Position
Summary: MSI is seeking for a Senior Financial Manager for an upcoming USAID
project to build the capacity of Palestinian Authority public sector
institutions in the West Bank. The goals of this program will be to help
increase the transparency and accountability of the Palestinian Authority,
improve its effectiveness and efficiency in the delivery of public services,
bolster its capability to communicate with the public, strengthen its ability
to incorporate public participation in government decision-making, and decrease
corruption in the public sector. *The duration of this contract is thirty-six
months and it is expected to begin in September 29, 2008.*
Responsibilities:
Oversee project financial management;
Oversee grants management process.
Job
qualifications : Qualifications:
University degree or 5 years work
experience in financial management required;
Demonstrated expertise in financial and
grants management;
Demonstrated exceptional organizational
ability;
English proficiency and Arabic language
ability is required.

Minimum 8 years work experience in one

professional skills to enable ongoing contacts with high-ranking public sector
officials in the PA at various levels;
Exceptional interpersonal and diplomatic
skills;
English proficiency and Arabic language
ability is required.

Serve as principal liaison for the
project with USAID, be responsible for conforming project activities to the
USAID/West Bank/Gaza Mission strategy, and ensure that all reporting
requirements are met fully and in a timely manner;
Serve as the project representative in
public and private meetings in WBG and will be required to meet with leaders
and representatives of private and public sectors to promote project
objectives;
Provide direct technical assistance on
issues relating to design, implementation and evaluation of institutional
capacity-building processes;
Assist with design and implementation of
training activities.
Job
qualifications : Qualifications:
Minimum of a masters degree in public
policy, public administration, international development, business
administration or related field;
Demonstrated expertise in project
management, public administration and management, public sector institutional
capacity building, training, public policy planning and development, public
finance, or other relevant field;
Candidates should have a minimum 15
years work experience in one or more of the above-mentioned fields;
Previous resident work experience in WBG
or the Middle East is required;
Demonstrated highly seasoned
professional skills to enable ongoing contacts with high-ranking public sector
officials in the PA;
Prior experience managing or leading
high-scale development initiatives with USAID or other international donor
agencies required;
Exceptional interpersonal and diplomatic
skills;
English proficiency and Arabic language
ability is required.
