Job description : Project Summary: At the end of 2007, MSI was awarded a three-year contract with USAID/Sudan. Position Summary: MSI is seeking qualified candidates to lead The International Resources Group assessment in Southern Sudan. The team will consist of an Environmental Policy Expert familiar with wildlife and forestry conservation, ecotourism and environmental protection, and an Institutional Development or Capacity Building Specialist in a post-conflict environment where institutional structures have been destroyed or never existed. The Environmental Policy Expert and the Institutional Development Specialist must ideally have experience in Southern Sudan or East Africa.  One or both of these Team members should be well versed in social science/soundness and gender analysis.  The assessment is slated to begin June 16th, 2008 and the Level of Effort is anticipated to be between 16 and 18 days, with at least 12 days in-country. 

Responsibilities: The team will be asked to accomplish the following and more:

        Determine how effective the program strategy was in achieving the objectives of both the original and subsequently revised Contract.

        Determine what the strategic relevance of the program is to the USAID/USG Sudan program and foreign policy priorities – are the program activities rendering a clear CPA “peace dividend” and in what ways do they build the capacity of the GOSS and legitimatize the GOSS leadership. 

        Define how IRG has contributed to sustainable development and protection of Southern Sudan natural and environmental resource. How effectively has it build the capacities of the GOSS Ministry of Environment, Wildlife Conservation, and Tourism and the Ministry of Agriculture and Forestry.

        Determine what IRG has achieved since the signing of the STEP contract in August 2005.  This will be based on quarterly and annual reports, as well as subject interviews.

        Determine its performance in terms of results achieved, efficiency and value for money – are there better ways to improve efficiency and invest the limited resources in this sector.

        Determine how effective IRG’s approach to institutional capacity building is. Can this be demonstrated with the institutions it has been working with.

        To what degree has IRG been successful in promoting ecotourism in Southern Sudan. Is there evidence of “ecotourism” in Southern Sudan as a result of IRG’s activities.

        Make recommendations for moving forward if the activities were to continue and/or expand – are they replicable and desirable. 

        Identify the best practices, success stories, and testimonials – are there important lessons to be learned, and is there a story which can best demonstrate to the U.S. Congress lasting impacts of the program

        Determine to what extent are the activities of IRG addressing problems and challenges faced by the youth in Southern Sudan.

        Determine how effectively IRG is building local capacity for environmental conservation and protection. How effectively has IRG addressed environmental conservation and protection awareness in Southern Sudan. 

The result of the assessment will be a final report, to be submitted to USAID and MSI.

Job qualifications : Qualifications:

        Prior experience conducting evaluations for international development programs (particularly USAID-funded programs);

        Advanced degree in a relevant field;

        Technical expertise is local governance, institutional capacity  assessment essential; a background in social science/soundness and monitoring and evaluation;

        Prior experience working in a post-conflict environment, especially in situations where human and material infrastructure is very basic or non-existent; ability to travel independently through underdeveloped and potentially unstable areas.

        Prior experience in Sudan or East Africa preferred

MSI has a project with the State Department’s Middle East Partnership Initiative (MEPI) to provide monitoring and evaluation support, a component of which includes a team of Grant Award Facilitators who work full time, on-site at the MEPI office in Washington.  The contract is through September 2008, with the possibility of an extension for an additional year.  MSI is currently looking for a mid-level analyst to join the team as soon as possible.

Responsibilities:

This full time position works in close collaboration with MEPI Program Officers and Grants Officers, helping to facilitate effective and timely management of federal assistance awards. The MSI Awards Facilitators support the complete lifecycle from pre-award preparation, through implementation and close-out. Throughout the process the Award Facilitator provides operational and administrative support in the following ways:

        Works with Project Officers to develop clear Statements of Work with clearly defined intended outcomes, objectives, and performance indicators.

        Assists Grants Officers in reviewing project budgets, preparing award documents, and maintaining award files.

        Works with implementers and MEPI staff in the use of an on-line project management and reporting database.

        Provides support for monitoring and evaluation of MEPI funded projects

As such, SNV has defined impact oriented strategies to reduce poverty with a focus in Asia on impact in a) productivity, sustainable income and employment generation, through 3 sectors: sustainable tourism, small holder cash corps and forest products and b) the effective provision of basic services in 2 sectors: renewable energy and water, sanitation and hygiene. 

SNV applies principles of governance for empowerment, with a focus on gender equity and social inclusion toward these impact areas, and also delivers expertise in Access to finance and Carbon funding mechanisms across sectors.

In Asia, SNV is present in Nepal, Bhutan, Bangladesh, Vietnam, Lao PDR and Cambodia, with 4 country offices, 15 portfolios and about 140 advisors, 65% of them national advisors. The regional office is based in Hanoi.  Regional advisors are based in any of the countries in which SNV is present, and travel from there to other countries. The regional advisor governance will work closely with five regional sector network leaders. 

About your job:

As Regional Advisor Governance you will mainstream “governance for empowerment” principles in the 5 sectors that SNV Asia works in. 

