Job description : The rural society in Mali is involved in two important dynamics: political decentralization, wherein the central state transfers competences to local governments, and liberalization, wherein the private sector, including farmer’s organizations, take over economic functions of the central state.

Rain fed agriculture and livestock keeping remain for the moment the main sources of revenues, although gold precedes cotton (2) and livestock (3) as the main source of export revenues. Agro-climatic conditions and markets vary considerably and influence food security and income generating severely, explaining why it’s important for rural households to make balanced choices of economic activities & market chains.

The decentralization process, crucial for adequate basic services delivery and investment in socio-economic activities, is progressing slowly, but certainly; most competences and financial resources are not yet transferred to local governments.

The Netherlands Development Organisation SNV is working in 33 developing countries. Its work emphasizes on poverty reduction through two key impact areas: “Sustainable and Equitable Production, Income and Employment” (PIE), as well as “Effective, Efficient and Increased Access to and Delivery of Basic Services” (BASE). Governance is an important cross-cutting theme. Sustainability, gender equity and social inclusion are key elements of good governance. SNV contributes to poverty reduction by providing capacity strengthening services to partner organisations in order to improve their performance, so they can better make their own deliberate choices, deliver appropriate services to their members and defend the interests of poor people.

In the PIE impact area, SNV/Mali is supporting the development of three agricultural sectors: ‘cotton’, ‘livestock/pastoralism’ and ‘oil seeds’. SNV stimulates value chain development for products of different farming systems, with a focus on improving access to markets for small holder farmers and livestock keepers, on sustainable natural resource management and on better supply of socio-economic services of rural households. SNV seeks to improve the functioning of farmers’ organisations and rural service deliverers, to stimulate farmer-induced economic projects and to develop alternative chains (for cotton and other farm products). In current agricultural reorganization, capacity development of farmers (in analysis, negotiation) is important for securing the revenues and services, which especially the cotton sector has delivered for a long time. SNV tries to influence agricultural policies, as well as legislative environment in alliance with national stakeholders.

SNV/Mali consists of four regional teams of advisers based in Bamako (urban district), in Dioïla (with a branch in Sikasso), Koulikoro and Gao. It has a national team based in Bamako. The teams collaborate with different types of partners at national and local levels: civil society organisations, national and local farmers’ organisations, rural small-medium enterprises, micro-finance institutions, inter-professional associations, municipalities, public services, as well as development organisations and donors and regional institutions in West Africa.

The advisor participates in the rural economic development program in the cotton basin of South of Mali, where SNV has offices in Dioïla and Sikasso. He/she will be based in Sikasso and reports to the team coordinator, who is based in Dioïla.

Main responsibilities

        Contribute to the development and implementation of the SNV strategy of rural economic development in the cotton area of Mali.

        Provide advice and support to rural organisations (livestock and cotton farmers’ organisations and local service deliverers) in order to professionalize their functioning and service delivery to members: set-up of economic projects, business planning, as well as internal strategy development, monitoring-evaluation and information mechanisms.

        Elaborate and implement trajectories for capacity building in market chain development (alternative cotton and other farm products), in service delivery for sustainable production and influencing local policies for agriculture and land tenure.

        Implement the cross-border exchange program with partners (farmers’ organisations and local governments) and SNV colleagues in Mali and Burkina.

        Facilitating contacts between farmers’ organisations, service deliverers, commercial and financial partners, for joint projects and/or resource mobilization.

        Contribute actively to the development and sharing of knowledge on rural economic development in cotton areas as an active member of internal and external expertise networks.

Job qualifications : Education: Master degree in Agro-economy, Agronomy or equivalent.

Work experience: at least 5 years of relevant working experience, preferably in rural areas of Africa. Proven experience in analysis of agricultural sectors (preferably cotton), of value chains and natural resource management. She/he should have proven track record in capacity building through providing advisory services and process facilitating, having demonstrated competences in advising farmers’ and other rural organisations in improving access to markets and rural services.

Knowledge: (State of the art) knowledge of farming systems and value chain analysis. Knowledge of local economic development and relevant private sector development methodologies. Knowledge of gender and social inclusion concepts.

