Key Duties:

Advise the Commissioner on -

1.                 Leading CSSI, to realize its vision of an effective, ethical and professional organization.

The Country Director for KickStart Mali will be responsible for managing, expanding and reporting on KickStart’s operations in Mali and Burkina Faso, and to support fundraising and donor reporting requirements as necessary. Burkina Faso is currently an extension of the Mali program. The Country Director reports to the Chief Operating Officer based in KickStart’s Africa Office in Nairobi( Kenya) All activities support the primary Kickstart mission of getting people out of poverty in Mali & Burkina Faso, by promoting the sales and usage of KickStart’s award winning MoneyMaker branded irrigation pumps.

Principal Accountabilities

_ Manage and Strengthen the Mali and Burkina Faso program by implementing and expanding KickStart plans and strategies which comprise the following key strategic functions:

i. The operation and optimization of the Private Sector Supply Chain Network (Manufacturer _ Distributor_ Retailers _ Small-scale farmer) for pumps & other equipment.

ii. The design/improvement, set-up and management of a Marketing/Awareness Creation Program to accelerate the adoption of our MoneyMaker technologies.

iii. The design/improvement, set-up and management of a Sales Program to:

a. Sell our award-winning Money Maker technologies

b. Gather marketing intelligence/inform Marketing & Promo campaigns

iv. The design/improvement, set-up and management of an Impact Monitoring Program which will track, measure socio-economic impacts and key performance metrics.

FƒnManage staff and activities with the mission of increasing sales and adoption of irrigation pumps, maximizing cost-effectiveness and ensuring timely and accurate reporting of KickStart¡¦s activities, finances and social impacts.

FƒnHuman Resource Management: Recruit, manage, and increase capacity / capabilities of KickStart-Mali & Burkina Faso team members. Ensure the timely and effective implementation of the KickStart performance management program ¡V with the goal of building a motivated, high performing team.

FƒnManaging and reporting on all aspects of the operation. This includes the 3 components of our field program (above), and also includes financial and operational management and reporting. Manage a budget of $700,000 to $1,000,000 per annum

_ Coordinating with KickStart International¡¦s Nairobi and San Francisco offices on both strategic (program design and implementation) and tactical issues.

_ Liaising/collaborating and building relationships with all KickStart’s development partners ¡V implementers/service providers and donors - and relevant government agencies.

_ Ensuring that all activities/programs undertaken are consistent with the mission and the basic policies and strategic approaches developed and used by KickStart.

Job qualifications : _ Degree level or equivalent in Business Administration, Public Administration,

Economics, Political Sciences or Social Sciences or related field

_ 10 plus years of progressive responsible experience in International Development or in senior position in a private sector organization.

_ People Management Experience ¡V managing, mentoring, and developing people and a high performing team

_ Capital equipment sales and marketing experience preferred and/ or enterprise development experience in an international NGO

_ Knowledge of finance and audit as well managing and developing budgets

_ Excellent personal communication, negotiation & report writing skills

_ Results/Performance Orientation ¡V proven ¡§self-starter¡¨

_ Sales & Marketing Experience ¡V retail marketing of consumer goods, and supply chain management

_ Knowledge and Experience in Micro Finance ¡V a plus

We seek an experienced professional who will deliver on SNV ambitions to leverage and diversify our financial resources in WCA. The 2008 regional target of Euro 3 Million is already met. The Development Manager is expected to attract a minimum of Euro 5 million annually in 2009 increasing to Euro 8 Million in 2015.

Summary of Responsibilities:

Reporting to the regional director (RD), the Regional Fundraising Manager is a member of the regional management team. S/he will liaise closely with peers in the other 4 SNV regions and with relevant Head Office staff in the Netherlands. This position will focus on creating a long-range fundraising plan for the region and updating it yearly; cultivating and soliciting donors, instituting a public-relations program; organizing appropriate staff training; maintaining fundraising records; writing and sending fundraising applications; sending follow up notes or overseeing that task; reporting to large donors on specific projects; and visiting major donors. This will require understanding of donor requirements and assessing compatibility with SNV’s values, mission, strategy and policies.

Key responsibilities:

1. Resource Mobilization

        Lead the development of regional fundraising strategies and draft regional fundraising plans, including budgets (in close collaboration with the Regional Controller), with realistic targets and milestones, in line with SNV mission and policies

        Map, cultivate and solicit relevant donors, focusing on multilateral and bilateral organizations, corporations, foundations, and private funders in cooperation with senior regional staff and country directors

        Drive the development of regional branding and PR

        Inspire, coach and organise appropriate training for key staff engaged in fundraising

        Maintain efficient administration of regional fundraising initiatives: oversee an effective donor management system, write proposals, develop effective donor relations communication tools, ensure proper reporting and compliance

2. Knowledge Development and Strategic Planning

        Nurture strong links with knowledge development networks to profile SNV and the WCA region

        Oversee and analyze research to identify new sources of funding

        Stay abreast of philanthropic, economic , social and community trends related to SNV in collaboration with the regional knowledge managers

        Ensure that SNV staff, partners and clients in the region are informed of trends and initiatives that might impact on the programmes and strategic positioning choices of the organization

Regular travel within and outside of the region is necessary.

Duty Station: The duty station is Ouagadougou, the capital of Burkina Faso.

Educational facilities: there are a variety of international schools, including French and American. There is a Dutch school for additional Dutch language training for several hours per week.

Security situation:  good

Accessibility: six times a week direct flights to and from Europe, daily via other hubs.

