The
Country Director for KickStart Mali will be
responsible for managing, expanding and reporting on KickStart’s
operations in Mali and Burkina Faso, and to support fundraising and donor

All activities support the primary Kickstart mission

Principal
Accountabilities
_ Manage and Strengthen the Mali and Burkina Faso program by
implementing and expanding KickStart plans and
strategies which comprise the following key strategic functions:
i. The
operation and optimization of the Private Sector Supply Chain Network (Manufacturer
_ Distributor_ Retailers _ Small-scale farmer) for pumps & other equipment.
ii.
The design/improvement, set-up and management of a Marketing/Awareness Creation
Program to accelerate the adoption of our MoneyMaker
technologies.
iii.
The design/improvement, set-up and management of a Sales Program to:
a.
Sell our award-winning Money Maker technologies
b.
Gather marketing intelligence/inform Marketing & Promo campaigns
iv.
The design/improvement, set-up and management of an Impact Monitoring Program
which will track, measure socio-economic impacts and key performance metrics.

activities with the mission of increasing sales and adoption of irrigation
pumps, maximizing cost-effectiveness and ensuring timely and accurate reporting
of KickStart¡¦s activities, finances and social
impacts.
„FƒnHuman Resource Management: Recruit, manage, and increase
capacity / capabilities of KickStart-Mali &
Burkina Faso team members. Ensure the timely and effective implementation of
the KickStart performance management program ¡V with
the goal of building a motivated, high performing team.
„FƒnManaging and reporting
on all aspects of the operation.
This includes the 3 components of our field program (above), and also includes
financial and operational management and reporting. Manage a budget of $700,000
to $1,000,000 per annum
_ Coordinating with KickStart
International¡¦s Nairobi and San Francisco offices on both strategic (program
design and implementation) and tactical issues.

Liaising/collaborating and building relationships with all KickStart’s

Job
qualifications : _ Degree level or equivalent in

poorer sections of Vietnamese society working towards empowerment. SNV-Vietnam
operates within the framework of the Social Economic Development Plan (SEDP)
and Millennium Development Goals (MDG). SNV Vietnam’s capacity building
services are implemented through specific sectors to achieve impact on poverty
alleviation through increased production, income and employment and a better
access to basic services for poor people. In Vietnam SNV is active in 5
sectors: Forest Products, Pro Poor Sustainable tourism, Small holder Cash
Crops, Renewable Energy including biogas, and Water Sanitation and Hygiene
Forest
Products sector
The
main focus of the sector in Asia is income generation for the poor through
value chain development for timber and non-timber forest products (NTFPs),
improving market and credit access, market based planning in the forest sector,
creation of pro-poor access to carbon financing and promotion of pro-poor
management of forest land through small holder producers and communal
management of forest land.
In
Vietnam recently strategic value chains have been selected in the FP sector:
Bamboo, Rattan and Acacia for high value end products. Development of these
value chains, their enabling environment and their supporting products/services
will lead to improved production, higher income and more employment for the
poor in the forest sector. Carbon credits, the forth strategic Value Chain,
anticipates REDD and other innovative facilities in the forest sector.
The Pro
Poor Forestry Programme (PPFP)
The
main activity in the FP sector is the Pro Poor Forestry Programme in the North
Central Agro-ecological Zone (PPFP). PPFP builds on experiences gained and
lessons learnt from successful SNV programs in the North-Central Agro
Ecological Zone (NCAEZ) region.
PPFP
focuses on forest dependent households that obtained land-titles under
Vietnam’s land reform policy. PPFP aims to improve their benefits from these
land-titles through rational forest planning and management at all levels based
on free decision making and reliable, accessible and sufficient information.
Project owner of PPFP is the Forest Inventory and Planning Institute (FIPI).
PPFP activities are implemented by 4 provinces in NC region: TT Hue, Quang Tri, Quang Binh and Nghe An
province. SNV provides Technical Assistance to the PPFP together with Tropenbos International (TBI) and the University of Queensland (UQ). The PPFP is financed through in kind
contributions from SNV, TBI and UQ and by the Vietnamese Trust Fund for
Forestry (TFF) under the Forest Sector Support Programme (FSSP) of the Ministry
of Agriculture and Forestry (MARD).
Responsibilities
of the Advisor Forest Products:
1.
Forest market chain development/scenarios
• Support the development of viable forest
production models.
• Identify market-based mechanisms to
enhance poverty reduction potential of existing forest product market chains,
with an emphasis on FSC certification as added value to small holder forest
production models and to models for Forest Companies.
• Identify opportunities for income
generation from natural forest areas, with emphasis on community-based
management systems and PES.
2.
Forest sector contribution to climate change mitigation:
• Knowledge development and brokering on
forest-based climate change mechanisms – with emphasis on Reduced Emissions
from Deforestation and forest Degradation (REDD).
• Capacity building for design and
implementation of practical measures to ensure pro-poor development of
forest-based climate change mechanisms.

