description : SNV has been active in Mozambique since
1996. In the first years its program was based in Nampula
province in Northern Mozambique working together with the Netherlands Embassy
in the implementation of an integrated rural development program. Since 2003
SNV has extended its activities to the South and Central parts of Mozambique
through its offices in Maputo and Beira (about 30 advisors). Presently SNVs
focus is on Education, WaSH, Horticulture Value Chain
Development (banana, cashew) and Sustainable Tourism. Partnership agreements
have been signed with Netherlands Embassy (complementarily agreement in
Education, WaSH, Domestic Accountability and Growth
and Equity), Unicef (WaSH), UNWTO (STEP), UNDP (AA4) and many local
organizations.
Nampula programme in tourism is on its early stages. It includes a
partnership with a private sector investment, who is interested in involving
the surrounding community to benefit from the commercial activities in the
lodge. For SNV, this is an opportunity to work to improve local linkages of
tourism interventions. We work in close collaboration with the Provincial
Directorate of Tourism, helping them frame the policies to foster tourism in
this Northern province. We are also creating a network
of local tourism operators to broker knowledge and lessons learnt in community
based tourism and local supply chain for tourism investments. More
interventions are under analysis.
MAIN
RESPONSIBILITIES:
The
Junior Advisor Tourism will be based in Nampula. His/her
core tasks will include:
Strategic positioning: Identifying and
interpreting opportunities and/or barriers and threats of advisory practices
and ensuring information transfer to the team; conducting routine supportive
analysis to support decision making process;
Network development: Identifying
possible new clients; functions as the interface between SNV and the client;
maintain a network of clients as a tool to attracting more clients and be part
the local tourism forums;
Engagement and strategic scoping:
Composing teams for assignments and establishing contacts and agreements;
discusses the engagement process with team and checks requirements; conducts
research in proposal phase;
Advisory Services: Under the leadership
of more senior colleagues, participates
in assignments and takes necessary actions for their successful implementation;
Review and Evaluation of Advisory
Services: Contributes to feedback process, and evaluation of achieved results
for clients and SNV; supports the collective learning; ensures timely and high
quality evaluation processes, supports the evaluation process and monitoring
with clients; proposing corrective measures and lessons learned based on
evaluations; participates in the identification of follow up assignments,
ensuring planning and coordination of actions;
Knowledge development: Contributing to
internal and external knowledge development; participating in knowledge

DESCRIPTION
OF DUTY STATION: Nampula, Central Mozambique
Health Services: Health care is mediocre
in Nampula. For intensive care, Maputo and South
Africa are easy to reach thorough daily flights.
Security: Nampula
is a quiet city. One can walk through the streets without any problem. But it
is recommended not to walk alone at night.
Access to transportation: two daily
flights from Nampula to Maputo, weekly flights to
Pemba/Dar Es Salam/Nairobi and Maputo/Johannesburg.
Education: There is one English speaking school with
American curriculum, kindergarden to 9th grade, but
it is not of international standard.
SALARY
SCALE: 8 minimum 2235,91 maximum 3022,47 gross per
month (hypo tax will be deducted) depending on relevant working experience,
excluding attractive secondary conditions and individual allowances.

description : We are seeking to fill a senior,
international contract position as Subprogram Manager based in Makassar,
Indonesia. The appointee will have responsibility for managing a small team of
staff involved in planning, implementation management, monitoring and reporting
functions. The Australian Centre for International Agricultural Research
(ACIAR) forms part of Australias official development assistance program.
ACIARs main role is the identification of agricultural and natural resource
policy and management problems of developing countries, commissioning
collaborative projects between Australian and developing country research
institutions and publishing and communicating the results of the research.
As
part of a whole-of-government approach under the Australia-Indonesia
Partnership, ACIAR is managing a major component of the Smallholder
Agribusiness Development Initiative (SADI) in Indonesia, which commenced in
late 2006. The ACIAR-SADI subprogram aims to strengthen adaptive agricultural
R&D services for smallholders and agribusiness in selected provinces of
Indonesia, and to ensure that R&D outcomes are effectively packaged and
delivered for application.
ACIAR-SADI
supports adaptive research in the value chains of key commodities, focusing on
issues ranging from technical limitations in supply chains through to post
harvest and marketing issues. To qualify as a priority commodity, the commodity
should be important to smallholders and the province, have good market
potential, have technical or market issues or opportunities with a high chance
of being resolved through adaptive research and have the potential to support
stronger linkages between farmers and markets. ACIAR-SADI works closely with
the two other subprograms of SADI (managed by other organizations) to enhance
smallholder agricultural production and marketing and private sector
agribusiness development. The other subprograms: 1. help farmers to improve the
supply of commodities, giving them the option of tapping improved research
results and linking them to buyers, and 2. links the private sector to research
and establish more effective and stable supply relations with producers.
ACIAR-SADI helps local research institutions improve their capacity to provide
practical demand-driven research results to firms and producers).
A
second phase of SADI (to 2013) is anticipated, subject to approval of the
design by the Australian Government. The appointee will initially be contracted
for approximately 2 years and subject to performance and confirmation of the
second phase of the program a further contract would be offered. An attractive
senior remuneration package will be negotiated.
Job
qualifications : This requires strong interpersonal
skills, the ability to lead strategic planning and implementation of the
Sub-program and the ability to manage relationships with Indonesian and
international R&D agencies. The manager will also need skills in
administrative and financial management of donor projects in SE Asia
(preferably Indonesia), preferably with in-country project leader experience.

