Position
Summary:
MSI
is looking for a short-term consultant with expertise in the monitoring of
security sectors, particularly with regard to public appropriations and
expenditure. The consultant will travel
to the Philippines for up to two weeks, arriving on/about September 16, to
provide training and technical assistance to NGOs.
*Assignment
Duration: The assignment duration is approximately 12 days, including
preparation, travel, days in country, and reporting
writing. Dates are approximately 15-26
September.*
Responsibilities:
Pre-travel assistance to MSIs local
training partner organization in the design of a training workshop on security
sector budget monitoring;
Conduct one day of the workshop, with an
emphasis on international best practices in monitoring of government budgets
for the security sector, in a participatory manner;
Provide tailored technical assistance to
interested NGOs following the training;
Write a brief report (no more than 5
pages) on your assignment.

(CCG) at Conservation International (CI)is seeking a Climate Policy Manager to
serve as a key partner for climate policy for the International Policy Program
and Indigenous and Traditional Peoples Program. The Center for Conservation and
Government promotes innovative solutions that enable governments to take
critical actions to conserve biodiversity, strategically targeting the issues
and audiences that will have the greatest impact on biodiversity
conservation. Specifically, the
Indigenous and Traditional Peoples Program works directly with CI programs and
partners, local leaders, communities, conservationists and other critical
players in building a common agenda for the conservation of biological and
cultural diversity. A common thread and high-profile issue of strategic
importance for CCG is climate change.
The Climate Policy
Manager for Adaptation and Communities will work with CI\'s multi-disciplinary
climate change team and CIs field programs to implement two core components of
CI\'s dynamic climate change strategy to avoid dangerous anthropogenic climate
change and resulting global biodiversity loss and the devastating impacts on
human welfare. She/he will coordinate CI\'s efforts to develop and communicate
climate change policies that promote the potential of ecosystem-based
adaptation strategies in CI core areas of focus. She/he will also be
responsible for coordinating CI\'s engagement with development agencies and
indigenous peoples organizations on climate policy. In this capacity the
Manager will represent Conservation International at international climate
meetings and events. The successful candidate will lead these efforts
exercising independent judgment and flexibility with the ability to interact
and collaborate in a diverse and multi-cultural environment.
RESPONSIBILITIES:
- Strategic policy
support: Support the development and advancement of a focused international
climate change policy strategy to promote the incentives and implementation of
activities to protect and restore valuable ecosystems and to ensure effective
participation and representation of indigenous and local peoples in the climate
policy forum.
- Outreach and
coalition-building: Engage with climate negotiators, leading indigenous peoples organizations, and stakeholders from developing and
industrialized countries including NGOs, inter-governmental agencies, and
multi- and bilateral institutions to collaborate toward strong support for
nature-based adaptation activities and for provisions to secure the rights and
equal benefit distribution for indigenous peoples. Educate policy makers and
opinion leaders on the climate adaptation opportunities presented by protection
and restoration of ecosystems and the important role that indigenous and local
communities provide in successful climate solutions.
- Policy solutions
and influence: Through coordination with experts across CI and in partner
organizations, contribute to the development of solutions to ensure adequate
participation, rights and benefits distribution of climate policies for
indigenous and local communities. Research and analyze trends and issues
related to climate change adaptation with a focus on indigenous peoples and
local communities.
- Capacity building
and training: In collaboration with key stakeholders, contribute to the design
and implementation of regional and national level capacity building programs
and events for indigenous organizations on climate change mitigation and
adaptation policies and mechanisms.
Provide strategic advice and support to CI field programs to effectively
advance the international climate change policy debate.
- Fundraising:
Contribute to proposal writing and process and other fundraising initiatives
and activities.

Job qualifications : Required Skills:

develops the capacity of partner organisations through advisory services and

SNV Cameroon intervenes through four teams of advisors.
Two teams are based in Yaoundι (a National Portfolio and a Forestry focused
Portfolio covering a vast forest zone in the East, Centre and South Provinces
of Cameroun) while the other two are in Bamenda
(covering the North-West Province) and in Maroua, covering
the Extreme-North Province. In each area, multidisciplinary teams of advisors
provide Capacity Development Services to local NGO producers and governmental
organisations amongst others.
SNV seeks to influence a positive and lasting
improvement of poor peoples livelihoods through the development of market
value chains (namely Timber and Non Timber Forest Products [NTFP] and pastoral
livestock & bi-products) and access to basic services, namely drinking
water and quality primary health care. In the latter sector, our aim is to help
achieve significant increase of access to quality health services with a
special focus on governance and equity issues. To reach these objectives we
work on capacity building of local organizations, governance issues and we seek
to bridge the micro-macro divide. In these efforts we work with various civil
society organizations, mutual health organisations and local government &
municipality structures.
SNV Cameroon is looking for a suitable candidate to
fill the position of Senior Advisor in Primary Health Care / Health Financing
and Governance. The successful candidate will play a significant national
advisory role as Health Thematic Leader (30% of the time) as well as provide
technical advice and support to local actors, district health teams and mutual
health organisations for; improved interaction of service users and providers,
more efficient planning and service governance for overall improved quality and
equity of health services in the Province.
MAIN TASKS AND RESPONSIBILITIES:
Provides
thematic leadership to the health financing work of the Cameroon country
programme
Supports
team and partners knowledge of public health policies and their various levels
of implementation and progress
Reinforces
local actors capacities so as to enable and monitor progress towards the MDG
health goals
Reinforces
health districts capacities to improve, sustain and monitor progress in terms
of quality, accessibility and efficiency of health services
Supports

