Job description : The Sub National Strategy (SNS) is a partnership between the Government of Australia and Government of Papua New Guinea (PNG) for improved service delivery for the men, women and children of
Papua New Guinea. This new AusAID funded program is Australia’s mechanism to support initiatives of the Government of PNG that aim to improve public administration within the sub-national levels of government.

As part of the SNS, AusAID has provided funding to the Autonomous Bougainville Government (ABG) through the Governance Implementation Fund (GIF).  This fund is a multi-donor mechanism to help in implementing autonomy, improving good governance and implementing public sector reform in
Bougainville.   Additionally, AusAID are providing technical advisory support to ABG to support the development of capacity to create and maintain an effective government.

Specialist advisers are being sought to work with the ABG to support:
• Implementation of the peace agreement
• Local budget and planning systems with the aim of improving public expenditure management and thus enhancing development outcomes
•  Promote good governance and accountability
• Improve coordination of donor assistance
The SNS seeks to fill eight specialist adviser roles as part of this exciting program. These key roles will be responsible for providing advice and support to the ABG, strengthening and developing local capacity.
•  Planning & Budgeting Adviser (ref: COFF-058) – support ABG in planning and budgeting, at whole of government and agency level
•  Finance & Expenditure Management Adviser (ref: COFF-060) – support ABG to develop effective financial management and expenditure monitoring systems
•  Procurement & Contract Management Adviser (ref: COFF-063) – support ABG in developing project management capacity, particularly in respect to infrastructure projects
•  Human Resource Management Adviser (ref: COFF-056) – support the ABG in developing effective and sustainable human resource management capacity
•  Economic Development Adviser (ref: COFF-062) – advise and support the rebuilding of the Bougainville economy to achieve sustained improvement to the lifestyles of people in Bougainville
•  Legislative Drafting Adviser (ref: COFF-061) – assist the ABG to draft legislation across all sectors and build the capacity of the ABG to draft sound legislation
•  Policy Development Adviser (ref: COFF-057) – assist the ABG to undertake policy development and analysis to inform legislative & program development and reform
•  Taxation & Revenue Adviser (ref: COFF-059) – provide specialist advice, guidance and support to establish and maintain the Bougainville Revenue Office, including the development of strategies to achieve fiscal self-reliance through appropriate revenue-raising activities

Position Summary: MSI is seeking a qualified candidate to serve as a Health Economist Expert at the Ministry of Health (MoH) in
Sudan. The successful candidate is expected to work on the budget of the MoH to aassess the current situation in terms of health financing, budget allocation and performance of public spending.

Responsibilities include (but not limited to)
• Identify areas of over and under spending in the current financial year and determine why these variances have occurred.
• Assess whether the current budget allocations reflect the MoHs explicit priorities and in particular whether there is an appropriate balance between capital and recurrent expenditure.
• Provide assistance to MoH in terms of preparation of a strong case for the allocation of additional budget resources for next year.
• Assist the MoH in preliminary considerations of issues related to user fees and the MoH policy with regard to the role and implications of user fees on the budget.
• Introduce the role/functions of a planning unit in MoH to the various Directorates and provide training to MoH personnel as appropriate.
• Assist in liaising between the different Directorates of the Ministry. The work will include a significant proportion of capacity building at MoH DG level in planning and budgeting.

The assessment is slated to begin on or about
June 12, 2008 through August 15th, 2008.

Expected outcome

- A prioritised Budget Sector Plan ready to be presented by mid August.

- MoH officials trained and conversant with all aspects of a budgeting process
- The basics of the role of a planning unit in MoH introduced to the various Directorates

Job qualifications : Qualifications
• Experience providing technical advice at the ministerial level;
• A minimum of 12 years of experience in public management and Health;
• A minimum of 8 years of experience in budget planning and execution;
• Advanced degree in Economics or Macro economics, Public Administration and Management, or a related discipline;
• Previous experience in training and capacity building programs;
• Experience working with USAID;
• Previous experience in North Africa desired; and
• Arabic language skills a plus.