Skills: Team player with networking abilities at the national and regional levels, combined with result orientation. Strong intercultural skills.

Language: Speak and write fluently in French (working language in Mali) and in English (communication language within SNV-worldwide).

Other: Computer skills and ability to work in a challenging and dynamic context. Affinity with farmers’ organisations and the private sector in rural areas.

Duty station

Sikasso, capital of the administrative region of the same name. It’s Mali’s second town with 157000 habitants. Distance to Mali’s capital Bamako is 370 km, 5 hours by car.

Job description : The position’s primary purpose is to provide global leadership to WVI’s current portfolio of AIDS and Health grants from the Global Fund to fight AIDS, TB, & Malaria (GFATM), and lead its growth. The position will create and lead a strategy that is in alignment with World Vision integrated focus (child focused, community based, and Christian) to expand WVI’s engagement with other multilateral donors to Health and AIDS programs. Key multi-laterals include the UN System (UNFPA, UNDP, WFP, WHO, UNICEF, etc.), World Bank, multinational corporations and trans-national donors, regional development banks (Asia Development Bank, etc.). In the case of locally awarded funds, the holder of this position will assist WV National Offices (NO) either directly or through building WV regional and local capacity to successfully acquire these grants. In support of local awards, the position will also coordinate and provide technical support to WV NO’s awarded grants from multilateral donors. The position will represent WVI’s HIV and AIDS and Global Health portfolio in selected global meetings and for a and may eventually form part of a larger WV global grant management unit.

Job qualifications : KNOWLEDGE, SKILLS AND ABILITIES:

·         Masters or higher advanced degree in public health,  medicine or related social sciences

·         Creative thinker and designer of large scale programs, often national in scope.

·         Proven grant writer with excellent writing skills and detail orientation:  able to do the final edits of critical proposals and correct technical and typographic errors.

·         Minimum of 10 years of public health experience with in-depth training and knowledge of program design, monitoring and research methodologies, biostatistics, epidemiology, infectious disesases (particularly HIV, TB, and Malaria), and faith community involvement and responses to HIV/TB/Malaria.

·         Excellent networking skills with established networks in the health, relief and development world and within the WVI partnership.

·         Strong communication and presentation skills with particular facility in interacting with UN offices, high-level government bureaucrats, and professionals in global health.

·         Minimum of 5 years experience living in developing country contexts and working with public health programs.

·         Oral and written fluency in addition to English in at least one of the following:  French, Spanish, Portuguese, Arabic, Swahili.  Additional developing country languages are assets.

Job description : SNV Albania assists key national and local/area/regional public, private and relevant non-governmental organizations in the planning, development and marketing of Albania’s tourism industry toward contributing to the development of the country’s economy through income generation, increased employment, poverty alleviation and sustainable use of its cultural and natural resources.  A key focus is assisting local communities, areas and regions in the development and implementation of Tourism Action Plans utilizing an existing, proven SNV Balkan Strategic Planning Process.

The senior tourism advisor will provide advisory services to a wide range of local/area/regional, national and international stakeholders supporting the development of tourism in Albania and surrounding SNV Balkan countries in close coordination with other SNV tourism advisors.  The senior advisor will be a member of the SNV Balkan Tourism Knowledge Network and will contribute to the global SNV-UNWTO (United Nations World Tourism Organization) partnership.

The senior tourism advisor will also interact with other Albanian SNV advisors working in the Areas of Communal Forestry and Agriculture plus incorporate the cross cutting themes of Governance, Gender Equity and Environment into ones daily work.

Your main responsibilities will be:

        To take the lead in programme development and programme formulation for advisory services in tourism in the context of broader rural development initiatives

        To oversee the facilitation for the development and implementation of local/area/regional Tourism Action Plans

        Advise national advisors and clients on the technical aspects of; tourism planning and development, organizational issues, development of strategies, analysis/development and promotion of new markets and products

        Support SNV clients and partners in developing tourism policies and effective lobby strategies that contribute to sustainable tourism development

        Support SNV clients and partners in resource mobilization toward the implementation of initiatives that contribute to sustainable tourism development, including the connection to local and international tourism markets.

