The Organization
Established in 1977 as an
autonomous, non-profit, international research center,
ICARDA is one of the 15 international research centers
supported by the Consultative Group on International Agricultural Research
(CGIAR), which is co-sponsored by the World Bank, the Food and Agriculture
Organization of the United Nations, the International Fund for Agricultural
Development (IFAD), and the United Nations Development Programme. ICARDAs mission is to contribute to the
improvement of livelihoods of the resource-poor in dry areas by enhancing food
security and alleviating poverty through research and partnerships to achieve
sustainable increases in agricultural productivity and income, while ensuring
the efficient and more equitable use and conservation of natural
resources. With its main research
station and headquarters in Aleppo, Syria, and a staff of over 500 scientists
and support personnel, ICARDA works through a network of partnerships with
national agricultural research systems (NARS), regional and international
institutions, universities, advanced research institutes, and non-governmental
organizations. In addition to its headquarters programs, ICARDA operates
throughout the non-tropical dry areas through regional programs and country
offices.
The Position
The position of Head of
Communication, Documentation and Information Services (CODIS) is based at
ICARDAs headquarters and main research station located 30 km south of Aleppo
in Syria, and reports to the Assistant Director General (International
Co-operation and Communications).
Responsibilities
Overall
The Head of CODIS will
have the overall responsibility for developing and implementing a
communications strategy with clear outcomes, and branding of ICARDA, making use of latest ICT technologies.
S/he will provide leadership for the activities of a team of over 20 staff
members in diverse areas (web design, writing, science editing, publications design
and layout, web publishing, printing, library and documentation, and
information/knowledge management and dissemination) to promote awareness and
impact of ICARDAs work; develop partnerships, networks and alliances; and be
responsible for staff development and operational and capital budgets.
Specific
·
Handles the external communications of ICARDA,
promoting the image and visibility of the Center with
the international press, stakeholders, the general public, and donors
·
Defines communications, knowledge management and
publications policies (internal communications, positioning, image, style
guide, knowledge sharing, relations with the media, etc.), and supervises their
application
·
Develop effective mechanisms for the timely
dissemination of research information to different stakeholders
·
Writes/edits the annual report and other flagship
publications and public awareness material as well as the scientific outputs of
the Center, both in web and print format, to ensure
they are powerful and effective
·
Guides the information management services delivery
internally and externally
·
Leads the knowledge management and knowledge sharing
of the Center in close collaboration with the research
programs and units
·
Implements
a web strategy that advances CODIS as a proactive communications and
information hub, accomplished with the close involvement of the webmaster
·
Contributes to ICARDAs
website to ensure it is innovative, up-to-date, engaging and serves as a key
tool to meet the information needs of the diverse audiences of the Center
·
Leads the CODIS team to:
o
define the aims of each service and the employees
within the service
o
ensure these aims are achieved
o
follow the development of CODIS staff
·
Sets priorities and ensures that deadlines are met;
exercises quality control over the products of CODIS and ensures client
satisfaction
·
Makes periodic assessments of the impact of CODIS services
and products on the Centers stakeholders
·
Provides support to executive management in areas
relevant to CODIS functions
Requirements
Masters (Ph.D. preferred) degree in agriculture or a related field, or
communications or international relations, and at least 10 years of experience
at a senior level involving managerial responsibilities, preferably in an
international environment; experience in developing countries an advantage; excellent
command of written and spoken English; ability to work under pressure, and as a
team member with colleagues from different nationalities, cultures and
backgrounds; excellent time management and interpersonal skills; attention to
detail; excellent ICT knowledge and skills; knowledge of Arabic and/or French highly
desirable.
Terms of
Appointment
This
is a core position but the initial appointment will be for a probationary
period of one year, renewable thereafter on an annual basis. The salary is paid
in US dollars. Benefits include housing
allowance, paid home leave travel, a pension scheme, life and health insurance
package, vehicle for business and personal use, and free enrollment for
dependent children in the ICARDA-administered International School (KG-Grade
12).

