        Advisory Services: Lead assignments and being directly responsible for their successful implementation; act as account manager for specific assignments and / or clients; determine whether or not and when other disciplines should be involved; manage and monitor progress and resources allocation and deployment; be responsible for contracting process, monitor quality of services delivered by involved organizations and local capacity builders within assignments; identify potential conflicting interests and initiate appropriate actions; ensure clients satisfaction on quality of services and processes during the assignment;

        Review and Evaluation of Advisory Services: Contribute to feedback process, coaching and evaluation of achieved results for clients and SNV; lead the collective learning; be responsible for timely and high quality evaluation processes, coordinate the evaluation process and monitor with clients; propose corrective measures and lessons learned based on evaluations; ensure identification of follow up assignments, ensure planning and coordination of actions;

        Coaching Advise other team members, both professionally as operationally; coach associated partners on quality within context of assignments;

Job description : SNV Netherlands Development Organisation is working in over 33 developing countries across the world. In these countries, we are dedicated to a society where all people enjoy the freedom to pursue their own development. The emphasis of our work is on poverty alleviation through (1) increasing Production, Income and Employment (PIE) and (2) increasing access to Basic Services (BASE) in the sectors of Water, Sanitation & Hygiene (WaSH), Education, Health and Renewable Energy. We aim to achieve considerable impact in both ¡¥impact areas¡¦. We do this through providing advisory services, facilitating knowledge development, brokering and networking, strengthening local capacity builders, supporting the establishment of local capacity development funds and carrying out advocacy at national and international levels.

Within its general objective to contribute to poverty reduction, SNV is in the process of focusing its activities on the improvement of basic service delivery within the framework of the Millennium Development Goals. In relation the WaSH sector, SNV Kenya aims to contribute to MDG 7 (Environmental Sustainability), target 10: halving the number of people without sustainable access to safe water and basic sanitation (incl. hygiene).

SNV Kenya support to water, sanitation and hygiene is guided by impact targets emanating from the MDG-based National Water Services Strategy (NWSS) 2007-2015 as domesticated by the Water Services Boards and urban (utility) and rural (community-based) Water Service Providers who provide a primary entry points for WaSH services. To ensure increased access to adequate and sustainable WaSH services, SNV Kenya seeks to work with WaSH service providers  (and support programmes) in providing access to clean water to rural (pastoralists) communities and the peri-urban poor. Working with and through client constellations, our efforts are geared towards bridging (inter)sectoral divides by fostering relationships between key players involved in WaSH service delivery and water (and other natural) resource management to sustain the water supply and quality.

MAIN RESPONSIBILITIES:

1.       Refine and evolve the WASH concepts and strategies developed to date at the Country and Portfolio level and translate these into action-oriented initiatives by a multitude of actors within the sector, thereby giving due attention to power relations that foster inequality and hamper a conducive environment for service provision to the poor.

2.       Maintain up-to-date information on sector developments through an on-going analysis of trends and issues and identify, together with all relevant stakeholders the requisite capacity development services geared towards increasing access to safe and sustainable drinking water and basic sanitation.

3.       Support initiatives of local actors to influence and contribute to policy and strategy development within the water sector, facilitating scaling up and rolling out of lessons learnt at the local and national level

4.       Delivery of advisory services to public, civil society and private sector organizations towards enhanced delivery of water and sanitation services in Northern Kenya.

5.       Investigate and stimulate public-private and civil society partnerships to ensure quality of water and sanitation services and enhance pro-poor service delivery.

6.       Follow up and contribute actively to national policies and developments related to water and sanitation and analyze them in terms of their opportunities and implications for improved service delivery

7.       To support other SNV advisors in the development of competencies and skills in order to provide the above mentioned services to clients and partners in an effective and efficient manner.

8.       Fulfill a leading role in WaSH knowledge development, brokering and networking (dissemination) within SNV Kenya

9.       To participate actively in existing networks of WaSH services in Kenya and at international levels and explore emergent opportunities for further evolution of the practice.

10.     To identify and pursue opportunities for external funding of SNV¡¦s technical and organizational advisory services in WaSH.

Working in a team of 10 advisors, the advisor will especially link up with the other BASE and PIE advisors to build on synergy and unity of purpose to realise the SNV mission.

In the first years its program was based in Nampula province in Northern Mozambique working together with the Netherlands Embassy in the implementation of an integrated rural development program. Since 2003 SNV has extended its activities to the South and Central parts of Mozambique through its offices in Maputo and Beira (about 30 advisors). Presently SNV’s focus is on Education, WaSH, Horticulture Value Chain Development (banana, cashew) and Sustainable Tourism. Partnership agreements have been signed with Netherlands Embassy (complementarily agreement in Education, WaSH, Domestic Accountability and Growth and Equity), Unicef (WaSH), UNWTO (STEP), UNDP (AA4) and many local organizations.

Nampula programme in tourism is on its early stages. It includes a partnership with a private sector investment, who is interested in involving the surrounding community to benefit from the commercial activities in the lodge. For SNV, this is an opportunity to work to improve local linkages of tourism interventions. We work in close collaboration with the Provincial Directorate of Tourism, helping them frame the policies to foster tourism in this Northern province. We are also creating a network of local tourism operators to broker knowledge and lessons learnt in community based tourism and local supply chain for tourism investments. More interventions are under analysis.