        Support inter-organizational coordination and cooperation among different stakeholders/partners involved in the sustainable tourism development sector

        Identify and develop effective work relationships with new clients and partners which are strategic in Albania’s tourism development.

        Provide input for the positioning and identification of key issues for SNV Albania and SNV Balkan in the sustainable tourism development sector

        Serve as a mentor for national Albanian and Balkan tourism advisors actively promoting meso-macro linkages and the sharing of knowledge/concepts in the area of sustainable tourism development

Job qualifications :

        A Masters degree in Tourism or a relevant field, such as Economics or any other related discipline, in combination with a specialisation in the planning, development and marketing of tourism products.

        At least 10 years of work experience in strategic planning facilitation and advisory work especially in the planning, development and marketing of tourism products and elaboration and implementation of policies that effectively develop the enabling environment required to promote sustainable tourism development.

        Experience in networking and alliance-building at international, national and regional/area/local levels.  Practical tourism experience in both public and private sectors would be a welcomed asset.

        Knowledge of; sustainable tourism planning, development and implementation, capacity strengthening, market analysis chain development, policy development and organizational development.

Description of duty station:

Fier, as the capital city of the province of Fier with a population of around 60.000, is centrally located on the coastal lowlands (altitude 200 m), close to the sea. Albania’s capital Tirana is at a 2 hour drive. The winters last from December to February and are rather mild. The summers are dry and warm (35-40). The security and safety situation is good. Fier is a developing city with several modern facilities and commercial services. It has a number and variety of shops, restaurants and bars; availability of food and other supplies is quite good. Medical services are fairly good at private clinics, often better in Tirana. Good housing opportunities, if desired with garden. No international schooling facilities in Fier. Good international schools in Tirana.  Primary school can be available (not international standard). Internet connections are good.

Salary Scale 11: minimum of 2795,02 – maximum of 4294,82 euro gross per month (hypo tax will be deducted) depending on relevant working experience.  We offer a contract with attractive secondary conditions and individual allowances in a dynamic international organization.

Regional Strategic Relations Manager +b

Job description : Building strategic partnerships is an essential part of SNV’s Corporate strategy in line with the Netherlands government policy “Dutch Development Cooperation en Route to 2015” to achieve development impact and create a coherent development policy framework.  Resource mobilization, as a specific form of partnership will in the near future become an important part of our activities.

SNV West and Central Africa is looking for a Partnership and Resources Mobilizations manager to attain this goal.

SNV West and Central Africa works in eight countries: Benin, Burkina Faso, Cameroun, Democratic Republic of Congo, Ghana, Guinea Bissau, Mali and Niger.

The core impact areas are:

-        Access to basic services (BASE): universal primary education, with a focus to quality and girls’ education, water, sanitation and hygiene (WaSH) and renewable energy, with a focus on biogas

-        Income, production and employment (PIE): cotton, oil seeds, livestock, horticulture, timber and non-timber forest products (NTFP) and tourism.

The operations for those impacts are highly dependent on financing by the Netherlands ministry of foreign affairs.

To strengthen quality impulses and leverage on his expertise, SNV will diversify its financial resources.

The objective of the partnership and resources mobilization manager is to require an additional 25% funding by 2015.

Responsibility:

The Partnership and Resources Mobilizations manager will work with the regional knowledge manager in BASE and PIE, the regional communications officer and country directors (CDs) and will report to the regional director (RD). He/she will liaise closely with his/ her peers in the other 4 regions and with relevant Head Office staff in the Netherlands. This position will focus on exploring, mapping and arranging partnership as well as on funding opportunities with strategic partners, global foundations, bi-lateral and multilateral agencies, global philanthropic organizations, social investment funds etc., with a focus on West and Central Africa. He/she will take the lead in developing and supporting proposal writing for fundraising. This will require understanding of donor requirements and assessing compatibility with SNV’s values and practices.

