lead research and facilitate documentation of best practices, lessons learned and proven methodologies, published for internal and external audiences, for appropriate forms of spiritual nurture and Christian witness with children and their families.

·        Assist the Partnership to determine what is required relating to the spiritual nurture of children in order to fulfill the Sponsorship Policy and guidelines.

·        Represent World Vision on inter-agency coalitions/networks or research initiatives to further understanding of children’s spiritual growth and development, especially those developing standards and guidelines on these issues.

·        Lead and manage the work of staff, consultants, seconded staff, interns or staff assigned for related projects.

Resource development

Work with key stakeholders below to adapt and develop resources to deepen staff and volunteers’ sensitivity and skill in working with children, building meaningful relations, serving as role model and mentors, and witnessing to Christ, taking into account the faith contexts in which we work:

·        The Global Centre Education Officer in the development of the value based life skills strategy and associated resources.

·        The International Director, Sponsorship and the sponsorship operations team to include appropriate resources on children’s spiritual nurture as part of front line training for sponsorship workers and community volunteers

·        The Director, Child Protection, the Children in Crisis/Child Protection Programming Officer and Child Rights Officer CIM/ITT to ensure that issues of child protection, participation and child rights are adequately addressed in the research, resource development and implementation process.

·        Partner with churches and child-focused faith based and civil society organisations to develop resources and increase the scope and quality of our work to nurture children’s spiritual growth.

Other:

·Collaborate with Director of Christian Commitments Programs, the Vice President of Christian Commitments, other GC Christian Commitments Staff and the Senior Leadership Team in CIM/ITT

·Work collaboratively with Regional and National Christian Commitments Coordinators.

·Co-ordinate planning and activities effectively with Policy and Advocacy, Transformational Development Team, HEA, and as necessary with other departments.

·Attend and participate in devotional meetings, and lead when requested.
