Project/Proposal
Summary:
MSI
has a 3-year contract to provide mission-wide support to USAID/Sudan in program
and project evaluation and designs, MIS management, translation services,
facilities management, VIP hosting, and research. An in-country team, based in Khartoum, Juba,
Kurmuk, and Kadugli, will
provide these services, supplemented by short-term technical assistance.
Position
Summary:
The
Sudan SUPPORT Project will be conducting a feasibility analysis that will
consider the lessons learned from the Diaspora Skills Transfer Program (DSTP)
pilot program completed in 2007 by AED, among other examples of Diaspora
initiatives, and provide clear recommendations for the design of a follow-on
initiative that would be responsive to the strategic objectives of USAID/Sudan.
The
team members shall prepare an analysis of the feasibility of the program
described in draft H.R. 3054. The analyses shall be undertaken in two phases:
the first in the US and the second in Juba, Southern Sudan.
The
team of professionals chosen to complete the analyses required will do so
within three months of the task order being signed. This position is expected to begin in
July/August 2008.

Phase
one will entail the production of a detailed analysis, to be conducted in the
United States, of the willingness of Southern Sudanese residents in various
communities throughout the U.S. to participate in a program which would support
their return to Southern Sudan to assist in post-conflict reconstruction
efforts in the education sector; the constraints various demographic groups of
Southern Sudanese face which could inhibit their participation in such a
program; what measures (incentives) could be considered to overcome those
constraints; and what training would increase participants’ effectiveness in
the education sector and facilitate their re-adjustment to life in Sudan.
Phase
2:
Phase
2 will entail a detailed analysis conducted in Southern Sudan to ascertain the
institutional capacity among the Government of Southern Sudan (GOSS) and at the
state government level, to support the implementation and administration of a
program through which Southern Sudanese from the United States would return to
apply their skills in the post-conflict reconstruction efforts in the education
sector in Southern Sudan. The analysis should also examine the ability and
interest of non-governmental organizations and/or the private sector in
Southern Sudan to support the implementation and administration of such a
program.
Qualifications:
The
required qualifications for the team members are as follows:
- Education: Master\'s degree in social science
(such as sociology).
- Experience:
Minimum
of ten years experience in design, implementation, and evaluation of overseas
development projects, including at least five years in post-conflict
settings.
Knowledge
and experience of different social science techniques including focus group
research, key information interviews and surveys
Experience
in Southern Sudan highly desirable
Experience with Diaspora communities and/or program
highly desirable.

Position
Summary: MSI is seeking a policy specialist with experience in using surveys
and data to make convincing arguments for policy changes and with experience in
working with stakeholders to implement policy changes for an upcoming USAID
Enterprise Development and Investment Promotion Project in West Bank and Gaza.
This position requires technical and programmatic expertise in the areas of
regulatory reform, business process reengineering, and private sector
development. He/she will report directly to the project’s Chief of Party.
Responsibilities:
• Serve as a resident technical advisor to
identify constraints to and opportunities for trade and investment;
• Serve as the primary technical expert in
building capacity of PA government, other agencies and staff; primarily in the areas of
business process reengineering and improvement of management information
systems (MSI);
• Develop and implement support for the PA
in areas like telecommunications policy, financial market regulations, energy policy, regulatory framework for industrial zones and
parks and regulatory private sector participation in infrastructure
development;
• In coordination with business leaders,
the PA, the World Bank and other donors, assist in making processes more
efficient for starting a business, registering property, obtaining and renewing
licenses, and closing a business.
Job
qualifications : Qualifications:
• Minimum of a bachelors degree in
business, economics or related field required, a Masters degree preferred;
• Background in business operations would
be a plus;
• Exceptional analytical and oral and
written communication skills required;
• Demonstrate practical experience in both

Urban Institute’s Center on International Development and Governance has an
immediate opening for a Senior Research Associate. (This UI center was known as

The
Senior Research Associate (SRA) will be responsible for designing, implementing
and evaluating research and technical assistance projects related to democratization,
economic and social development in developing world. The SRA will be a leader in the Urban
Institute’s initiatives addressing one or more of the areas of:
decentralization and local governance, performance management, urban
development, intergovernmental cooperation, anti-corruption activities,
municipal finance, infrastructure, public service delivery, legislative, policy
and institutional reform, local economic development, and civil society

The

Summary of Responsibilities:
Reporting to the regional director (RD), the Regional
Fundraising Manager is a member of the regional management team. S/he will
liaise closely with peers in the other 4 SNV regions and with relevant Head
Office staff in the Netherlands. This position will focus on creating a
long-range fundraising plan for the region and updating it yearly; cultivating
and soliciting donors, instituting a public-relations program; organizing
appropriate staff training; maintaining fundraising records; writing and
sending fundraising applications; sending follow up notes or overseeing that
task; reporting to large donors on specific projects; and visiting major
donors. This will require understanding of donor requirements and assessing
compatibility with SNV’s values, mission, strategy and policies.
Key responsibilities:
1. Resource Mobilization
• Lead the
development of regional fundraising strategies and draft regional fundraising
plans, including budgets (in close collaboration with the Regional Controller),
with realistic targets and milestones, in line with SNV mission and policies
• Map,
cultivate and solicit relevant donors, focusing on multilateral and bilateral
organizations, corporations, foundations, and private funders in cooperation
with senior regional staff and country directors
• Drive
the development of regional branding and PR
• Inspire,
coach and organise appropriate training for key staff engaged in fundraising
• Maintain
efficient administration of regional fundraising initiatives: oversee an
effective donor management system, write proposals, develop effective donor

strong links with knowledge development networks to profile SNV and the WCA
