Organization

ICARDA is a non-profit international agricultural research center in a worldwide consortium of 15 centers, supported by the Consultative Group on International Agricultural Research (CGIAR). The CGIAR is co-sponsored by the World Bank, the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), and the United Nations Development Programme (UNDP).  With a staff of over 400 scientists and support personnel, representing more than 40 nationalities, ICARDA addresses two key areas of agricultural research: germplasm improvement (cereals and legumes) and natural resource management. The Center has a global mandate for barley, lentil and faba bean improvement, and a regional mandate for the improvement of wheat, chickpea and forage and pasture legumes. A major emphasis is placed on the sustainable management of water and land resources, improved water productivity, and improved productivity of small ruminants in integrated farming systems in dry areas. The Center’s research and training programs are implemented in partnership with national programs and, in most cases, with other CGIAR centers as well as advanced research institutes in both developing and industrialized countries. The Position

Water is a scarce natural resource in the dry areas. With population increase, changes in patterns of food consumption and improved living standards, the demand for water in the dry areas is increasing. The share of water for agricultural use is, therefore, decreasing due to competition and increased allocation to domestic and industrial uses. Thus, there is a need for improvements in the efficiency of water use in agriculture. This is a major aim of the water research group of ICARDA. The group is part of the Integrated Water and Land Management Program (IWLMP)  and is conducting integrated research to improve water productivity at the plant, the field, the farm and the basin levels while at the same time protecting the resource and the sustainability agroecosystems.  Capacity building of NARS and out and up scaling of research outputs using innovative methods are important features of the program.

 

As part of this effort ICARDA is seeking an Irrigation and Water Management Specialist to research and promote efficient, productive and sustainable use of scarce water resources in irrigated and rainfed agricultural production systems.  He/she will work with a multidisciplinary research team at IWLMP and other research programs of ICARDA to develop strategies, methodologies and technologies that can be adapted and adopted by the farmers in the dry areas. The main activities of the position include:

1.     Conducting research to promote the optimal use of rainfall and other water resources in supplemental irrigation and water harvesting systems; and

2.     developing viable options for improved irrigated agricultural systems to sustainably maximize water productivity.

3.     contribute to enhancement of the human capacity  of NARS associated with water and irrigation management.

 

In addition, the position will contribute to a larger group of experts focusing on areas of agronomy, soils, hydrology, germplasm and marginal-quality water by interacting closely with teams of scientists based at ICARDA, NARS and other centres of the CGIAR. There will be opportunities to interact with other water specialists worldwide as part of the global challenge to use water more efficiently and with other specialists who are developing and implementing integrated approaches to natural resource management. The position will be expected to contribute to the fund raising and public awareness activities of the Center by developing research proposals and public awareness materials.

 

The position will be based at ICARDA’s headquarters in Aleppo, Syria with activities conducted at ICARDA’s collaborative sites in the dry areas.

 

Qualifications and Experience

1. Earned PhD degree in irrigation science/engineering, agricultural water management, or soil-water-plant relations,

2. At least 5 years of post PhD experience, part of which at international level, of managing water resources and irrigation field research especially with NARS and farmers.

3. Strong background in dry areas agriculture with demonstrated capacity for producing high science quality and ability to use models of soil-water-plant-atmospheric relations and principles to research the improvement of crop water productivity. 

4. Fluency in written and spoken English is essential where knowledge of Arabic and/or French language and of GIS and remote sensing is desirable.

5. Knowledge of participatory research methodologies and a proven ability to work in multi-cultural teams will be an advantage.

 

Terms of Appointment

The appointment will be for an initial period of two years, renewable thereafter on an annual basis.  The salary is paid in US dollars.  Benefits include housing allowance, paid home leave travel, a pension scheme, life and health insurance package, vehicle for business and personal use, and free enrollment for dependent children in the ICARDA-administered International School (KG-Grade 12).

Living in Syria

ICARDA’s headquarters are situated 30 km south of Aleppo, Syria’s second largest city.  In addition to the internationally-accredited School, ICARDA runs a Sports and Social Club for the staff.  Syria has many historical and archaeological sites, some a short drive from Aleppo.  There are four distinct seasons and the terrain varies from desert to mountains to fertile fruit orchards. Major international airlines fly into Damascus and Aleppo.

The Position

ICARDA has an immediate vacancy for the position of a Senior Biometrician.  The Senior Biometrician reports directly to the Head, Computer and Biometrics Services Unit.  The principal duty of the Senior Biometrician is to work closely with the Center’s scientists to assist them in the design and analysis of their experiments and surveys, as well as making important contribution to training of National Agricultural Research Systems (NARS) scientists. The incumbent is expected to make significant contribution to scientific publications and to the statistical robustness of scientists’ publications.