Job description : Scope of the Position: In Africa, HKI has established itself as a leader in control of onchocerciasis and trachoma (the two blinding Neglected Tropical Diseases - NTDs) and in accordance with HKI’s strategic plan, further development of cataract programs are underway. HKI has experience in controlling soil-transmitted helminths (STHs) as part of our anemia control packages, has been integrating lymphatic filariasis (LF) control into onchocerciasis programs for several years and has prior experience in supporting control of schistosomiasis. HKI is increasingly aligning our programs to control these diseases within the global NTD control framework. The Regional Advisor will provide expertise in NTD control and coordinate support to cataract programs in
Africa.

This position reports to the Vice President-Regional Director for
Africa and will work in close collaboration with the two Deputy Regional Directors, program and technical staff in the region, Headquarters-based staff and Country Directors. Working with this regional team and within the framework of HKI’s Global Mission and Strategic Plan, the individual in this role will help to achieve the agency’s overall vision in the control of NTDs and development of cataract surgery programs in the Africa region.  Thus close coordination and good communication will be needed between this individual and relevant Headquarters-based program staff, particularly the Director of Trachoma, the VP Eye Health and Senior Eye Health Advisor, and the SVP, Programs. The individual will also provide technical assistance, planning input and supervision for NTD control and Eye Health programs throughout Africa and serve as a catalyst and technical resource to secure and expand funding for these programs in the region. Since NTD control cuts across the Eye Health and Nutrition Portfolios, the advisor will also work closely with the regional nutrition team. The position will continue to enhance and expand HKI’s existing strong work in trachoma and onchocerciasis control while leading the integration of our programs into an overall NTD control framework.

The Regional NTD and Eye Health Advisor will be responsible for ensuring donor relations in the region and leading analysis, publication and dissemination of HKI research and program evaluation in these areas. The position will be based in the Africa Regional Office in
Dakar, Senegal with significant travel in the region and internationally.  

Key responsibilities include:
„X Strategic Planning and Vision: Provides technical support and leadership to the field offices implementing NTD control and eye health programs in collaboration with the regional and deputy regional directors and key Headquarters-based program staff, as stated above, within the agency’s global mission and strategic plan. Provides direction to the long-, medium-, and short-term planning processes in specified countries and for overall NTD and eye health programs in
Africa, in accordance with the overall agency strategic plan and program strategy.  Develops synergies and integration between program areas in coordination with other program divisions, the regional office for Africa and the field offices, as agreed by the agency.
„X Technical Oversight: Provides technical oversight of HKI’s NTD grants and coordinates appropriate technical support to cataract related grants being implemented throughout
Africa in coordination with the deputy regional directors and Headquarters program staff. Has indirect accountability for planning, monitoring and evaluation of these programs in collaboration with the deputy regional directors and Country Directors. Ensures compliance with donor requirements and HKI policies, procedures and processes.
„X Financial Management and Budget Control:  For multi-country grants, will work in collaboration with the SVP-CFO, deputy Regional Directors and regional financial staff and other Headquarters staff as appropriate, to ensure that NTD control and eye health program budgets are approved, managed and are in accordance with HKI and donor policies and good financial standards. Reviews financial reports and authorizes grant payments for the multi-country NTD control and eye health grants, and monitors the program budgeting and activities.
„X Program Quality Assurance:  Provides overall technical leadership in NTDs in
Africa and coordinates other eye health programs in the region. Collaborates closely with the Regional and Deputy Regional Directors and Headquarters program staff to support programs in specified countries and ensure that the quality, impact, scale and cost-effectiveness of these programs meet HKI standards. Supports Deputy Regional Directors and Country Directors to assure the accurate and timely reporting of program results, and the development and implementation of appropriate monitoring and evaluation tools.
„X Program Development:  Assists country offices and deputy regional directors to collect data and evaluate and analyze programs in order to develop innovative, effective, evidence-based strategies. Assists in the identification and pursuit of new program initiatives that are consistent with HKI¡¦s Mission and Strategic Plan. Works with Regional and Deputy Regional Directors, Headquarters program staff and Country Directors to define partnership possibilities and to identify and prioritize the use of local regional, and/or centrally based technical resources to ensure the development and implementation of NTD and eye health programs of the highest quality.
„X Marketing/Fundraising:  Collaborates with the SVP Development and Communications, the Africa Regional Director and Deputy Regional Directors, Country Directors, and Headquarters program staff to develop and implement strategies to meet long term restricted and unrestricted funding needs for NTD and eye health programs. Collaborates with key staff to maintain strong relationships with existing donors and cultivate new donors.  Develops concept papers and proposals to raise funds to sustain, expand and improve the NTD and eye health programs throughout
Africa.
„X Representation: Is HKI¡¦s main representative at onchocerciasis-related meetings and coalitions and ensures appropriate representation at
Africa regional NTD and eye health meetings. Establishes and maintains a network of regional institutions, country government officials, international and local donors, international and local NGOs, universities and other resource institutions and other colleagues that support HKI’s NTD control and eye health programs.  
„X Dissemination of information:  Maintains and furthers HKI’s leadership role in
Africa in control of NTDs and eye health by assisting country offices to document and publish/present interesting programmatic findings and lessons learned. Shares information across countries and expands lessons learned to other countries where HKI has programs. Maintains the technical information in the onchocerciasis related section of the HKI web site.
„X Staff Development: Collaborates with Regional Director, Deputy Regional Directors and Country Directors, and Headquarters program staff to orient new NTD control and eye health staff in the region. Plans regional NTD control and eye health events to promote area and agency learning.  Provides input to interviewing, hiring, and training NTD control and eye health staff.

