The

The
Assistant Director, Finance, Peace Programs is responsible for the financial
viability of the international offices and internal programs of the Center’s
Peace Programs through the management and control of their financial
operations. This position is responsible for all aspects of financial
management including financial reporting, budgeting, auditing, cash management
and procurement. This position reports
to the Director, Finance of The Carter Center.
The
successful candidate will have at least 7+ years of related financial
experience. Experience with computerized general ledger systems is required (Great
Plains is preferred). Experience with international business transactions is
preferred. Working knowledge of US Government regulations in particular USAID
is important. Professional certifications are encouraged. Working knowledge of French and/or Spanish is
preferred. Bachelors degree in Accounting, Finance or
a related field is required with a minimum of 5 years of related financial
experience. Knowledge of and experience with computers and desktop software is
required. Experience in the functional
areas of finance and accounting, including payments and accounts payable
processing, general ledger, cash management, budgeting, and financial analysis,
is required. Experience with the
development of grant budget proposals and grant management is required.
Supervisory experience is required. Candidate must have analytical ability,
demonstrated ability and experience making sound financial judgments and
decisions, must be able to manage tasks with little or no supervision, and must
be able to work well in a team environment in support of the programs.

description : SNV Vietnam aims to strengthen the
capacity of Vietnamese organizations to improve the living conditions and
position of poorer sections of Vietnamese society working towards empowerment.
SNV-Vietnam operates within the framework of the Social Economic Development
Plan (SEDP) and Millennium Development Goals (MDG). SNV Vietnam’s capacity
building services are implemented through specific sectors to achieve impact on
poverty alleviation through increased production, income and employment and a
better access to basic services for poor people. In Vietnam SNV is active in 4
sectors: Forest Products, Pro Poor Sustainable tourism, Small holder Cash
Crops, Renewable Energy including biogas, and Water Sanitation for Hygiene
Forest
Products sector
The
main focus of the sector in Asia is income generation for the poor through
value chain development for timber and non-timber forest products (NTFPs),
improving market and credit access, market based planning in the forest sector,
creation of pro-poor access to carbon financing and promotion of pro-poor
management of forest land through small holder producers and communal
management of forest land.
In
Vietnam recently strategic value chains have been selected in the FP sector:
Bamboo, Rattan and Acacia for high value end products. Development of these
value chains, their enabling environment and their supporting products/services
will lead to improved production, higher income and more employment in the
forest sector for the poor.
Objectives
of the post
Carbon credits is the forth strategic Value Chain of the FP sector. In the past 3 years
the marketing of carbon sequestration under the CDM to co-finance sustainable
forest management and/or reforestation by communities has been piloted. This
was halted after the Bali conference of December 2007. SNV now wants to
anticipate REDD and other innovative (including voluntary) Carbon financing
related facilities; new ways and approaches have to be developed to make use of
these facilities in the forest sector to improve income of poor forest
dependant small holders.
The
Carbon Financing & Forest economics advisor will have the responsibility to
advise on the development of feasible and market based
Carbon credit value chains in the forest sector and other sectors, where
possible. He/she will contribute to the SNV-RECOFTC REDD partnership assignment
(i), develop and promote SNV’s Inclusive Business
product in Carbon financing (ii) exchange knowledge and experience on Carbon
financing with other SNV sectors in Vietnam (e.g. renewable energy and small
holder cash crops) and with the other SNV Asian countries (iii), work on
disseminating and training of SNV advisors in Carbon financing worldwide (iv).
All
specific Carbon Financing related work will be done in close cooperation with
the regional CDM Renewables advisor currently based
in Vientiane –LAO PDR.
Main
responsibilities:
A. Advisory services
• Advises Renewable energy and forestry
sector advisors and SNV’s partners and clients on Clean Development Mechanism,
Payment for Environmental Services (PES) and other mechanisms related to Carbon
Funding, with special attention to the development of REDD in the SNV Asian
countries;
• Advises and coaches the SNV clients in
networking and liaising with (inter)national financial organizations and
capital investors interested in Carbon funding and PES;
• Identifies new clients and resources –
potentially looks into forestry and renewable energy (Biogas, Bio-fuels)
related services.
• Stimulates market and product innovation
(Carbon funding and Bio-fuels etc.);
• Supports mainstreaming of Climate Change
mitigation in sector and poverty strategies.
• Ensures the quality of services provided
by SNV advisors within his/her field of expertise and evaluates client
satisfaction vis-à-vis the provided services;
• Initiates and contributes to regional
assignments within the Carbon funding and PES expertise;
• Monitors impact of services provided.
B. Learning & Teamwork
• Coordinates the activities related to
Carbon Funding and PES in Vietnam;
• Creates “continuous learning” conditions
for clients, Renewable Energy and Forest Products sector advisors and other
team members;
• Coaches clients and colleagues in the
Renewable Energy and Forest Products sectors in Vietnam;
• Promotes learning and sharing of best
practices related to Carbon funding and PES in Asia.
C. Knowledge development
• Establishes good contact network with
international project developers, capital investors/ brokers for projects in
Vietnam;
• Maintains contacts and coordinates with
other agencies active in the field of (capacity building) support for Carbon
funding, PES, Renewable Energy and forestry.
• Contributes to the knowledge development
and sharing of experience on Carbon funding and PES in Vietnam, Asia and
worldwide.
Part
of the activities mentioned above will be implemented within the partnership
between SNV and RECOFTC, which has an activity agreement on the development of