work is on poverty alleviation through (1) increasing Production, Income and
Employment (PIE) and (2) increasing access to Basic Services (BASE) in the
sectors of Water, Sanitation & Hygiene (WaSH), Education, Health and
Renewable Energy. We aim to achieve considerable impact in both ‘₯impact
areas‘¦. We do this through providing advisory services, facilitating knowledge
development, brokering and networking, strengthening local capacity builders,
supporting the establishment of local capacity development funds and carrying
out advocacy at national and international levels.
Within
its general objective to contribute to poverty reduction, SNV is in the process
of focusing its activities on the improvement of basic service delivery within
the framework of the Millennium Development Goals. In relation the WaSH sector, SNV Kenya aims to contribute to MDG 7
(Environmental Sustainability), target 10: halving the number of people without
sustainable access to safe water and basic sanitation (incl. hygiene).
SNV
Kenya support to water, sanitation and hygiene is guided by impact targets
emanating from the MDG-based National Water Services Strategy (NWSS) 2007-2015
as domesticated by the Water Services Boards and urban (utility) and rural
(community-based) Water Service Providers who provide a primary entry points
for WaSH services. To ensure increased access to
adequate and sustainable WaSH services, SNV Kenya
seeks to work with WaSH service providers (and support programmes)
in providing access to clean water to rural (pastoralists) communities and the peri-urban poor. Working with and through client
constellations, our efforts are geared towards bridging (inter)sectoral divides by fostering relationships between key
players involved in WaSH service delivery and water
(and other natural) resource management to sustain the water supply and
quality.
MAIN
RESPONSIBILITIES:
1. Refine and evolve the WASH concepts and
strategies developed to date at the Country and Portfolio level and translate
these into action-oriented initiatives by a multitude of actors within the
sector, thereby giving due attention to power relations that foster inequality
and hamper a conducive environment for service provision to the poor.
2. Maintain up-to-date information on sector
developments through an on-going analysis of trends and issues and identify,
together with all relevant stakeholders the requisite capacity development
services geared towards increasing access to safe and sustainable drinking
water and basic sanitation.
3. Support initiatives of local actors to influence
and contribute to policy and strategy development within the water sector,
facilitating scaling up and rolling out of lessons learnt at the local and
national level
4. Delivery of advisory services to public,
civil society and private sector organizations towards enhanced delivery of
water and sanitation services in Northern Kenya.
5. Investigate and stimulate public-private
and civil society partnerships to ensure quality of water and sanitation
services and enhance pro-poor service delivery.
6. Follow up and contribute actively to
national policies and developments related to water and sanitation and analyze
them in terms of their opportunities and implications for improved service

7. To support other SNV advisors in the

1996. In the first years its program was based in Nampula
province in Northern Mozambique working together with the Netherlands Embassy
in the implementation of an integrated rural development program. Since 2003
SNV has extended its activities to the South and Central parts of Mozambique
through its offices in Maputo and Beira (about 30 advisors). Presently SNVs
focus is on Education, WaSH, Horticulture Value Chain
Development (banana, cashew) and Sustainable Tourism. Partnership agreements
have been signed with Netherlands Embassy (complementarily agreement in
Education, WaSH, Domestic Accountability and Growth
and Equity), Unicef (WaSH), UNWTO (STEP), UNDP (AA4) and many local
organizations.
Nampula programme in tourism is on its early stages. It includes a
partnership with a private sector investment, who is interested in involving
the surrounding community to benefit from the commercial activities in the
lodge. For SNV, this is an opportunity to work to improve local linkages of
tourism interventions. We work in close collaboration with the Provincial
Directorate of Tourism, helping them frame the policies to foster tourism in
this Northern province. We are also creating a network
of local tourism operators to broker knowledge and lessons learnt in community
based tourism and local supply chain for tourism investments. More
interventions are under analysis.
MAIN
RESPONSIBILITIES:
The
Junior Advisor Tourism will be based in Nampula.
His/her core tasks will include:

organizational and political framework, technical standards and development
prospects in Central America related to RE
Knowledge and proven experiences in
Clean Development Mechanisms (CDM) methodologies, CERs markets and methane

Renewable Energy Technologies and in using market-based approaches for the
expansion of the RE sector.
Experience in successfully use of
business approach within the renewable energy sector contemplating social
inclusion strategies.

Professional Background: Minimum 8 years
professional work experience, including at least 5 years of international
experience as consultant / advisory position, private or development
organization. Knowledge of the international development or international
business field preferred;

Experience working in a bilingual (English & Spanish) environment
with sufficient proficiency required.