Supervisory Responsibilities:
The position does not have direct supervisory responsibility, however assists the Regional Director, Deputy Regional Directors and Country Directors with planning, assigning, and directing work of the NTD control and eye health program staff; appraising performance; and resolving problems.

Coordinates closely with the Regional Director and Deputy Regional Directors for Africa, the Regional Nutrition and Child Survival Advisor, the VP Eye Health, Senior Eye Health Advisor and Director of Trachoma Programs to ensure that HKI is represented at key regional fora with donors, governments and other agencies. Collaborates closely with country offices throughout
Africa.  Works closely with a large coalition of international Non-Governmental Development Organizations, multilateral and regional African institutions, and Ministries of Health.

Job qualifications :

„X A minimum of a Masters¡¦ Degree in Public Health or equivalent, with strong preference for Doctoral level training. At least six years related experience. The ideal candidate will have experience in both NTD control (particularly onchocerciasis and trachoma) and management of cataract programs. Given HKI’s current program portfolio expertise in NTD control will be given greater weight in the selection process.
„X Experience in sub-Saharan
Africa strongly preferred.
„X Strong track record in undertaking and supporting data collection, analysis and report and article writing, including publication in peer-reviewed journals.
„X Demonstrated ability in managing complex international operations.  
„X Strong background and experience successful grants writing.
„X Ability to undertake extensive field travel (approximately 35-50%).
„X Communication and language skills:
o Strong interpersonal skills in dealing with external contacts, as well as internal colleagues.
o Excellent oral and written communications skills in English including ability to write donor reports, proposals and articles for peer-reviewed publications. We combat the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research in vision, health and nutrition. The Africa Region is recruiting the following senior position.

Country Director –
Nigeria
HKI started its programs in
Nigeria in 1999 with an initial focus on onchocerciasis control. In the first year of HKI assistance, it enabled the treatment of about 1 million people. Activities continued through 2007. Other eye health programs during the past years were trachoma control, treatment of cataract, integrated childhood blindness prevention and a childvision project. Nutrition activities were essentially on Vitamin A supplementation and support to food fortification. Current HKI programs focus on onchocerciasis and Vitamin A supplementation. The HKI country office is currently based in Jos.  

HKI is seeking a Country Director to head operations in
Nigeria, to be based in Jos.  The primary responsibilities will be the day-to-day management of the Nigeria country office and program; developing and monitoring the implementation of country strategic plans and work plans, securing funding for program continuation and identifying opportunities and funding for program expansion.  The position requires close cooperation with the Government, with a number of partner NGOs and with donor and UN agencies. Frequent travel to Abuja will be necessary. The Country Director will be responsible for managing a staff of 11.  HKI’s programs in Nigeria are funded by a number of donors, including, the Canadian International Development Agency (CIDA), GAIN, Micronutrient Initiative, A2Z, Standard Chartered Bank and Chevron Oil.