: SNV develops the capacity of partner organisations through advisory
services and knowledge development. In all our work, special attention is given
to issues of governance, gender and inclusion.
SNV Cameroon intervenes through
four teams of advisors. Two teams are based in Yaoundι (a National Portfolio
and a Forestry focused Portfolio covering a vast forest zone in the East,
Centre and South Provinces of Cameroun) while the other two are in Bamenda (covering the North-West Province) and in Maroua, covering the Extreme-North Province. In each area,
multidisciplinary teams of advisors provide Capacity Development Services to
local NGO producers and governmental organisations amongst others.
SNV seeks to influence a positive
and lasting improvement of poor peoples livelihoods through the development of
market value chains (namely Timber and Non Timber Forest Products [NTFP] and
pastoral livestock & bi-products) and access to basic services, namely
drinking water and quality primary health care. In the latter sector, our aim
is to help achieve significant increase of access to quality health services
with a special focus on governance and equity issues. To reach these objectives
we work on capacity building of local organizations, governance issues and we
seek to bridge the micro-macro divide. In these efforts we work with various
civil society organizations, mutual health organisations and local government
& municipality structures.
SNV Cameroon is looking for a
suitable candidate to fill the position of Senior Advisor in Primary Health
Care / Health Financing and Governance. The successful candidate will play a
significant national advisory role as Health Thematic Leader (30% of the time)
as well as provide technical advice and support to local actors, district
health teams and mutual health organisations for; improved interaction of
service users and providers, more efficient planning and service governance for
overall improved quality and equity of health services in the Province.
MAIN TASKS AND RESPONSIBILITIES:
Provides
thematic leadership to the health financing work of the Cameroon country
programme
Supports
team and partners knowledge of public health policies and their various levels
of implementation and progress
Reinforces
local actors capacities so as to enable and monitor progress towards the MDG
health goals
Reinforces
health districts capacities to improve, sustain and monitor progress in terms
of quality, accessibility and efficiency of health services
Supports
organisations and local actors to get a better understanding of micro and macro
economic issues affecting health services in the Extreme North Province
Helps
develop and reinforce effective and result orientated partnerships and sharing

work is on poverty alleviation through (1) increasing Production, Income and
Employment (PIE) and (2) increasing access to Basic Services (BASE) in the
sectors of Water, Sanitation & Hygiene (WaSH), Education, Health and
Renewable Energy. We aim to achieve considerable impact in both ‘₯impact areas‘¦.
We do this through providing advisory services, facilitating knowledge
development, brokering and networking, strengthening local capacity builders,
supporting the establishment of local capacity development funds and carrying
out advocacy at national and international levels.
Within
its general objective to contribute to poverty reduction, SNV is in the process
of focusing its activities on the improvement of basic service delivery within
the framework of the Millennium Development Goals. In relation the WaSH sector, SNV Kenya aims to contribute to MDG 7
(Environmental Sustainability), target 10: halving the number of people without
sustainable access to safe water and basic sanitation (incl. hygiene).
SNV
Kenya support to water, sanitation and hygiene is guided by impact targets
emanating from the MDG-based National Water Services Strategy (NWSS) 2007-2015
as domesticated by the Water Services Boards and urban (utility) and rural
(community-based) Water Service Providers who provide a primary entry points
for WaSH services. To ensure increased access to
adequate and sustainable WaSH services, SNV Kenya
seeks to work with WaSH service providers (and support programmes)
in providing access to clean water to rural (pastoralists) communities and the peri-urban poor. Working with and through client
constellations, our efforts are geared towards bridging (inter)sectoral divides by fostering relationships between key
players involved in WaSH service delivery and water
(and other natural) resource management to sustain the water supply and
quality.
MAIN
RESPONSIBILITIES:
1. Refine and evolve the WASH concepts and
strategies developed to date at the Country and Portfolio level and translate
these into action-oriented initiatives by a multitude of actors within the
sector, thereby giving due attention to power relations that foster inequality
and hamper a conducive environment for service provision to the poor.
2. Maintain up-to-date information on sector
developments through an on-going analysis of trends and issues and identify,
together with all relevant stakeholders the requisite capacity development
services geared towards increasing access to safe and sustainable drinking
water and basic sanitation.
3. Support initiatives of local actors to
influence and contribute to policy and strategy development within the water
sector, facilitating scaling up and rolling out of lessons learnt at the local
and national level
4. Delivery of advisory services to public,
civil society and private sector organizations towards enhanced delivery of
water and sanitation services in Northern Kenya.
5. Investigate and stimulate public-private
and civil society partnerships to ensure quality of water and sanitation
services and enhance pro-poor service delivery.
6. Follow up and contribute actively to
national policies and developments related to water and sanitation and analyze
them in terms of their opportunities and implications for improved service
delivery
7. To support other SNV advisors in the

and Equity), Unicef (WaSH), UNWTO (STEP), UNDP (AA4) and many local

Nampula programme in tourism is on its early stages. It includes a
partnership with a private sector investment, who is interested in involving
the surrounding community to benefit from the commercial activities in the
lodge. For SNV, this is an opportunity to work to improve local linkages of
tourism interventions. We work in close collaboration with the Provincial
Directorate of Tourism, helping them frame the policies to foster tourism in
this Northern province. We are also creating a network
of local tourism operators to broker knowledge and lessons learnt in community
based tourism and local supply chain for tourism investments. More
interventions are under analysis.
MAIN
