Job description : Baobab Health Trust is seeking a Malawi Country Director to lead its team of 30 employees through an exciting period of organizational development, innovation, and growth in our Lilongwe office.

Baobab\'s recent work in Malawi

Malawi, Africa has a population of 14 million. One million are HIV positive and there are just 280 doctors in the country. This tremendous disparity between healthcare workers and people in need of treatment contributes to high mortality rates particularly for women and children. Treatment protocols exist that do not require physician expertise. These protocols can ensure a minimum standard of care, but to be effective they must be rigorously followed and carefully monitored.

Baobab Health, a Malawi-based non governmental organization, has been addressing this crisis for the past eight years by applying medical informatics principles to resource-poor settings.  The core of Baobab’s approach is the application of easy-to-use touchscreen clinical workstations at the point of patient care.  This system efficiently and accurately guides low-skilled healthcare workers through the diagnosis and treatment of patients according to national protocols.  The system also captures timely and accurate data that is used by healthcare workers during patient visits to supplement decision making.  The data is aggregated and used at a national level for policy making and analysis. This technology-dependent approach has required both hardware and software innovations, including alternative energy approaches, intuitive touchscreen-based user interfaces for users with no computing experience, and low-cost information appliances that are significantly more robust in harsh environments than traditional computers.  To date more than 800,000 patients have been registered and over 18,000 receive HIV care facilitated by a Baobab system.

Over the next two years Baobab is planning for a massive scale up of their systems across dozens of sites throughout Malawi.

Duties and Responsibilities:

1.Effectively manage all in-country activities including planning, procurement, funding, implementation, monitoring, evaluation, and reporting.

  2.Ensure that all project proposals and reports are approved by the Board of Trustees prior to submission to donors

6.Maintain strong relations with current in-country donors.

7.Represent Baobab to local and national authorities, NGOs, and donor agencies:

  2.Write and coordinate writing of papers on Baobab activities

8.Assist with the recruitment and selection of qualified staff. Recommend promotions, disciplinary action and termination of staff in consultation with supervisors and HR

Job qualifications : Qualifications:

1.At least two years of experience in project management (supervising, planning, staff development and training skills), preferably in a developing country

2.Experience in health and technology industries

3.Proven capabilities in leadership and management. Strong negotiation, interpersonal and organization skills

4.Experience with donors (fundraising, networking, reporting)

5.Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)

SNV East Southern Africa is actively involved in value chain financing. To strengthen this core service offering, SNV has strategically positioned itself with some of the world leading fund managers (Small Assistance Enterprise Fund, ACUMEN, Synpase and Grofin) to increase SNV’s impact in economic development through enhancing clients capacity to benefit from growth and equity investments in selected value chains.

While the various funds in the market have specific themes, SNV’s main focus will be to design interventions that maximize impact. Examples of themes include:

1. Market symmetry: warehouses, input supply and business service providers (Microfinance, Vets, Agronomy, Fertilizers, Leasing Companies)

2. Value Addition: Transport and processing.

3. Quality: Packaging and marketing.

We seek an experienced professional who will deliver on SNV ambitions to leverage and diversify investment opportunities with our clients.

SUMMARY OF RESPONSIBILITIES

Reporting to the Head of Economic Development, East and Southern Africa, the Investment Advisor will work with the regional economic development team. S/he will liaise closely with peers in the other 9 SNV countries of East and Southern Africa and with relevant Head Office staff in the Netherlands. This position will focus on creating a long-range pipeline of investment opportunities in the region and updating it yearly; cultivating and soliciting investors, fund managers, instituting a public-relations program; organizing appropriate staff training; maintaining investment records; writing and sending investment applications; sending follow up notes or overseeing that task; reporting to large fund managers on specific projects; and visiting major businesses invested in. This will require understanding of investment fund requirements, local investment authority incentives and assessing compatibility with SNV values, mission, strategy and policies.

KEY RESPONSIBILITIES

1.       Marketing and pipeline development

The advisors will:

•        implement this service in our chosen geographical and sector value chain;

•        be the lead in facilitating investment proposals, Technical Assistance (TA) to management of the SME’s;

•        be the lead in feeding these ideas to fund managers for presentation to the investment committee;

•        co-lead the marketing side of the fund with fund managers. Fund managers will lead, with support from SNV locally, all advertisement and placements of ads for applications.

2. Basic Analysis

•        The advisors will be required to prepare appropriate dossiers for independent scrutiny by the funds investment analysts.

3. Projections

•        The advisors will produce multi-year projections on investments. This includes first class business plans and other basics of running a business in an emerging economy.

4. Risk Management

•        The advisors will need to perform beneficiary risk assessments;

•        The advisors will play a role in managing risks on the beneficiary side through its investment officers.

5. Distillation and dissemination of learning

•        The advisors will play a role in this service and align with internal SNV delivery channels (Knowledge Management and Brokering);

•        Supporting Account Managers in partner countries.

DUTY STATION:

The duty station is Kampala, the capital of Uganda.

Educational facilities: there are a variety of international schools, including English and American. There is a Dutch school for additional Dutch language training for several hours per week.

Accessibility: daily flights to and from Europe.

Background

The UNDP-UNEP supported PEI Malawi aims to enhance the contribution of the sustainable management of natural resources to poverty reduction, sustainable economic growth, food security and broader achievement of the Millennium Development Goals. The PEI Malawi is led by the Ministry for Economic Planning and Development (MEPD) in collaboration with the Ministry of Lands, Environment and Natural Resources and several other Government institutions, UNDP Malawi and the UNDP-UNEP PEI.

Key responsibilities

The Technical Advisor will provide advisory support to development and implementation of the project activities, and share experience and international good practises with MEPD and the Government of Malawi within the field of mainstreaming poverty-environment issues into national development policy-making, planning and budgeting processes. S/he will be stationed at the MEPD, under the overall supervision of the Director of Planning, and work in close collaboration with the National Project Manager, PEI Malawi Technical Committee, UNDP Malawi and the UNDP-UNEP PEI. Further, the Advisor will maintain links with development partners and the international poverty and environment community.