Key responsibilities:

1. Resource Mobilization

        Coordinate and facilitate the implementation of the corporate partnership and resource mobilization policy and procedures as well as represent WCA in all corporate PRM activities. This will include support to public relations and communication initiatives to enhance PRM;

        Support and coordinate with the regional director, regional knowledge manager in BASE and PIE, the regional communications officer and country directors to cultivate and solicit all major donors, focusing on corporations and foundations, and multilateral and bilateral organizations, along the sector and chain choices made in WCA. This will require pro active mapping of potential sources of funds and an appropriate tracking system;

        Draw up resource mobilization plans, including budgets, with realistic targets and milestones;

        Support country programmes in verifying a realistic resource mobilization target that enables country directors to retain an equal balance between the impact areas and maintain a low cost of advisory or primary process days;

        Make sure that the grant applications and proposals are made as well as train and support others to do so for foundations and corporations, as well as multilateral and bilateral organizations;

        Work closely with the regional director, regional knowledge manager in BASE and PIE, the communications officer and country directors to nurture and develop new relationships with key stakeholders, partners including foundations;

        Develop an effective donor track system through ongoing market research.

2. Knowledge Development and Strategic Planning

Working closely with the regional advisor, the partnership and resources mobilizations manager will also have a responsibility for strategic partnerships;

        establishing strong links with knowledge development networks to profile SNV and the WCA region;

        Oversee and analyze research to identify new sources of funding;

        Stay abreast of philanthropic, economic and social and community trends related to SNV and in collaboration with the regional knowledge manager in BASE and PIE to ensure that staff in the region are informed of trends and initiatives that might impact on the programmes and strategic positioning choices of the organization;

Regular travel within and outside of the region is necessary.

Job qualifications : Education

        Masters degree from an accredited college/ university in economics, marketing, strategic management, development studies.

Work experience

        Minimum 5 years of relevant experience in multifaceted development work;

        An organized and strategic approach to fundraising with experience in developing, managing and coordinating successful fundraising efforts (experience in Africa preferred);

        Demonstrated success in the cultivation, solicitation and stewardship of foundations and corporate donors;

        Demonstrated ability to conceptualize and describe funding needs in a way that is compelling and comprehensive to the potential donor;

        Leadership and strategic qualities to develop and support relevant staff in the region in fundraising;

        Experience in developing solid working relationships and team work;

        Demonstrated experience in developing and managing budgets; computer literate including knowledge of the most up-to-date donor tracking systems;

        Preferably strong private sector background or solid knowledge of key organizations in that sector;

        A track record as an effective communicator who is articulate and persuasive in written and verbal communications; adept at crafting proposals, donor correspondence and other kinds of materials and making presentations to a variety of audiences.

Educational facilities: there are a variety of international schools, including French and American. There is a Dutch school for additional Dutch language training for several hours per week.

Security situation:  good

Accessibility: six times a week direct flights to and from Europe, daily via other hubs.

Length of contract: 3 years with possible extension

We are looking for a colleague who will be able to

        Initiate and carry out the writing of project proposals, consultancy assignments and action research in the area of gender and development

        Contribute to the development and implementation of gender and development training programs

        Provide support to designing and implementing of social development programs in developing countries

        Assist in the development of social development and gender networks

Job qualifications : The candidate should have

        Conceptual and analytical skills

        Academic qualifications in the social sciences – masters  degree or PhD in anthropology; sociology; human geography; political science and economics - preferably with a post-graduate gender and development degree

        At least five to eight years of practical experience in development – field research; training; institutional development

        Knowledge and practical experience of social science research: experience in action research is an asset including action research

        Expertise - knowledge of gender epistemology, methodologies and tools and in the social dimensions of development

        Ability to work with both government and non-government institutions

        Ability to work independently on programme development including acquiring assignments; writing project proposals; evaluating projects; undertaking advisory missions; and writing analytical reports and recommendations

        Collegial attitude and capacity to work within a team and maintain good working relations with partners in the field

        Fluency in English, both verbal and written essential - working knowledge of French and/or Arabic is considered an additional advantage

        Preparedness to travel regularly for periods up to two weeks