Community Health Advisor position for HAI’s child spacing and maternal and
newborn care program includes providing oversight and technical support for
community health promotion activities; including building the capacity of
district Ministry of Health (MoH) staff in carrying
out monitoring and supervision of the use of health promotion materials and
activities of community health volunteers.
Specific
responsibilities:
Training
and technical support for community health education and promotion:
• Together with MoH
staff, HAI staff and other partners, develop an overall training plan for
health staff and/or community volunteers in the use of available health
promotion tools.
• Provide technical support for HAI
community health staff
• Provide technical support in the development
of training materials for the trainers of community volunteers and health staff
in the use of the health promotion tools such as video, audio and print media (posters,
flip charts. flash cards, comic strips or educational brochures). Training
needs to include audience preparation, effective health education and
communication techniques, and approaches to generating and encouraging
discussion.
• Work together with staff from the MoH and the Institute of Health Sciences to ensure that
student midwives and nurses are adequately prepared in the application of
available health promotion tools to their clinical practice and in community
outreach.
• Provide oversight, support and capacity
development for teams showing the HAI-produced child spacing and maternal and
newborn care films in program communities.
Support
and supervision:
• Work together with the District Program
Officers (DPOs) for Health Promotion and Maternal and Child Health to ensure
that maternal, newborn care and family planning communications tools and
messages are incorporated into MoH mobile clinics and
other community outreach efforts conducted by health staff and community
volunteers.
• Provide technical support to Health
Promotion and Maternal and Child Health DPOs and HAI staff as they provide
routine support and supervision of health staff and community health volunteers
in the delivery of family planning, maternal and child health messages and counseling.
• Assist the District Health Services and
Community Health Center managers to engage community leaders and coordinate
their mobile schedules with communities, so as to maximize community
participation.
• Provide capacity development and support
to the Health Promotion DPOs to improve the quality of reproductive and
maternal and child health promotion delivered at health centers and in the community
through planning, training, and provision of BCC materials..
• Support HAI and MoH
health staff to mobilize communities and organize logistics in the development
of Birth Friendly Health Facilities.
• Supervise HAI’s community health
promotion staff.
Monitoring
and Evaluation:
• Monitor the implementation of HAI’s
child spacing and maternal and newborn care BCC and IEC materials in the
context of the health staff outreach activities, the community health volunteer
program, and broader dissemination through NGO partners and mass media.
• Work with MoH
and HAI staff to monitor the utilization of the maternal and newborn care and
child spacing films and video modules:
o Monitor the training, application and
effectiveness of discussion guides used by MoH health
staff, other NGOs and other partners used for specific groups
o Monitor the training and application of
short training modules that use excerpts from the film to communicate key
messages.