The Country Director (CD) is responsible for overseeing the implementation of HKI country programs and management of project personnel to achieve stated objectives in grants and contracts. The CD is responsible for generating funding from international and bilateral agencies, corporations, and individuals to continue and aggressively expand project activities, in response to huge unmet needs in nutrition and eye health. The CD is responsible for developing and implementing a strategic plan for HKI to further the overall mission and specific programs that meet the needs and conditions in country, in line with HKI’s overall
Mission and Strategic Plan. The CD is responsible for overall program design and proposal development; program oversight to ensure a high standard and quality of implementation; timely reporting; grant management, fiscal planning, and human resource planning. The CD represents HKI in formal and informal meetings with government officials, international donor agencies, UN agencies, and national technical advisory groups pertinent to HKI project activities.  

The Country Director will report to the Deputy Regional Director for West-Africa and collaborate closely with the HKI Africa Regional Office and headquarters finance, program and development staff. The position is based in Jos, but will require substantial travel within country, and some travel in the
Africa region and internationally. As with all Africa Region staff, the Country Director may be called upon to provide assistance to other country offices as needed.

Job qualifications : The ideal candidate should have a Masters Degree in Public Health or Nutrition, and at least 7 years of field experience in public health nutrition programs. Experience in, or willingness to learn about eye health programs, in particular onchocerciasis and trachoma is necessary. Skills should include: demonstrated ability to manage a professional team in a multi-cultural environment, demonstrated ability to mobilize funds, demonstrated ability to develop and create budgets and monitor financial status, and the ability to design and implement workshops, seminars, surveys, monitoring systems and evaluations. Candidates must be fluent in English. At a minimum, candidates must be proficient in the following computer programs: Microsoft Word, Microsoft PowerPoint, Microsoft Excel and EPI-INFO and be Internet users. Given the nature of the position, a premium will be placed on interpersonal skills.

• Minimum Masters degree in public health, nutrition, agriculture, development, management or related field.
• Minimum seven (7) years’ demonstrated leadership experience in program development, implementation and evaluation, including strong background in management of large-scale public health programs; preferably with specific experience in management of public health nutrition programs.
• Demonstrated capacity to mobilize program funding including donor cultivation and grants writing
• Demonstrated successful financial, human resource and administrative management of complex, multi-donor programs with multiple sub-offices
• Experience in managing USAID-funded projects and familiarity with USAID policies and regulations are an advantage
• Excellent oral and written English language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications
• Demonstrated experience of leading programs that build capacity of local Governmental and non-governmental counterparts
• Demonstrated ability to undertake high-level representation and advocacy
• Experience in data analysis and interpretation is highly desirable

Job description : The International Center for Research on Women (ICRW) is an organization comprised of international development professionals – researchers, advocates and program managers – committed to the creation and sharing of the needed tools, approaches and techniques that will serve as catalysts for change for women worldwide.  As a result of rapid growth, ICRW’s HIV & AIDS and Development Unit (HADU) team seeks a Public Health Specialist to be responsible for providing technical and managerial expertise in programming and research related to HIV/AIDS, gender, and stigma.  Based on team and institutional priorities, the incumbent will undertake other tasks as assigned by the team director.  This position is based in our headquarters office in
Washington, DC, but will involve approximately 25% travel to project locations and international development forums worldwide. Proficiency in a foreign language is desirable.

Job qualifications : Our ideal candidate will have a PhD in a relevant field or a Master’s degree with 5 or more years of relevant research or organizational or field program experience.  Two (2) to five (5) years relevant organizational or field program experience. Master’s degree candidates will need an additional five (5) years of relevant research or organizational or field program experience. Previous research and/or program work experience in
Africa or Asia is preferred, as well as a working knowledge of and an interest in stigma, gender, and HIV and AIDS issues.  Experience with HIV and AIDS program related work and research, as well as project management, including facilitating partner and donor relations, report writing, budget maintenance, and work planning preferred.  The incumbent will be required to work both in teams and independently on projects.   Excellent writing and communication skills are a must as well as demonstrated resourcefulness and attention to detail. Computer literacy required to include a proficiency in the MS Office Suite (Outlook, Word, Excel), and Internet applications including online database applications (e.g., MEDLINE, POPLINE).  Demonstrated ability to manage small projects, donor relationships, and provide leadership to other team members with maturity, diplomacy, and a cooperative spirit is essential.  Must possess the ability to work independently, organize, prioritize tasks, and meet deadlines.  Strong qualitative and quantitative research skills to include a demonstrable proficiency in one or more of the following statistical software:  SPSS, STATA, ATLAS TI, as well as widely-known research measures (e.g., ARRM, HBM, etc).  Demonstrated ability to design, implement and evaluate applied research is essential.