We seek an experienced professional who will deliver
on SNV ambitions to leverage and diversify our financial resources in WCA. The
2008 regional target of Euro 3 Million is already met. The Development Manager
is expected to attract a minimum of Euro 5 million annually in 2009 increasing

Summary of Responsibilities:
Reporting to the regional director (RD), the Regional
Fundraising Manager is a member of the regional management team. S/he will
liaise closely with peers in the other 4 SNV regions and with relevant Head
Office staff in the Netherlands. This position will focus on creating a
long-range fundraising plan for the region and updating it yearly; cultivating and
soliciting donors, instituting a public-relations program; organizing
appropriate staff training; maintaining fundraising records; writing and
sending fundraising applications; sending follow up notes or overseeing that
task; reporting to large donors on specific projects; and visiting major
donors. This will require understanding of donor requirements and assessing
compatibility with SNV’s values, mission, strategy and policies.
Key responsibilities:
1. Resource Mobilization
• Lead the
development of regional fundraising strategies and draft regional fundraising
plans, including budgets (in close collaboration with the Regional Controller),
with realistic targets and milestones, in line with SNV mission and policies
• Map,
cultivate and solicit relevant donors, focusing on multilateral and bilateral
organizations, corporations, foundations, and private funders in cooperation
with senior regional staff and country directors
• Drive
the development of regional branding and PR

coach and organise appropriate training for key staff engaged in fundraising

efficient administration of regional fundraising initiatives: oversee an

figures on the population (UNDP: Human Development Report 2006 Benin): total
population 8.2 million (44.5% under the age of 15, 2.7% of the population age
65 and older); urban population 39.7% which is growing slowly; total fertility
rate (births per woman) of 5.9 in 2000-2005 and an annual population growth of
3.2%.
Benin
has a multi party system. The first elections for the national assembly were in
1991 and every four years since then. Especially at local level, it is a big
challenge for women to enter into politics which is still strongly dominated by
men. In the recent elections of the national assembly 7 women were elected out
of 84 members (less than 10%). With the decentralization, the process of
transferring power and finances goes very slowly. There is a wide rage of civil
society organisations that are active on national and
local level in various areas (agriculture, religion, tradition, education and
local economic development). The government has installed an Observatory
against corruption.
The
main objectives of the “Stratégie de Croissance et de Réduction de la Pauvreté, SCRP2” are:

• stimulate equitably and sustainable
development
Cotton
is Benin’s main export product. It contributes to 13% of the GDP and represents
80% of the official export receipts. However, falling commodity prices and the
protection of cotton markets in America and Europe through market subsidies
have created unfair trade conditions and seriously threatened the cotton
production in Benin and the whole region. The government has tried to give new
impulses to the cotton production, while at the same time promoting
diversification in agriculture export production (cashew, groundnuts, palm oil
and shea nut) in order to spread risks. Benin’s
secondary sector is characterized by cotton milling and the production of
various oils from cotton seeds, palm fruits, kernels and peanuts. Apart from
cotton milling transformation processes remain mainly based on manual labour and oriented at local markets.
Why
export of cotton is important to Benin
• Cotton growing occupies an important
place in the national economy and it is one of the national priorities of the
government in its quest to revitalize agriculture in Benin;
• It is the largest single export product
with more than 60 % of export revenue and 45 % of non-customs fiscal revenue;
• It is produced by over 325.000
small-holders and their families, producing income for more than 3 million
people;
• It has proven potential for cooperation
and complementary action with the EKN;
• It also has proven potential for
regional cooperation with other SNV teams in the region.
SNV
Benin is looking for a senior advisor economic development in the cotton sector
(value chain development), with its duty station in Parakou.
The
Senior Advisor will work within a team of 19 persons (12 advisors including the
PC, 6 support staff and the “cotton network” in Benin and WCA). She/he will
report to the Coordinator of Parakou Portfolio.
Mains
tasks and responsibilities:
• Fine tune and work out per value chain
or sub sector the already developed concept and translate this into continued
support activities to a multitude of actors within the value chains/sub
sectors, thereby giving attention on how to strengthen the conditions of
small-scale farmers to increase their access to markets
• Ensure having up to date information
about the market developments in the four value chains/sub sectors and an
ongoing analysis of trends in these value chains/sub sectors: identify,
together with all relevant stakeholders and through a participatory process,
critical constraints and promising opportunities in order to improve the
functioning of the value chains/sub sectors, thereby increasing market flows and
improving access to markets
• Identity key stakeholders and actors in
the chosen value chains/sub sectors and support initiatives to establish market
linkages and adapted rural service delivery (for example extension services),
networks and partnerships between them
• Based on farming systems, market and
actor analysis, develop ideas together with the stakeholders and actors on how
to improve access to markets and rural services in the chosen value chains/sub
sectors and discuss this with these actors/stakeholder within broader platforms
and forums of development partners
• Provide the requisite advisory services
at various levels and in more complex situations in selected sub sectors/value
chains, thereby actively contributing to achieve the defined impact targets
• Be instrumental in the promotion of
linkages to agricultural markets: identify promising (possibly new) markets and
its key players; constantly track changes in the market requirements
(regulations, quality standards, trade conditions), collect data on specific
markets and translate all the gathered data into relevant information for
decision making by the actors at the various levels in the selected sub
sectors/value chains.
• Establish networks and where possible
collaborative partnerships with similar and complementary initiatives,
undertaken by other organisations, institutions or programmes, like public agencies promoting and regulating
private sector development initiatives. Pro-actively develop modalities to
increase the opportunities for women to be actively involved in market
activities as well as to increase their participation in decision making
processes (e.g. through membership of platforms) within the selected sub
sectors/value chains
• Document interesting results, including
the process followed and the support supplied by SNV, and present study and
research findings at relevant forums
• Contribute to sub sector/value chain
research activities, like the one to be undertaken by KIT, which will include
one of the 4 value chains supported by SNV Benin
• Contribute to mobilization resources for
activities for clients as well for advisory services
• Take the lead within the SNV team to
further develop and fine-tune the farming systems and value chain development
concept, give strategic direction to the up scaling of programme
activities, give technical backstopping and guidance to the SNV Benin team
• Play an active role in the regional
expertise networks around the mentioned sub sectors/value chains in close
collaboration with advisors in the other portfolios

available but in case of serious illness repatriation will be necessary.