MAIN RESPONSIBILITIES:

The Junior Advisor Tourism will be based in Nampula. His/her core tasks will include:

Scope of Job

The Country Director for KickStart Mali will be responsible for managing, expanding and reporting on KickStart’s operations in Mali and Burkina Faso, and to support fundraising and donor reporting requirements as necessary.  All activities support the primary Kickstart mission of getting people out of poverty in Mali & Burkina Faso, by promoting the sales and usage of KickStart’s award winning MoneyMaker branded irrigation pumps.  The Country Director reports to the Chief Operating Officer based in KickStart’s Africa Office in Nairobi (Kenya).

Principal Accountabilities

   Manage and Strengthen the Mali and Burkina Faso program by implementing and expanding KickStart plans and strategies which comprise the following key strategic functions:

i.        The operation and optimization of the Private Sector Supply Chain Network (Manufacturer  Distributor Retailers  Small-scale farmer) for pumps & other equipment.

ii.       The design/improvement, set-up and management of a Marketing/Awareness Creation Program to accelerate the adoption of our MoneyMaker technologies.

iii.      The design/improvement, set-up and management of a Sales Program to:

a.       Sell our award-winning Money Maker technologies

b.       Gather marketing intelligence/inform Marketing & Promo campaigns

iv.      The design/improvement, set-up and management of an Impact Monitoring Program which will track, measure socio-economic impacts and key performance metrics.

        Manage staff and activities with the mission of increasing sales and adoption of irrigation pumps, maximizing cost-effectiveness and ensuring timely and accurate reporting of KickStart’s activities, finances and social impacts.

CORE FUNCTIONS of the Senior Advisor in Tourism will include:

        Strategic positioning: Identifying and interpreting opportunities and/or barriers and threats of advisory practices and ensuring information transfer to the team; Ensuring up to date contextual analysis and interpretation regarding tourism sector.

        Network development: developing, expanding and maintaining effective and efficient local and regional networks with relevant stakeholders; identifying possible new clients; functions as the interface between SNV and the client;

        Engagement and strategic scoping; initiating multi-actor assignments at sub national or national level; preparing proposal / strategies and ensuring approval on contracts; composing teams for assignments and establishing contacts and agreements;

        Advisory Services: leading assignments and being direct responsible for their successful implementation; acting as account manager for specific assignments and / or clients; determining whether or not and when other disciplines should be involved; managing and monitoring progress and resources allocation and deployment; being responsible for contracting process, monitoring quality of services delivered by involved organizations and local capacity builders within assignments; identifying potential conflicting interests and initiating appropriate actions; ensuring clients satisfaction on quality of services and processes during the assignment.

        Review and Evaluation of Advisory Services: contributing to feedback process, coaching and evaluation of achieved results for clients and SNV; leading the collective learning; being responsible for timely and high quality evaluation processes, coordinating the evaluation process and monitoring with clients; proposing corrective measures and lessons learned based on evaluations; ensures identification of follow up assignments, ensuring planning and coordination of actions.

        Coaching advising other team members, both professionally as operationally; coaching associated partners on quality within context of assignments.

        Knowledge development: contributing to internal and external knowledge development; participating in knowledge development / expertise groups and in external and internal networks; ensuring lessons learned being shared and applied in daily practice; possibly being appointed as national or sub regional focal point of an expertise network.

COMPENSATION:

Salary Scale 11: minimum € 2795,02 – maximum € 4294,82 gross per month depending on relevant working experience, excluding attractive secondary conditions and individual allowances.

CONTRACT PERIOD: starting a.s.a.p. for 3 years and renewable based on performance.

Job qualifications : ACADEMIC REQUIREMENTS:

        Academic level of Masters Degree in Renewable Energy, Environmental field or any related areas.

SPECIFIC KNOWLEDGE AND EXPERIENCE FOR THE POSITION:

        Knowledge of key actors (organizations, networks and decision makers) in the Renewable Energy (RE) sector within Central America.

        Proved experience in project design focused on Renewable Energy alternatives.

        Experience in Renewable Energy Technologies and related program implementation

        Strong knowledge of the legal, organizational and political framework, technical standards and development prospects in Central America related to RE

        Knowledge and proven experiences in Clean Development Mechanisms (CDM) methodologies, CER’s markets and methane markets.

        Experience in marketing and promotion of Renewable Energy Technologies and in using market-based approaches for the expansion of the RE sector.

        Experience in successfully use of business approach within the renewable energy sector contemplating social inclusion strategies.

        Experience in resource mobilization techniques

WORK EXPERIENCE:

        Professional Background: Minimum 8 years professional work experience, including at least 5 years of international experience as consultant / advisory position, private or development organization. Knowledge of the international development or international business field preferred; 

        Language:  A proven track record working in a multi-cultural and diverse environment.  Experience working in a bilingual (English & Spanish) environment with sufficient proficiency required.

        Culture: Proven track record in working in diverse and decentralized teams of professionals in an innovative setting; able to lead, stimulate, inspire and coach professionals in a dynamic work environment.  Committed to strengthening an innovative, inspiring and dynamic work-place environment united by conviction to pursue development beyond convention.