Washington, DC, but will involve travel to project locations and international development forums worldwide.

This is a senior leadership role in the organization, functioning as a member of both ICRW’s executive team and a variety of cross-functional management teams.  The VP H&D is responsible for broad oversight of the three technical teams that represent ICRW’s research agenda in the program area of Health and Development: HIV, AIDS and Development (HADU), Gender, Violence and Rights (GVR), and Reproductive Health and Nutrition (RHN).  The VP will participate in the strategic planning process, making contributions to strategy development that incorporate the objectives of the Health and Development Division, including expansion of the Division’s research and program portfolio,  fundraising, and the coordination with other institutional divisions. The incumbent will provide leadership in promoting ICRW’s visibility and reputation in the program area, represent ICRW with partners, governments, NGOs, the private sector and donors and serve as an institutional spokesperson at public events and forums.  The VP, H&D will also undertake technical work as relevant, using research expertise to develop new areas of work and product lines, and to promote institutional knowledge-sharing and collaboration. The VP also leads high-visibility and strategic technical initiatives and projects and participates in and/or leads research and technical assistance work in her/his program area.  

Key areas of responsibility include:
Leadership and Management:  
• You will serve as an institutional leader internally and externally; participating in institutional strategic planning and decision-making, and representing ICRW in key institutional and external forums. You will provide input on institutional strategy and direction, policies and priorities, financial sustainability, and visibility.
• Using strong collaboration and effective team dynamics skills, you will provide leadership on a variety of internal business teams, (e.g., Executive Team, Development Team, Operational Management Team). Your collaborations with your peer executive, the VP, Social and Economic Development (SED) Division, will ensure the smooth functioning of the program area.  Through coordination with the COO, other functional Vice Presidents, and the President, you will identify and resolve Division management issues and needs.
• You will use demonstrated leadership, managerial and coaching skills to manage the Team Director, HADU and the Senior Technical Specialists for the remaining technical areas in H&D (GVR, RHN), ensuring the appropriate delegation of program area responsibilities in the Division and providing oversight as they identify opportunities for dissemination of results and increased visibility, and write new proposals for projects.   You will also ensure the quality of project work, proposals, reports and publications emanating from the Division and compliance with donor financial and reporting requirements.  

Business and Program Strategy Development:  
• You will use your proven ability to strategize, develop and advance a coherent and cogent plan of action to lead the H&D Division in the business development and strategic planning process, working closely with the VP, SED, Director of Resource Development for Programs, and the COO.  
• As a representative of ICRW with partners, governments, NGOs, the private sector and donors, you will serve as an institutional spokesperson at public events and forums, increasing ICRW’s visibility in local, regional, national, and international arenas through publications in peer-reviewed journals and other publications, as well as extending the impact of ICRW research through strategic communications with political leaders, policy-makers, donors and implementers of development programs;
• You will lead the technical area Team Directors in developing program priorities, identifying donor interests and new funding possibilities, and defining strategies for networking with potential partners and agencies in order to develop a program of research.

Fundraising:
• You will use strong networking and negotiation skills  and your proven track record of securing funding from USG (NIH, USAID, CDC) and European donors (e.g. Irish Aid, DFID, NORAD, Dutch), private and corporate foundations, in order to identify, cultivate and sustain viable relationships with donors and other partners as well as communicate knowledgeably about project concepts, progress and impact.

Job qualifications : Our ideal candidate will have a Ph.D. in a related field (Public Health, Sociology, Anthropology). Candidates with Master’s degrees will also be considered with additional relevant experience.  A minimum of ten (10) years’ international development experience, (fifteen [15] years with a masters degree) is required, with specific experience in organizations committed to improving the health and well-being of women, families and communities globally. Proven experience in progressively responsible management roles, with demonstrated success in leading research and programmatic functions in an organization is essential.   Strong quantitative research skills required, to include proficiency in one or more of the following statistical software:  SPSS, STATA, ATLAS TI, etc.  Computer literacy required to include a proficiency in standard business applications (e.g. in the MS Office Suite), as well as the ability to utilize technology to automate processes, provide meaningful analyses and disseminate information.  Familiarity with how information technology can be used to advance communications, resource development, and advocacy goals is desired.
