Position Summary: MSI is seeking a Senior Program Development specialist to assist USAID in assessing the interacting between culture, religion and development assistance in the Middle East and predominantly Muslim countries of Asia. This position requires someone with a broad and deep understanding of the Islamic world as well as a background in development. This position will be based in Washington DC with some international and US travel involved. The contract has an estimated duration of 24 months and is expected to begin in August 2008.

Responsibilities:

•        Assemble, edit and organize material on culture and development to augment USAID’s Middle East Bureau website;

•        Disseminate and promote the use of the Religion, Conflict and Peace building Toolkit produced by the Conflict Management and Mitigation (CMM) Office;

•        Synthesize lessons learned about the impact of development/democracy and governance programs in culturally specific contexts and in Islamic societies in particular;

•        Work closely with USAID Missions and the Center for Conflict Management and Mitigation (CMM) to develop such lessons and then disseminate them to USAID Missions;

•        Work with USAID Missions, local staff and experts to develop in-country training programs looking particularly at the interaction of culture, religion and development assistance for incoming staff, drawing on the ME Bureau website. Design an evaluation process to asses course quality and needed improvements over time;

•        Work with the Office of Human Resources and the Foreign Service Institute (FSI) to assess the need and opportunities to introduce more course work on culture into  their existing area studies programs, and existing or future potential courses relevant to the ME and Asian Bureaus. Work with FSI to modify or add relevant content to address culture and development; 

•        Deliver a regional course on culture of the Muslim world and development for officers assigned to the ME or other regions.

Job qualifications : Qualifications:

•        Minimum 10 years relevant experience, and Master’s degree or higher in Islamic studies or a field related to religions prominent in Asia and the Middle East regions required;

•        Demonstrated knowledge of Islam and Muslim culture required;

•        Demonstrated development-related experience relevant to the Middle East and Asia regions with focus on working in Muslim majority countries on culture-based issues required – experience particularly in the governance/democracy arena desired.;

•        Experience working with community development and local organizations, universities, USAID or other major donors required;

•        Proficiency in spoken (and preferably written) Arabic required; knowledge of one other language from the region preferred.

•        US citizen required.

Project Summary: 

Management Systems International and its partner, Academy for Educational Development, were recently awarded a 4 year, $4.8 million dollar program to strengthen the capacity of local community based organizations in Zambia.  The project will focus on improving the ability of health-focused CBOs to serve their communities.

Position Summary:

The Organizational Development Specialist/Deputy Chief of Party will serve as the resident expert on organizational development and capacity building, and will maintain day to day responsibility for the management, administration and direction of the project.  S/he will work closely with the Chief of Party (also CoP for another AED project in Zambia) and with MSI’s home-office Technical Director, and oversee a professional and administrative local staff.

Responsibilities:

•        Design and coordinate all LPCB capacity building assistance, including assessments, training and technical assistance;

•        Lead capacity building efforts, including direct supervision of training-related positions, engagement of short-term technical assistance (STTA) providers, implementation of assessments, and oversight of MSI’s input as a significant partner on this program;

•        Oversee the financial management and accountability of all activities implemented under the MSI sub-contract;

•        Provide technical assistance in key areas of organizational development and oversee all training efforts on behalf of LPCB;

•        Closely coordinate with the grants manager, so that training activities work hand-in-hand with the parameters and conditions established via grant awards;

•        Provide any other assistance requested by the Chief of Party that relates to the LPCB work plan.

Job qualifications : Qualifications:

•        Demonstrated expertise in organizational development and capacity building for local community based organizations;

•        Prior experience in the health field, particularly HIV/AIDS;

•        Experience managing or serving as a senior level specialist on USAID funded programs; experience with PEPFAR funding strongly preferred;

•        Minimum 7 years experience in international development and capacity building for international organizations;

Le domaine forestier de la République du Congo représente 10% des forêts du Bassin du Congo et joue un rôle capital dans le développement économique et social du pays. Le Gouvernement Congolais s’est engagé dans un processus d’amélioration du suivi des activités forestières sur son territoire afin de renforcer ses capacités de planification et de gestion forestière durable.  Le projet concerné par l\'évaluation est financé par la Commission Européenne, a été présenté par l’organisation Forests Monitor, basée à Cambridge (www.forestsmonitor.org). La mise en œuvre est réalisée conjointement par Forests Monitor et REM (www.rem.org.uk), une ONG associée spécialisée dans l’observation indépendante (Independent Monitoring of Forest Law Enforcement and Governance ou IM-FLEG).

L’objectif global est de « contribuer à la mise en oeuvre de principes de bonne gouvernance dans les activités forestières et appuyer l’exécution de politiques efficaces de développement durable dans le bassin du Congo ».

Le cadre logique comporte quatre objectifs spécifiques :

1.      Améliorer le contrôle de l’Etat sur les activités d’exploitation forestière pour améliorer la durabilité des ressources forestières et la récupération des taxes forestières dans la République du Congo

2.      Améliorer les capacités de la société civile pour mettre en oeuvre le Monitoring Indépendant FLEG dans le bassin du Congo, pour l’appropriation de progrès dans le processus de réforme sectoriel

3.      Appuyer la réforme légale, institutionnelle et politique du secteur forestier dans le bassin du Congo par le développement régional du Monitoring Indépendant FLEG dans le bassin du Congo par la réplication de l’approche.