Job qualifications : REQUIRED EXPERIENCE

Education; Bachelor’s degree required. Advanced degree preferred

Work experience

        Minimum 5 years of relevant experience in development/fundraising concepts and solicitation techniques

        An organized and strategic approach to fundraising with experience in developing, managing and coordinating successful fundraising efforts (experience in Africa preferred)

        Demonstrated success in the cultivation, solicitation and stewardship of foundations and corporate donors

        Demonstrated ability to conceptualize and describe funding needs in a way that is compelling and comprehensive to the potential donor

        Leadership and strategic qualities to develop and support relevant staff in the region in fundraising

        Experience in developing solid working relationships and team work

        Demonstrated experience in developing and managing budgets;

        Computer literate including knowledge of the most up-to-date donor tracking systems

        A track record as an effective communicator who is articulate and persuasive in written and verbal communications; adept at crafting proposals, donor correspondence and other kinds of materials and making presentations to a variety of audiences

The main focus of the sector in Asia is income generation for the poor through value chain development for timber and non-timber forest products (NTFPs), improving market and credit access, market based planning in the forest sector, creation of pro-poor access to carbon financing and promotion of pro-poor management of forest land through small holder producers and communal management of forest land.

In Vietnam recently strategic value chains have been selected in the FP sector: Bamboo, Rattan and Acacia for high value end products. Development of these value chains, their enabling environment and their supporting products/services will lead to improved production, higher income and more employment in the forest sector for the poor.

Objectives of the post

Carbon credits is the forth strategic Value Chain of the FP sector. In the past 3 years the marketing of carbon sequestration under the CDM to co-finance sustainable forest management and/or reforestation by communities has been piloted. This was halted after the Bali conference of December 2007. SNV now wants to anticipate REDD and other innovative (including voluntary) Carbon financing related facilities; new ways and approaches have to be developed to make use of these facilities in the forest sector to improve income of poor forest dependant small holders.

The Carbon Financing & Forest economics advisor will have the responsibility to advise on the development of feasible and market based Carbon credit value chains in the forest sector and other sectors, where possible. He/she will contribute to the SNV-RECOFTC REDD partnership assignment (i), develop and promote SNV’s Inclusive Business product in Carbon financing (ii) exchange knowledge and experience on Carbon financing with other SNV sectors in Vietnam (e.g. renewable energy and small holder cash crops) and with the other SNV Asian countries (iii), work on disseminating and training of SNV advisors in Carbon financing worldwide (iv).

All specific Carbon Financing related work will be done in close cooperation with the regional CDM Renewables advisor currently based in Vientiane –LAO PDR.

Main responsibilities:

A.      Advisory services

        Advises Renewable energy and forestry sector advisors and SNV’s partners and clients on Clean Development Mechanism, Payment for Environmental Services (PES) and other mechanisms related to Carbon Funding, with special attention to the development of REDD in the SNV Asian countries;

        Advises and coaches the SNV clients in networking and liaising with (inter)national financial organizations and capital investors interested in Carbon funding and PES;

        Identifies new clients and resources – potentially looks into forestry and renewable energy (Biogas, Bio-fuels) related services.

        Stimulates market and product innovation (Carbon funding and Bio-fuels etc.);

        Supports mainstreaming of Climate Change mitigation in sector and poverty strategies.

        Ensures the quality of services provided by SNV advisors within his/her field of expertise and evaluates client satisfaction vis-à-vis the provided services;

        Initiates and contributes to regional assignments within the Carbon funding and PES expertise;

        Monitors impact of services provided.

B.      Learning & Teamwork

        Coordinates the activities related to Carbon Funding and PES in Vietnam;

        Creates “continuous learning” conditions for clients, Renewable Energy and Forest Products sector advisors and other team members;

        Coaches clients and colleagues in the Renewable Energy and Forest Products sectors in Vietnam;

        Promotes learning and sharing of best practices related to Carbon funding and PES in Asia.

C.      Knowledge development

        Establishes good contact network with international project developers, capital investors/ brokers for projects in Vietnam;

        Maintains contacts and coordinates with other agencies active in the field of (capacity building) support for Carbon funding, PES, Renewable Energy and forestry.

        Contributes to the knowledge development and sharing of experience on Carbon funding and PES in Vietnam, Asia and worldwide.

Part of the activities mentioned above will be implemented within the partnership between SNV and RECOFTC, which has an activity agreement on the development of REDD in Asia. The Carbon Financing & Forest economics advisor will be SNV’s focal point for this activity agreement.

Description duty station:

Name: Hue city (in the North-Central of Vietnam), with interesting natural and cultural environment.

Health services: Good medical services in Da Nang city 2 hours from Hue by road.

Security situation: Very good. Peace and security throughout the country.

Accessibility: Daily flights to and from Hanoi and Saigon.

Salary scale 11:

We offer a challenging work environment, a salary range of Minimum €2795,02 Euro -  Maximum € 4294,82 Euro gross per month (hypo tax will be deducted), excluding attractive secondary (non-monetary) conditions and individual allowances

Desired appointment date: as soon as possible.

Contract period: Two years, with possibility of extension

Educational background: Academic level of Environmental studies (e.g. Forestry, Renewable Energy, Environmental studies), with specific attention to economics.

Decent knowledge of Carbon Funding mechanisms and Payment for Environmental Services (PES).

Knowledge of International Development Cooperation and specifically of Dutch Development and Environmental policies is an advantage.

Experience: Minimum 7 years of relevant working experience; (Government and private sector development, advisory services) in the field of Carbon Funding and PES. Experience with institutional development (regulations, decrees, operational standards, networking, etc.)

Good understanding of UNFCCC and Kyoto Protocol; attendance UNFCCC COP desirable; financial (cash flows), Legal (contractual) and administrative (selling bodies) interests recommended.

Skills: Active knowledge of English (verbally and written); Networking and brokering skills; Training and coaching skills; Good communication and representation skills; Entrepreneurial spirit to develop CDM services within SNV.

Education : Bachelors degree