 

Duties and Responsibilities

·        Assists ICARDA scientists in the planning, design, analysis and interpretation of results of a broad range of agricultural field and field‑related trials and surveys

·        Develops an effective biometrics and computing biometrics services through the implementation of advanced applied statistical techniques

·        Coordinates for continuously improving biometrics software resources, testing and evaluating new software and recommending new acquisitions of software packages

·        Provides support on Bioinformatics to scientists

·        Plans and conducts biometrics training programmers for both ICARDA’s scientists and scientists from the national agricultural research programmers

·        Participates in the preparation of operational and strategic plans of the CBSU

·        Reviews statistically scientific manuscripts

·        Supervises the activities of the Scientific Software Engineer

·        Assists the CBSU Head in other tasks as requested

Qualifications and Experience:

·        Earned PhD degree in statistics;

·        Broad training in biometrics and statistical computing

·        Minimum of 10 years experience in biometrics and statistical computer software, with at least three years of experience in agricultural biometrics

·        Excellent knowledge of statistical software

·        Excellent command of English

With its main research station and headquarters in Aleppo, Syria, and a staff of over 500 scientists and support personnel, ICARDA works through a network of partnerships with national agricultural research systems (NARS), regional and international institutions, universities, advanced research institutes, and non-governmental organizations. In addition to its headquarters programs, ICARDA operates throughout the non-tropical dry areas through regional programs and country offices.

 

The Position

The Assistant Director General for International Cooperation and Communication (ADG-ICC) reports directly to the Director General and is responsible for strategic resource mobilization, external relations with the Center’s partners and donors, and oversight of the Center’s outreach program. He/she will also provide leadership and direction to the Center’s regional coordinators and country managers, the Resource Mobilization and Project Development Unit, the Communications and Public Awareness Unit and the Capacity Development Unit.

 

He/she will be a member of the Executive Committee of ICARDA and will work in close collaboration with the other members of the committee, including the Deputy Director General for Research and the Assistant Director General for Corporate Services. 

 

Specifically, the ADG-ICC will be responsible for:

International Cooperation and Outreach Program:

·     Develop an international cooperation and public awareness strategy.

·     Maintain and promote relations with national research programs in the countries with which ICARDA collaborates and with other partners.

·     Serve as ICARDA’s primary point of contact with national partners through visits, coordination meetings, development of collaborative agreements, etc.

·     Identify opportunities for collaboration and develop collaborative activities and projects with NARS.

·     Oversee and coordinate ICARDA’s activities aimed at strengthening of NARS partners through capacity building, training and institutional development.

·     Provide leadership to ICARDA’s outreach program and define and strengthen the role of the Center’s regional offices in project management, collaboration with national partners, resource mobilization and public awareness.

·     Assist in developing policies and procedures related to international cooperation and the operations of ICARDA’s outreach programs.

·     Ensure effective functioning of ICARDA’s research continuum from headquarters to outreach by providing feedback from regional offices and national programs to ICARDA’s research programs and facilitating and monitoring the joint implementation of collaborative projects.

·     Work with the DDG-Research in implementing ICARDA’s Strategic Plan

Resource Mobilization and Donor Relations:

·     Develop a resource mobilization and donor relations strategy

·     Develop appropriate in-house policies and procedures to support resource mobilization. 

·     Assist the Director General in mobilizing funding from various sources and develop a broader donor base to maintain and expand funding for the Center

·     Serve as ICARDA’s primary point of contact for donors and build donor interest and support through global promotion of ICARDA’s activities and achievements.

·     Develop and oversee a communications and public awareness strategy that effectively supports the Center’s resource mobilization objectives.

·     Work closely with the DDG-Research in identifying priority areas to be funded.

·     Develop innovative approaches to mobilizing resources, identify new sources of funding and develop specific strategies and operational plans to target different funding sources.

·     Contribute to resource mobilization by exploring opportunities for funding and notifying the Directorate and staff of such opportunities.

·     Oversee and monitor the development of projects and grant proposals and follow‑up with donors.

·     Strengthen and coordinate reporting of results and achievements to donors and stakeholders.

·     Monitor progress in resource mobilization.

 

Qualifications and Experience

Earned Ph.D. in agriculture or other related subject; a minimum of 10 years experience in agricultural research and development, preferably in the dry areas, and at least five years international experience in a leadership position; proven experience in donor relations, communications, resource mobilization and project management; demonstrated ability to communicate and work effectively with cooperating organizations and institutions; excellent communication skills and fluency in spoken and written English.  Knowledge of Arabic and/or French will be an advantage.

The appointment will be for an initial period of three years, renewable thereafter on an annual basis.