4.      Augmenter la transparence des activités des entreprises et des processus d’application des lois forestières dans le bassin du Congo. 

Il y a 6 résultats au niveau de la République du Congo (information et documentation des activités illégales, suivi des actions correctives prises par l’Etat) et 5 résultats au niveau régional (connaissance et promotion du processus de monitoring indépendant, réplication du processus).

Le projet a démarré en décembre 2006. La clôture est prévue pour décembre 2009.

Objectif de l’évaluation

L\'évaluation à moyen terme a les objectifs principaux suivants :

•        Identifier les points positifs et négatifs de la mise en oeuvre du projet par rapport au plan et objectifs initiaux (à travers des consultations du personnel du projet et des acteurs concernés), en tenant compte non seulement de la responsabilité de FM et REM mais aussi du Ministère de l\'Economie Forestière congolais (MEF) étant donné que la plupart des activités dépendent de la bonne volonté et du calendrier du gouvernement (ie publications, tenue des réunions, accès à l\'information, etc)..

•        Identifier des moyens d\'améliorer la mise en oeuvre du projet pour augmenter son impact.

Critères d’évaluation

Pertinence et qualité du design : adéquation entre les objectifs du projet et les problèmes réels, les besoins et les priorités des groupes cibles et des bénéficiaires auxquels le projet est censé s’adresser ; et l’environnement physique et politique dans lequel il est situé.      La pertinence correspond à l\'adéquation entre l’intervention de coopération et les attentes et priorités des acteurs principaux concernés par le projet. La qualité du design concerne les instruments de planification (cadre logique, indicateurs), de suivi interne et d’évaluation.

Efficience : l’efficience se réfère à la manière dont le projet transforme les ressources de l’intervention de coopération en résultats attendus grâce aux activités mises en oeuvre. L’évaluation analyse le progrès physique et financier de l’intervention de coopération. Il s\'agira de vérifier dans quelle mesure le projet respecte sa planification, dans différents domaines et à différents niveaux, dont le déploiement des ressources, la gestion des contributions, la qualité des activités, et le suivi des indicateurs. L’évaluation est supposée se prononcer sur l’efficience de l’intervention de coopération et la certitude que les activités et les résultats seront acquis en respectant le calendrier proposé et en accord avec les moyens planifiés.

Efficacité : l’efficacité se réfère à la mesure dans laquelle les résultats du projet sont délivrés et contribuent à la réalisation de l’objectif spécifique. L’efficacité examine si les changements intentionnels qui ont eu lieu dans la zone d’intervention ont été causés par le projet. L’efficacité présuppose l’utilisation des résultats par les bénéficiaires.

Impact potentiel : l’effet provoqué par le projet sur son environnement au sens large du terme et la contribution qu’il apporte aux objectifs sectoriels mentionnés dans l’Objectif global du projet.                                                                

Durabilité : La probabilité selon laquelle les bénéfices produits par le projet se poursuivront une fois l’appui extérieur terminé. La durabilité reflète dans quelle mesure des mécanismes destinés à assurer la durabilité de l’intervention ont été prévus et mis en place par le projet.

Produits espérés

L’évaluateur produira un rapport répondant aux critères d\'évaluation.

L\'évaluation est prévue fin septembre 2008. Un total de 12 jours/expert sera nécessaire, distribué approximativement de la façon suivante :

•        Préparation, éventuellement interview responsables FLEGT à BXL  (1 jour)

•        Voyage et travail de terrain à Brazzaville (7-8 jours) : briefing, interviews des partenaires du MEF, bailleurs, bénéficiaires, entreprises forestières révision de l’avancement des activités avec l’équipe du projet, débriefing.

•        Rédaction du rapport d’évaluation (3-4 jours)

Le rapport  (version draft) devra être remis au plus tard une semaine après la fin de la mission du consultant en République du Congo.

Background

The UNDP-UNEP supported PEI Malawi aims to enhance the contribution of the sustainable management of natural resources to poverty reduction, sustainable economic growth, food security and broader achievement of the Millennium Development Goals. The PEI Malawi is led by the Ministry for Economic Planning and Development (MEPD) in collaboration with the Ministry of Lands, Environment and Natural Resources and several other Government institutions, UNDP Malawi and the UNDP-UNEP PEI.

Key responsibilities

The Technical Advisor will provide advisory support to development and implementation of the project activities, and share experience and international good practises with MEPD and the Government of Malawi within the field of mainstreaming poverty-environment issues into national development policy-making, planning and budgeting processes. S/he will be stationed at the MEPD, under the overall supervision of the Director of Planning, and work in close collaboration with the National Project Manager, PEI Malawi Technical Committee, UNDP Malawi and the UNDP-UNEP PEI. Further, the Advisor will maintain links with development partners and the international poverty and environment community.

Job qualifications : Candidates should possess: a Masters degree in a development or natural resources management related field; minimum of 7 years professional experience in development and environment policy related field, including experience in national development planning process; knowledge and working experience in Sub-Saharan Africa and ideally Southern Africa; strong background in planning and budgeting; strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different national and cultural backgrounds; strong team working skills and willingness to travel; excellent communication skills and full computer literacy.