East Southern Africa is actively involved in value chain financing. To
strengthen this core service offering, SNV has strategically positioned itself

capacity to benefit from growth and equity investments in selected value

the various funds in the market have specific themes, SNVs main focus will be

SUMMARY
OF RESPONSIBILITIES
Reporting
to the Head of Economic Development, East and Southern Africa, the Investment
Advisor will work with the regional economic development team. S/he will liaise
closely with peers in the other 9 SNV countries of East and Southern Africa and
with relevant Head Office staff in the Netherlands. This position will focus on
creating a long-range pipeline of investment opportunities in the region and
updating it yearly; cultivating and soliciting investors, fund managers,
instituting a public-relations program; organizing appropriate staff training;
maintaining investment records; writing and sending investment applications;
sending follow up notes or overseeing that task; reporting to large fund
managers on specific projects; and visiting major businesses invested in. This
will require understanding of investment fund requirements, local investment
authority incentives and assessing compatibility with SNV values, mission,
strategy and policies.
KEY
RESPONSIBILITIES
1. Marketing and pipeline development
The
advisors will:
implement this service in our chosen
geographical and sector value chain;
be the lead in facilitating investment
proposals, Technical Assistance (TA) to management of the SMEs;
be the lead in feeding these ideas to
fund managers for presentation to the investment committee;
co-lead the marketing side of the fund
with fund managers. Fund managers will lead, with support from SNV locally, all
advertisement and placements of ads for applications.
2.
Basic Analysis
The advisors will be required to prepare
appropriate dossiers for independent scrutiny by the funds investment analysts.
3.
Projections
The advisors will produce multi-year
projections on investments. This includes first class business plans and other
basics of running a business in an emerging economy.
4.
Risk Management
The advisors will need to perform
beneficiary risk assessments;
The advisors will play a role in
managing risks on the beneficiary side through its investment officers.
5.
Distillation and dissemination of learning
The advisors will play a role in this
service and align with internal SNV delivery channels (Knowledge Management and

Background
The
UNDP-UNEP supported PEI Malawi aims to enhance the contribution of the
sustainable management of natural resources to poverty reduction, sustainable
economic growth, food security and broader achievement of the Millennium
Development Goals. The PEI Malawi is led by the Ministry for Economic Planning
and Development (MEPD) in collaboration with the Ministry of Lands, Environment
and Natural Resources and several other Government institutions, UNDP Malawi
and the UNDP-UNEP PEI.
Key
responsibilities
The
Technical Advisor will provide advisory support to development and
implementation of the project activities, and share experience and
international good practises with MEPD and the
Government of Malawi within the field of mainstreaming poverty-environment
issues into national development policy-making, planning and budgeting
processes. S/he will be stationed at the MEPD, under the overall supervision of
the Director of Planning, and work in close collaboration with the National
Project Manager, PEI Malawi Technical Committee, UNDP Malawi and the UNDP-UNEP
PEI. Further, the Advisor will maintain links with development partners and the
international poverty and environment community.

qualifications : Candidates should possess: a Masters degree in a development
or natural resources management related field; minimum of 7 years professional
experience in development and environment policy related field, including
experience in national development planning process; knowledge and working
experience in Sub-Saharan Africa and ideally Southern Africa; strong background
in planning and budgeting; strong interpersonal skills with ability to work
under pressure and to establish and maintain effective work relationships with
people of different national and cultural backgrounds; strong team working
skills and willingness to travel; excellent communication skills and full
computer literacy.
