The Community Health Advisor position for HAI’s child spacing and maternal and newborn care program includes providing oversight and technical support for community health promotion activities; including building the capacity of district Ministry of Health (MoH) staff in carrying out monitoring and supervision of the use of health promotion materials and activities of community health volunteers.

Specific responsibilities:

Training and technical support for community health education and promotion:

•        Together with MoH staff, HAI staff and other partners, develop an overall training plan for health staff and/or community volunteers in the use of available health promotion tools.

•        Provide technical support for HAI community health staff

•        Provide technical support in the development of training materials for the trainers of community volunteers and health staff in the use of the health promotion tools such as video, audio and print media (posters, flip charts. flash cards, comic strips or educational brochures). Training needs to include audience preparation, effective health education and communication techniques, and approaches to generating and encouraging discussion.

•        Work together with staff from the MoH and the Institute of Health Sciences to ensure that student midwives and nurses are adequately prepared in the application of available health promotion tools to their clinical practice and in community outreach.

•        Provide oversight, support and capacity development for teams showing the HAI-produced child spacing and maternal and newborn care films in program communities.

Support and supervision:

•        Work together with the District Program Officers (DPOs) for Health Promotion and Maternal and Child Health to ensure that maternal, newborn care and family planning communications tools and messages are incorporated into MoH mobile clinics and other community outreach efforts conducted by health staff and community volunteers.

•        Provide technical support to Health Promotion and Maternal and Child Health DPOs and HAI staff as they provide routine support and supervision of health staff and community health volunteers in the delivery of family planning, maternal and child health messages and counseling.

•        Assist the District Health Services and Community Health Center managers to engage community leaders and coordinate their mobile schedules with communities, so as to maximize community participation. 

•        Provide capacity development and support to the Health Promotion DPOs to improve the quality of reproductive and maternal and child health promotion delivered at health centers and in the community through planning, training, and provision of BCC materials.. 

•        Support HAI and MoH health staff to mobilize communities and organize logistics in the development of Birth Friendly Health Facilities.

•        Supervise HAI’s community health promotion staff.

Monitoring and Evaluation:

•        Monitor the implementation of HAI’s child spacing and maternal and newborn care BCC and IEC materials in the context of the health staff outreach activities, the community health volunteer program, and broader dissemination through NGO partners and mass media. 

•        Work with MoH and HAI staff to monitor the utilization of the maternal and newborn care and child spacing films and video modules:

o        Monitor the training, application and effectiveness of discussion guides used by MoH health staff, other NGOs and other partners used for specific groups

o        Monitor the training and application of short training modules that use excerpts from the film to communicate key messages.

Job qualifications : Applicant must have: 

•        Bachelors level degree in relevant area

•        A strong background in community health education, training and supervising community health volunteers, and familiarity with community organization approaches. 

•        Successful experience in supervision and support of health staff or community-based personnel

•        Strong interpersonal skills and a proven ability to relate well to rural community leaders and members.

•        Willingness to travel regularly and independently to program districts

•        Experience in monitoring and evaluation of community-based BCC programs

•        Demonstrated ability to undertake training with national staff using participatory methods and an adult learning approach.

•        Experience in, or strong commitment to working within and collaborating closely with the government health system•         Speaking, reading, and written fluency in English

Preference will be given to candidates with:

•        Fluency in Bahasa Indonesia, Tetun or other locally-spoken languages

•        Two or more years of health program management experience  

•        Master of Public Health or related degree

Project Summary: 

Management Systems International and its partner, Academy for Educational Development, were recently awarded a 4 year, $4.8 million dollar program to strengthen the capacity of local community based organizations in Zambia.  The project will focus on improving the ability of health-focused CBOs to serve their communities.

Position Summary:

The Organizational Development Specialist/Deputy Chief of Party will serve as the resident expert on organizational development and capacity building, and will maintain day to day responsibility for the management, administration and direction of the project.  S/he will work closely with the Chief of Party (also CoP for another AED project in Zambia) and with MSI’s home-office Technical Director, and oversee a professional and administrative local staff.

Responsibilities:

•        Design and coordinate all LPCB capacity building assistance, including assessments, training and technical assistance;

•        Lead capacity building efforts, including direct supervision of training-related positions, engagement of short-term technical assistance (STTA) providers, implementation of assessments, and oversight of MSI’s input as a significant partner on this program;

•        Oversee the financial management and accountability of all activities implemented under the MSI sub-contract;

•        Provide technical assistance in key areas of organizational development and oversee all training efforts on behalf of LPCB;

•        Closely coordinate with the grants manager, so that training activities work hand-in-hand with the parameters and conditions established via grant awards;

•        Provide any other assistance requested by the Chief of Party that relates to the LPCB work plan.

Job qualifications : Qualifications:

•        Demonstrated expertise in organizational development and capacity building for local community based organizations;

•        Prior experience in the health field, particularly HIV/AIDS;

•        Experience managing or serving as a senior level specialist on USAID funded programs; experience with PEPFAR funding strongly preferred;

Proficiency in a foreign language is desirable.

Job qualifications : Our ideal candidate will have a PhD in a relevant field or a Master’s degree with 5 or more years of relevant research or organizational or field program experience.  Two (2) to five (5) years relevant organizational or field program experience. Master’s degree candidates will need an additional five (5) years of relevant research or organizational or field program experience. Previous research and/or program work experience in Africa or Asia is preferred, as well as a working knowledge of and an interest in stigma, gender, and HIV and AIDS issues.  Experience with HIV and AIDS program related work and research, as well as project management, including facilitating partner and donor relations, report writing, budget maintenance, and work planning preferred.  The incumbent will be required to work both in teams and independently on projects.   Excellent writing and communication skills are a must as well as demonstrated resourcefulness and attention to detail. Computer literacy required to include a proficiency in the MS Office Suite (Outlook, Word, Excel), and Internet applications including online database applications (e.g., MEDLINE, POPLINE).  Demonstrated ability to manage small projects, donor relationships, and provide leadership to other team members with maturity, diplomacy, and a cooperative spirit is essential.  Must possess the ability to work independently, organize, prioritize tasks, and meet deadlines.  Strong qualitative and quantitative research skills to include a demonstrable proficiency in one or more of the following statistical software:  SPSS, STATA, ATLAS TI, as well as widely-known research measures (e.g., ARRM, HBM, etc).  Demonstrated ability to design, implement and evaluate applied research is essential.
