productivity and incomes by a factor of 4 to 10, transforming their farms into
profitable enterprises.
We
currently have country programs in Kenya, Tanzania, Mali and Burkina Faso with
our headquarters in San Francisco, USA, and Nairobi, Kenya.
Scope
of Job
The
Country Director for KickStart Mali will be
responsible for managing, expanding and reporting on KickStart’s
operations in Mali and Burkina Faso, and to support fundraising and donor
reporting requirements as necessary. All
activities support the primary Kickstart mission of
getting people out of poverty in Mali & Burkina Faso, by promoting the
sales and usage of KickStart’s award winning MoneyMaker branded irrigation pumps. The Country Director reports to the Chief
Operating Officer based in KickStart’s Africa Office
in Nairobi (Kenya).
Principal
Accountabilities
 Manage and Strengthen the Mali and Burkina
Faso program by implementing and expanding KickStart
plans and strategies which comprise the following key strategic functions:
i. The operation and optimization of the
Private Sector Supply Chain Network (Manufacturer 
Distributor Retailers  Small-scale farmer) for pumps
& other equipment.
ii. The design/improvement, set-up and
management of a Marketing/Awareness Creation Program to accelerate the adoption
of our MoneyMaker technologies.
iii. The design/improvement, set-up and
management of a Sales Program to:
a. Sell our award-winning Money Maker
technologies
b. Gather marketing intelligence/inform
Marketing & Promo campaigns
iv. The design/improvement, set-up and
management of an Impact Monitoring Program which will track, measure
socio-economic impacts and key performance metrics.
• Manage staff and activities with the
mission of increasing sales and adoption of irrigation pumps, maximizing
cost-effectiveness and ensuring timely and accurate reporting of KickStart’s activities, finances and social impacts.
• Human Resource Management: Recruit, manage, and increase capacity /
capabilities of KickStart-Mali & Burkina Faso
team members. Ensure the timely and
effective implementation of the KickStart performance
management program – with the goal of building a motivated, high performing
team.
• Managing and reporting on all aspects of
the operation. This includes the 3 components of our field program (above), and
also includes financial and operational management and reporting. Manage a budget of $700,000 to $1,000,000 per
annum
 Coordinating with KickStart
International’s Nairobi and San Francisco offices on both strategic (program
design and implementation) and tactical issues.
 Liaising/collaborating and building
relationships with all KickStart’s development partners
– implementers/service providers and donors - and relevant government agencies.
 Ensuring that all activities/programs
undertaken are consistent with the mission and the basic policies and strategic
approaches developed and used by KickStart.
Job
qualifications :  Degree level
or equivalent in Business Administration, Public Administration, Economics,
Political Sciences or Social Sciences or related field
 10 plus years of progressive responsible
experience in International Development or in senior position in a private
sector organization.
 People Management Experience – managing,
mentoring, and developing people and a high performing team
 Capital equipment sales and marketing
experience preferred and/ or enterprise development experience in an
international NGO
 Knowledge of finance and audit as well
managing and developing budgets
 Excellent personal communication, negotiation &
report writing skills
 Results/Performance Orientation – proven
“self-starter”
 Sales & Marketing Experience – retail
marketing of consumer goods, and supply chain management
 Knowledge and Experience in Micro Finance – a
plus
 Strong analytical abilities and detail
orientation
 At least 2 years experience living and
working in Sub-Saharan Africa - preferably in Francophone West Africa and
specifically in Mali
 Fluent in English and French and ideally with

description : SNV Netherlands Development Organisation is working in over 33 developing countries
across the world. In these countries, we are dedicated to a society where all
people enjoy the freedom to pursue their own development. The emphasis of our
work is on poverty alleviation through (1) increasing Production, Income and
Employment (PIE) and (2) increasing access to Basic Services (BASE) in the
sectors of Water, Sanitation & Hygiene (WaSH), Education, Health and
Renewable Energy. We aim to achieve considerable impact in both ¡¥impact areas¡¦.
We do this through providing advisory services, facilitating knowledge
development, brokering and networking, strengthening local capacity builders,
supporting the establishment of local capacity development funds and carrying
out advocacy at national and international levels.
Within
its general objective to contribute to poverty reduction, SNV is in the process
of focusing its activities on the improvement of basic service delivery within
the framework of the Millennium Development Goals. In relation the WaSH sector, SNV Kenya aims to contribute to MDG 7
(Environmental Sustainability), target 10: halving the number of people without
sustainable access to safe water and basic sanitation (incl. hygiene).
SNV
Kenya support to water, sanitation and hygiene is guided by impact targets
emanating from the MDG-based National Water Services Strategy (NWSS) 2007-2015
as domesticated by the Water Services Boards and urban (utility) and rural
(community-based) Water Service Providers who provide a primary entry points
for WaSH services. To ensure increased access to
adequate and sustainable WaSH services, SNV Kenya
seeks to work with WaSH service providers (and support programmes)
in providing access to clean water to rural (pastoralists) communities and the peri-urban poor. Working with and through client
constellations, our efforts are geared towards bridging (inter)sectoral divides by fostering relationships between key
players involved in WaSH service delivery and water
(and other natural) resource management to sustain the water supply and
quality.
MAIN
RESPONSIBILITIES:
1. Refine and evolve the WASH concepts and
strategies developed to date at the Country and Portfolio level and translate
these into action-oriented initiatives by a multitude of actors within the
sector, thereby giving due attention to power relations that foster inequality
and hamper a conducive environment for service provision to the poor.
2. Maintain up-to-date information on sector
developments through an on-going analysis of trends and issues and identify,
together with all relevant stakeholders the requisite capacity development
services geared towards increasing access to safe and sustainable drinking
water and basic sanitation.
3. Support initiatives of local actors to
influence and contribute to policy and strategy development within the water
sector, facilitating scaling up and rolling out of lessons learnt at the local
and national level
4. Delivery of advisory services to public,
civil society and private sector organizations towards enhanced delivery of
water and sanitation services in Northern Kenya.
5. Investigate and stimulate public-private
and civil society partnerships to ensure quality of water and sanitation
services and enhance pro-poor service delivery.
6. Follow up and contribute actively to
national policies and developments related to water and sanitation and analyze
them in terms of their opportunities and implications for improved service
delivery
7. To support other SNV advisors in the
development of competencies and skills in order to provide the above mentioned
services to clients and partners in an effective and efficient manner.
8. Fulfill a leading role in WaSH knowledge development, brokering and networking
(dissemination) within SNV Kenya
9. To participate actively in existing
networks of WaSH services in Kenya and at
international levels and explore emergent opportunities for further evolution
of the practice.
10. To identify and pursue opportunities for
external funding of SNV¡¦s technical and organizational advisory services in WaSH.
Working
in a team of 10 advisors, the advisor will especially link up with the other
BASE and PIE advisors to build on synergy and unity of purpose to realise the SNV mission.
