Position
Summary:
Management
Systems International/MSI (www.msiworldwide.com),
an international development consulting firm based in Washington DC, is
recruiting for a Senior Ministry Performance Management & Monitoring
Advisor with substantial experience in working with ministries or local
governments to set up citizens to monitor government performance, preferably in
service delivery. This long-term position will be based in Iraq.
Responsibilities:

Project/Proposal
Summary:
The
shared governance program (commonly referred to in French in Mali as the Programme de Gouvernance Partagιe, (PGP) was designed for the purposes of contributing to
the consolidation of the process of decentralization and local governance in
Mali. Phase One program implementation placed a heavy emphasis on the
participatory governance of local affairs, on transparent financial resources
mobilization and administration, conflict resolution and gender participation
in governance and the improvement of the political environment supportive of
decentralization. It is anticipated that the next phase of the program will
keep the same focus with a special attention given to the governance of the ungoverned
spaces of the northern part of the country.
Position
Summary:
The
deputy chief of party (D/COP) will assume primarily the responsibilities of the
program coordinator for the north of Mali. S/He will work as a member of a team
of experienced colleagues who have already participated in the implementation
of the first five years of the program. S/He will add a new dimension to the
team as it relates to the mainstreaming of TSCTI studies and programs, and help
build better synergy with US organizations in charge of those program elements.
Responsibilities:
As
part of the program implementation team and under the supervision of the COP,
the D/COP will be in charge of the following responsibilities:
Assume management and program responsibilities
as the D/COP for the overall program in the North.
Orient the existing staff with respect
to the dynamics related to the TSCTI program
Coordinate program development,
execution and monitoring as they relate to the northern regions of Mali. .
The MSI team has already developed ties
with the Peace Corps. The D/COP will contribute to strengthening those strong
ties with Peace Corps volunteers operating in the zone
Conduct Liaison with USAID Mission and
the US Embassy with respect to TSCTP issues in the country.
Conduct liaison work with all the DOD
programs in the field as they relate to the development of decentralized units.
Conduct Liaison with Peace Corps with
respect to the synergy with Peace Corps Volunteers in the North.
Coordinate capacity building activities
for the benefit of the local staff and local partner organizations.
Coordinate the conduct a review of the
M&E system and draft periodic reports on the implementation of the north
dimension of the program.
Serve as Acting Chief of Party in the
absence of the CoP.
Job
qualifications : Qualifications:
The
following qualifications are required :
Fluency in French and English.
Masters degree in development studies,
political sciences, public affairs, and/or development administration.
Skills related to governance programs
management
Five years experience working in the
francophone sub-Saharan environment.
Knowledge of and experience with
local/grassroots development programs
Academic and/or field experience with
counterterrorism studies and related field programs and activities.
Familiarity with existing pastoral life and programs geared
at development in the arid and semi-arid areas.
Familiarity with TSCTI in general and
TSCTI studies and activities undertaken in Mali in particular.

East Southern Africa is actively involved in value chain financing. To
strengthen this core service offering, SNV has strategically positioned itself
with some of the world leading fund managers (Small Assistance Enterprise Fund,

to increase SNVs impact in economic development through enhancing clients
capacity to benefit from growth and equity investments in selected value
chains.
While
the various funds in the market have specific themes, SNVs main focus will be
to design interventions that maximize impact. Examples of themes include:
1.
Market symmetry: warehouses, input supply and business service providers
(Microfinance, Vets, Agronomy, Fertilizers, Leasing Companies)
2.
Value Addition: Transport and processing.
3.
Quality: Packaging and marketing.
We
seek an experienced professional who will deliver on SNV ambitions to leverage
and diversify investment opportunities with our clients.
SUMMARY
OF RESPONSIBILITIES
Reporting
to the Head of Economic Development, East and Southern Africa, the Investment
Advisor will work with the regional economic development team. S/he will liaise
closely with peers in the other 9 SNV countries of East and Southern Africa and
with relevant Head Office staff in the Netherlands. This position will focus on
creating a long-range pipeline of investment opportunities in the region and
updating it yearly; cultivating and soliciting investors, fund managers,
instituting a public-relations program; organizing appropriate staff training;
maintaining investment records; writing and sending investment applications;
sending follow up notes or overseeing that task; reporting to large fund
managers on specific projects; and visiting major businesses invested in. This
will require understanding of investment fund requirements, local investment
authority incentives and assessing compatibility with SNV values, mission,
strategy and policies.
KEY
RESPONSIBILITIES
1. Marketing and pipeline development
The
advisors will:
implement this service in our chosen
geographical and sector value chain;
be the lead in facilitating investment
proposals, Technical Assistance (TA) to management of the SMEs;
be the lead in feeding these ideas to
fund managers for presentation to the investment committee;
co-lead the marketing side of the fund
with fund managers. Fund managers will lead, with support from SNV locally, all
advertisement and placements of ads for applications.
2.
Basic Analysis
The advisors will be required to prepare
appropriate dossiers for independent scrutiny by the funds investment analysts.
3.
Projections
The advisors will produce multi-year
projections on investments. This includes first class business plans and other
basics of running a business in an emerging economy.
4.
Risk Management
The advisors will need to perform
beneficiary risk assessments;
The advisors will play a role in
managing risks on the beneficiary side through its investment officers.
5.
Distillation and dissemination of learning
The advisors will play a role in this
service and align with internal SNV delivery channels (Knowledge Management and
Brokering);
Supporting Account Managers in partner
countries.
