International Center for
Agricultural Research in the Dry Areas (ICARDA)

The Organization
Established in 1977 as an
autonomous, non-profit, international research center,
ICARDA is one of the 15 international research centers
supported by the Consultative Group on International Agricultural Research
(CGIAR), which is co-sponsored by the World Bank, the Food and Agriculture
Organization of the United Nations, the International Fund for Agricultural
Development (IFAD), and the United Nations Development Programme. ICARDA’s mission is to contribute to the
improvement of livelihoods of the resource-poor in dry areas by enhancing food
security and alleviating poverty through research and partnerships to achieve
sustainable increases in agricultural productivity and income, while ensuring
the efficient and more equitable use and conservation of natural
resources. With its main research
station and headquarters in Aleppo, Syria, and a staff of over 500 scientists
and support personnel, ICARDA works through a network of partnerships with
national agricultural research systems (NARS), regional and international
institutions, universities, advanced research institutes, and non-governmental
organizations. In addition to its headquarters programs, ICARDA operates
throughout the non-tropical dry areas through regional programs and country
offices.
The Position
The position of Head of
Communication, Documentation and Information Services (CODIS) is based at
ICARDA’s headquarters and main research station located 30 km south of Aleppo
in Syria, and reports to the Assistant Director General (International
Co-operation and Communications).
Responsibilities
Overall
The Head of CODIS will
have the overall responsibility for developing and implementing a
communications strategy with clear outcomes, and branding of ICARDA, making use of latest ICT technologies.
S/he will provide leadership for the activities of a team of over 20 staff
members in diverse areas (web design, writing, science editing, publications design
and layout, web publishing, printing, library and documentation, and
information/knowledge management and dissemination) to promote awareness and
impact of ICARDA’s work; develop partnerships, networks and alliances; and be
responsible for staff development and operational and capital budgets.
Specific
·
Handles the external communications of ICARDA,
promoting the image and visibility of the Center with
the international press, stakeholders, the general public, and donors
·
Defines communications, knowledge management and
publications policies (internal communications, positioning, image, style
guide, knowledge sharing, relations with the media, etc.), and supervises their
application
·
Develop effective mechanisms for the timely
dissemination of research information to different stakeholders
·
Writes/edits the annual report and other flagship
publications and public awareness material as well as the scientific outputs of
the Center, both in web and print format, to ensure
they are powerful and effective
·
Guides the information management services delivery
internally and externally
·
Leads the knowledge management and knowledge sharing
of the Center in close collaboration with the research
programs and units
·
Implements
a web strategy that advances CODIS as a proactive communications and
information hub, accomplished with the close involvement of the webmaster
·
Contributes to ICARDA’s
website to ensure it is innovative, up-to-date, engaging and serves as a key
tool to meet the information needs of the diverse audiences of the Center
·
Leads the CODIS team to:
o
define the aims of each service and the employees
within the service
o
ensure these aims are achieved
o
follow the development of CODIS staff
·
Sets priorities and ensures that deadlines are met;
exercises quality control over the products of CODIS and ensures client
satisfaction
·
Makes periodic assessments of the impact of CODIS services
and products on the Center’s stakeholders
·
Provides support to executive management in areas
relevant to CODIS functions
Requirements
Master’s (Ph.D. preferred) degree in agriculture or a related field, or
communications or international relations, and at least 10 years of experience
at a senior level involving managerial responsibilities, preferably in an
international environment; experience in developing countries an advantage; excellent
command of written and spoken English; ability to work under pressure, and as a
team member with colleagues from different nationalities, cultures and
backgrounds; excellent time management and interpersonal skills; attention to
detail; excellent ICT knowledge and skills; knowledge of Arabic and/or French highly
desirable.
Terms of
Appointment
This
is a core position but the initial appointment will be for a probationary
period of one year, renewable thereafter on an annual basis. The salary is paid
in US dollars. Benefits include housing
allowance, paid home leave travel, a pension scheme, life and health insurance
package, vehicle for business and personal use, and free enrollment for
dependent children in the ICARDA-administered International School (KG-Grade
12).

SNV
Cameroon intervenes through four teams of advisors. Two teams are based in
Yaoundé (a National Portfolio and a Forestry focused Portfolio covering a vast
forest zone in the East, Centre and South Provinces of Cameroun) while the
other two are in Bamenda (covering the North-West
Province) and in Maroua, covering the Extreme-North
Province. In each area, multidisciplinary teams of advisors provide Capacity
Development Services to local NGO producers and governmental organisations amongst others.
SNV
seeks to influence a positive and lasting improvement of poor people’s
livelihoods through the development of market value chains (namely Timber and
Non Timber Forest Products [NTFP] and pastoral livestock & bi-products) and
access to basic services, namely drinking water and quality primary health
care. In the latter sector, our aim is to help achieve significant increase of
access to quality health services with a special focus on governance and equity
issues. To reach these objectives we work on capacity building of local
organizations, governance issues and we seek to bridge the micro-macro divide.
In these efforts we work with various civil society organizations, mutual
health organisations and local government &
municipality structures.
SNV
Cameroon is looking for a suitable candidate to fill the position of Senior
Advisor in Pastoral Livestock. The successful candidate will play a significant
national advisory role as Pastoralism Thematic Leader
(30% of the time) as well as provide technical advice and support to local
actors, local communities and tribes for; improved interaction of service users
and providers, more efficient planning and services governance for overall
improved quality equity and social inclusion of local communities in the
Province.
MAIN
TASKS AND RESPONSIBILITIES:
• Provides thematic leadership to pastoral
livestock issues of the Cameroon country programme
• Supports team and partners’ knowledge of pastoral livestock
and their various levels of implementation and progress
• Reinforces local actors’ capacities so
as to enable and monitor progress towards the MDG pastoral goals
• Supports organisations
and local actors to get a better understanding of micro and macro economic
issues affecting populations in the Extreme North Province
• Helps develop and reinforce effective
and result orientated partnerships and sharing of knowledge between relevant
actors
• Develops / reinforces pastoral service
providers’ capacities to develop and engage in a regular and constructive
dialogue with pastoral livestock users with a view of making services more
relevant to the latter
• Reinforces capacities of public services
and partners for more equity in access to pastoral livestock and to measure
progress towards such equity