You are well known in and have a thorough knowledge of South and South East Asia, and you have the ability to think out of the box. You have a broad view not only on governance but also on related development issues.

You have specific expertise in one or more of the following areas:  Advisory services to client organizations of SNV on issues related to governance and empowerment, MDG localization, leadership and change management, multi stakeholder collaboration and sector development,  gender equity and social  inclusion, organizational and institutional development. 

50% of your time will be spent on advisory services for client organizations in the SNV country programs in the Asia Region.

The other 50% of the time will be available for backstopping SNV advisors, sector network leaders and management on governance for empowerment; and on Capacity Development Services, profiling of SNV through networks, seminars, publications; support to product development, and; resource mobilization.

You will be part of a corporate network of regional advisors in Governance for Empowerment and Capacity Development Services coordinated by the strategy unit at Head Office in the Netherlands, and you will lead and attune activities in the region with networks of sector specialists.

You will be reporting directly to a Country Director in his/her capacity as Regional Management Team member; functional steering will be assumed by the lead advisor regional strategy and partnerships.

Main responsibilities:

        Advisory services to client organizations of SNV in different countries on issues related to governance for empowerment, MDG localization and accountability, leadership and change management, multi stakeholder collaboration and sector development, gender equity and social  inclusion, organizational and institutional development. (50% time)

        Initiate and contribute to SNV Asia regional strategic positioning and strategy development related to governance for empowerment, in close collaboration with the lead advisor regional strategy and partnerships. 

        Profile SNV externally on “governance for empowerment” and related areas of expertise.  Represent SNV in international and high profile knowledge events;

        Provide Governance for Empowerment backstopping services to SNV advisors who work in sectors, as well as backstopping geared towards quality improvement of  capacity development services by advisors (capacity assessments, capacity development planning and monitoring, process facilitation).. Support the development of products, and provide support to their application and updating based on new insights. Contribute to organizational learning and to training programs.

        Depending on expertise, the regional governance advisor might lead the further development of one or more specific SNV products.

        Participate in a corporate knowledge network on governance for empowerment and capacity development services; and provide functional leadership to a group of  governance, gender- and social inclusion advisors in Asia.

        Provide technical support to the implementation in Asia of the UNDP – SNV partnership on MDG localization, and assume leadership of relevant regional partnerships in Asia.

        Support resource mobilization for activities related to the area of expertise; support marketing of SNVs products related to governance for empowerment. 

Job qualifications :

WORK EXPERIENCE:

Job description : HAI is looking for clinical advisors who will work to improve health care delivery through the existing health system in Mozambique. Clinical advisors work within the clinics and hospitals of the Mozambican health system, providing mentoring and clinical technical assistance to local health professionals and para-professionals, mainly on HIV/AIDS and related health issues and support the districts in the formulation and implementation of their health plans.

Responsibilities:

- Assume primary responsibility for assisting the clinical implementation, record management and follow-up of HIV care and ART (Antiretroviral Treatment) management, including training and research activities with special focus in the development of sustainable systems.

- Coordinate and/or oversee HAI’s activities regarding training, supervision, follow-up and assessment of HIV and anti-retroviral care offered to HIV+ persons.

- Provide technical assistance on the integration of the tuberculosis and HIV care programs.

- Provide technical assistance and/or support other HAI field office staff.

- Work with the Ministry of Health (MOH) and NGOs to support the goals of the HIV program.

- Support the health facilities and districts under your responsibility on issues concerning the strengthening of program monitoring and evaluation.

- Apply tools for quality control and detection of adherence and treatment failures.

- Coordinate plans and activities with other HAI Clinical Advisors.

- Attend relevant program meetings and represent HAI, as needed.

- With MOH officials, assist the introduction of comprehensive care and treatment for HIV into health facilities, including development of workplans, provision of equipment, and designing patient flow mechanisms for efficient follow-up services for HIV+ patients.

- Promote the on-going training of Mozambican medical doctors, nurses and all other staff involved in the running of the ART program in facilities managing the day-to-day care of patients.

- Provide technical assistance and mentoring to MOH physicians, physician’s assistants, pharmacy technicians, logisticians and social workers to support social and community outreach with community based organizations.

- Support the district health departments in the formulation, implementation and follow up of their local health plans.

- Collaborate in the creation of operations research protocols.

- Report to HAI’s ART program manager in each respective province and work in collaboration with other Clinical Advisors and the MOH partners.

- Submit monthly reports as required by funding agencies.

- Prepare manuscripts for publication based on project work.

- Participate as a member of the ART team in the use of funds budgeted for the program 

Job qualifications :

- Medical degree (MD)

- Masters in Public Health (MPH)

- Clinical experience in pediatrics, infectious disease, obstetrics/gynecology, tuberculosis or other relevant clinical area

- Experience in care of persons with HIV/AIDS, including administration of ART

- Two years of work experience in public health

- Two or more years of professional experience in developing countries

- Fluency or good working knowledge of Portuguese or other romance language is required. If not fluent in Portuguese, must have willingness to study to gain fluency. Fluency or good working knowledge of English (written and spoken) is required.

