Position
Summary:
MSI
is seeking an experienced Chief of Party for a 30-month project to help support
the establishment of a Ministry of Foreign Affairs (MFA) in the Republic of
Kosovo.
Responsibilities:
• Maintain day to day responsibility for
the management, administration and direction of the project;
• Support the establishment of a Ministry
of Foreign Affairs (MFA) in the Republic of Kosovo;
• Serve as the resident expert on the
development of the ministry;
• Hire, manage and mentor professional and
administrative local staff;
• Oversee and coordinate all technical and
administrative functions of the program, working closely with MSI’s Technical
Director at headquarters;
• Liaise with USAID and high level host
government counterparts.
Job
qualifications : Qualifications:
• Minimum of 7-10 years international
development experience, preferably with recent COP or other senior management
experience;
• Knowledge of federal ministry
organizational structures;
• Previous experience working in a
multi-donor setting and ability to interface effectively with other bi-lateral
and multi-lateral donors to avoid duplication;
• Technical knowledge of
organizational/institutional development;
• Prior experience working in Kosovo or
the Balkans strongly preferred;
• Experience managing or serving as a
senior level specialist on USAID funded programs.

Position
Summary:
MSI
is seeking a Mass Media Consultancy for an upcoming USAID Anti Corruption
project in Djibouti. The consultant will
work closely with mass media and local civil society organizations to organize
a seminar and design approaches to strengthen their public education and
advocacy capacities concerning citizen rights and anticorruption issues. *The
consultancy is expected to begin fall of 2008.*
Responsibilities:
• Develop and conduct a seminar for media
organizations and interested NGOs on the importance of public access to
information, the media and accountability, freedom of information legislation,
and how the media can promote awareness of citizen rights;
• Advise Radio de Djibouti on producing
public service announcements on citizen rights.

• Degree in Journalism or related field;
advanced degree preferred;

Project/Proposal Summary:
MSI has a project with the State
Department’s Middle East Partnership Initiative (MEPI) to provide monitoring
and evaluation support, a component of which includes a team of Awards Facilitators
(Grant Administrators) who work full time, on-site at the MEPI office in
Washington. The contract is through
September 2009, with the possibility of an extension for an additional year. MSI is currently looking for junior level
analysts to join the team as soon as possible.
Position Summary:
This full time position works in
close collaboration with MEPI Program Officers and Grants Officers, helping to
facilitate effective and timely management of federal assistance awards. The
MSI Award Facilitators support the complete lifecycle of grants, from pre-award
preparation through implementation and close-out. Throughout the process the
Award Facilitator provides operational and administrative support in the
following ways:
Responsibilities:
• Works
with Project Officers to develop clear Statements of Work with clearly defined
intended outcomes, objectives, and performance indicators.
• Assists
Grants Officers in reviewing project budgets, preparing award documents, and
maintaining award files.
• Works
with implementers and MEPI staff in the use of an on-line project management
and reporting database.
• Provides
support for monitoring and evaluation of MEPI funded projects
Training will be provided.
Job qualifications
: Qualifications:
• Must
be a U.S. Citizen able to obtain a secret security clearance.
• A
current Secret Security Clearance is preferred (ability to obtain an interim
clearance is acceptable).
• Master’s
degree in international affairs, Middle East studies, political science, or
other relevant fields preferred.
Bachelor’s degree required.
• Relevant
experience in one or more of the following:
o professional
and/or academic exposure to NGO programs, the Middle East, and the 4 MEPI
pillars of reform (economic, political, education, and women’s empowerment)
o programmatic
project design, performance indicator development and monitoring and evaluation
o management
of federal assistance grants and cooperative agreements
• Arabic
language skills are a plus, but not required.

flexible team-player with a client-focused orientation, attention to detail,
and the ability to exercise sound judgment in a politically sensitive
environment.
