This is a Home office position

The Urban Institute’s Center on International Development and Governance has an immediate opening for a Senior Research Associate. (This UI center was known as the International Activities Center until July 2008)

The Senior Research Associate (SRA) will be responsible for designing, implementing and evaluating research and technical assistance projects related to democratization, economic and social development in developing world.  The SRA will be a leader in the Urban Institute’s initiatives addressing one or more of the areas of: decentralization and local governance, performance management, urban development, intergovernmental cooperation, anti-corruption activities, municipal finance, infrastructure, public service delivery, legislative, policy and institutional reform, local economic development, and civil society strengthening for civic engagement. 

The SRA will assist and take the lead in writing proposals for additional project funding; help manage projects; and mentor staff overseas and in the home office in Washington, DC.  The job will require international travel of up to 25% of time. 

More specifically, the Senior Research Associate will be expected to:

1.      Develop and lead research or technical assistance projects.

2.       Work with project teams to develop evidence-based approaches to policy formulation and implementation.

3.       Disseminate results of research and projects to developing country counterparts and peers in written and other formats.

4.       Contribute to UI knowledge management, communications and external relations

5.       Contribute to managing the budget, staff, schedule, and substantive reporting for selected program activities

6.       Write technical proposals for funding for programs and research from USAID, the World Bank, foundations, and other bilateral and multi-lateral donors  

7.       Contribute to recruiting, mentoring, and developing relationships with donor contacts and partner organizations.

Job qualifications : The ideal candidate will have a minimum of 10 years experience in international development. He/she will hold at least a Masters’ degree or Ph.D. (preferred) in Economics, Law, Public Administration, Urban Planning, Public Policy, or other social sciences.

Candidate must have:

• Experience in conducting research and translating that into technical assistance, training, and advice to governments in developing countries

• Excellent analytical ability

Demonstrated success in fundraising from foundations and other donors.

• Experience in conducting trainings and workshops.

• Successful project and budget management skills, excellent sponsor relationship skills

• Excellent oral and written communication skills in English

Preferred skills include:

        Survey design and analysis

        Fluency in Spanish, French, Arabic, Urdu, Russian or other languages

The ideal candidate will have the ability to work in the international development field showing excellent judgment and sensitivity to the local and cultural context.  Ability to work with a team and also be a team leader is required. Successful candidates will be self-starters with organizational skills and ability to produce high-quality work under time pressure.

Organization

ICARDA is a non-profit international agricultural research center in a worldwide consortium of 15 centers, supported by the Consultative Group on International Agricultural Research (CGIAR). The CGIAR is co-sponsored by the World Bank, the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), and the United Nations Development Programme (UNDP).  With a staff of over 400 scientists and support personnel, representing more than 40 nationalities, ICARDA addresses two key areas of agricultural research: germplasm improvement (cereals and legumes) and natural resource management. The Center has a global mandate for barley, lentil and faba bean improvement, and a regional mandate for the improvement of wheat, chickpea and forage and pasture legumes. A major emphasis is placed on the sustainable management of water and land resources, improved water productivity, and improved productivity of small ruminants in integrated farming systems in dry areas. The Center’s research and training programs are implemented in partnership with national programs and, in most cases, with other CGIAR centers as well as advanced research institutes in both developing and industrialized countries. The Position

Land resources in the dry areas are threatened by degaradtion and loss of produtivity. Soils in particular are being over-used due to pressure for increased production while its sustainability is being compromised in many areas. In addition, land and water resources productivity in rainfed agriculture can be significantly enhanced by improving soil fertility. Thus, there is a need for improvements in the soil fertility for sustainable and improved productivity. This is a major aim of the land management research  group of ICARDA. The group is part of the Integrated Water and Land Management Program (IWLMP) and is conducting integrated research to improve water and land productivity while at the same time protecting the resource and the sustainability of the agroecosystems.  Capacity building of the National Agricultural Research Systems (NARS) and out- and up-scaling of research outputs using innovative tools, including modelling, remote sensing and GIS, are important features of the program.

 

As part of this effort, ICARDA is seeking a soil fertility specialist to conduct research on soil fertility and applied soil chemistry as a basis for  promoting sustainable management of soil nutrients in irrigated and  rainfed  agricultural production systems  as well as in margenal rangelands. He/she will work with a multidisciplinary research team in the IWLMP in collaboration with other programs to achieve the following specific tasks:

·        Developing and maintaining a research program in soil fertility and management for improved and sustainable land productivity

·        Leading research in soil nutrient assessment, fertilizer use efficiency, nutrient dynamics and modelling, plant nutrition, nutrient cycling and carbon sequestration. 

·        Supervising ICARDAs’ soil and water laboratory,

·        Strengthening and coordinating fertility research  across the dry areas and,

·        Enhancing the human capacity of NARS in related research and lab analysis in the dry areas

In addition, the position will contribute to a larger group of people who are  focusing on broad areas of water, agronomy, hydrology and marginal water use by interacting closely with teams of scientists based at ICARDA, NARS, and other centres of the CGIAR. There will be opportunities to interact with other land and water scientists worldwide and with others  who are developing and implementing integrated approaches to natural resource management. The incumbent will be expected to contribute to  fund raising and public awareness activities of the Center by developing research proposals and appropriate media materials.

 

The position will be based at ICARDA’s headquarters in Aleppo, Syria with activities conducted at ICARDA’s collaborative sites in the dry areas.

 

Qualifications and Experience

The position requires the following qualifications:

·        PhD degree in soil fertility with background in soil chemistry and plant nutrition,

·        A minimum of 5 years post PhD degree experience in field research, part of which is preferably be international and/or in developing countries,

·        A strong record of independently produced refereed publications in the area of soil fertility/plant nutrition,

·        Recognized leadership potential in the field of soil fertility,

·        Capability to work collaboratively in  multidisciplinary teams and in a multinational context,

·        Fluency in written and spoken English is essential where knowledge of French, Russian or Arabic is advantageous.

 

Terms of Appointment

The appointment will be for an initial period of two years, renewable thereafter on an annual basis.  The salary is paid in US dollars.  Benefits include housing allowance, paid home leave travel, a pension scheme, life and health insurance package, vehicle for business and personal use, and free enrollment for dependent children in the ICARDA-administered International School (KG-Grade 12).

Living in Syria

ICARDA’s headquarters are situated 30 km south of Aleppo, Syria’s second largest city.  In addition to the internationally-accredited School, ICARDA runs a Sports and Social Club for the staff.  Syria has many historical and archaeological sites, some a short drive from Aleppo.  There are four distinct seasons and the terrain varies from desert to mountains to fertile fruit orchards. Major international airlines fly into Damascus and Aleppo.