Other:

- Ability and serious interest in working in the field. Travel in-country may be between 50-75%. In 2008 -2009 we will begin decentralizing and Clinical Advisors may be required to live in the rural districts.

Job description : SNV Vietnam aims to strengthen the capacity of Vietnamese organizations to improve the living conditions and position of poorer sections of Vietnamese society working towards empowerment. SNV-Vietnam operates within the framework of the Social Economic Development Plan (SEDP) and Millennium Development Goals (MDG). SNV Vietnam’s capacity building services are implemented through specific sectors to achieve impact on poverty alleviation through increased production, income and employment and a better access to basic services for poor people. In Vietnam SNV is active in 4 sectors: Forest Products, Pro Poor Sustainable tourism, Small holder Cash Crops, Renewable Energy including biogas, and Water Sanitation for Hygiene

Forest Products sector

The main focus of the sector in Asia is income generation for the poor through value chain development for timber and non-timber forest products (NTFPs), improving market and credit access, market based planning in the forest sector, creation of pro-poor access to carbon financing and promotion of pro-poor management of forest land through small holder producers and communal management of forest land.

In Vietnam recently strategic value chains have been selected in the FP sector: Bamboo, Rattan and Acacia for high value end products. Development of these value chains, their enabling environment and their supporting products/services will lead to improved production, higher income and more employment for the poor in the forest sector. Carbon credits, the forth strategic Value Chain, anticipates REDD and other innovative facilities in the forest sector.

The Pro Poor Forestry Programme (PPFP)

The main activity in the FP sector is the Pro Poor Forestry Programme in the North Central Agro-ecological Zone (PPFP). PPFP builds on experiences gained and lessons learnt from successful SNV programs in the North-Central Agro Ecological Zone (NCAEZ) region.

PPFP focuses on forest dependent households that obtained land-titles under Vietnam’s land reform policy. PPFP aims to improve their benefits from these land-titles through rational forest planning and management at all levels based on free decision making and reliable and accessible and sufficient information. Project owner of PPFP is the Forest Inventory and Planning Institute (FIPI). PPFP activities are implemented by 4 provinces in NC region: TT Hue, Quang Tri, Quang Binh and Nghe An province. SNV provides Technical Assistance to the PPFP together with Tropenbos International (TBI) and the University of Queensland (UQ). The PPFP is financed through in kind contributions from SNV, TBI and UQ and by the Vietnamese Trust Fund for Forestry (TFF) under the Forest Sector Support Programme (FSSP) of the Ministry of Agriculture and Forestry (MARD).

Responsibilities of the Senior Advisor Forest Economics/CTA to the PPFP:

He/she leads the FP sector of SNV Vietnam. He/she is responsible to provide and assure quality advice to all actors at national and provincial level in the development of a Pro-poor forestry sector. More specifically he/she is responsible for:

A. Advisory services:

        Delivers and assures quality of services provided by SNV advisors within his/her field of expertise with special attention to Value Chain Development and Market opportunities as basis for forest planning and management.

        Initiates and contributes to regional activities within his/her field of expertise.

        Stimulates market and product innovation by the team, including carbon financing.

B. Learning & Teamwork:

        Leads together with other Senior advisors the activities of the Vietnam FP advisors.

        As sector leader for the FPMC he/she is part of the core group of the Forest Products network in Asia.

        Coaches clients and colleagues and provides feed back on their performance.

        Promotes learning and sharing of best practices related to thematic expertise.

C. Positioning:

        Represents SNV in FSSP and other political and strategic partnerships and forums.

        Contributes to SNV Vietnam/SEA positioning & product development in the FS sector and contributes to development of other sectors like SHCC and Renewable energy

        Actively explores new markets – product - client combinations

D. Knowledge management / development

        Ensures proper documentation of activities and achievements.

        Ensures that best practices are published.

        Creates knowledge networks/partnerships nationally and internationally within his/her field of expertise.

Specifically as CTA to the PPFP:

        Supports the operational management of the PPFP through coaching of and advice to its Project coordinator and other staff members at national and provincial level.

        Coordinates the Technical advisory services to the PPFP of the 3 advisory organisation SNV, TI and UQ;

        Represents the 3 advisory organisations in the Project Management Board of the PPFP and other committees and meetings related to the PPFP and the TFF;

Forest Products sector:

        The position of SNV as leading International NGO in the field of Pro-poor forest sector development in Vietnam and in the region is maintained.

        The development of strategic Value chains of the FP sector has contributed to substantial and positive impact on Production, Income and Employment for the poor.

        SNV engagement in strategic and operational partnerships with partners in the Public sector, the Private sector and the Civil Society has improved.

PPFP:

Job qualifications : Educational background:

MSc in Rural or Development economics, MBA is an advantage, Academic level of working in Economic rural development and Value Chain Development in the Forestry sector.

Experience: minimum 10 years of relevant working experience; experience in Value Chain Development and Multi Stakeholder processes is essential; Experience with Land Use Planning is an advantage; Good international network in the Forestry sector; strong advisory skills and capable of managing a national programme.
