Background
Over
the last few years, UNDP has been examining and encouraging the role that
business can play in accelerating development. This work, and the role of the
private sector in development in general was further catapulted into a top
priority after the release of the report of the Secretary-General by the UN
Commission on the Private Sector and Development in March 2004 in its report,
Unleashing Entrepreneurship: Making Business Work for the Poor. UNDP is now
keen to build on this work and identify how business can contribute to the
Millennium Development Goals (MDGs) by examining and reviewing the experience
of companies in developing pro-poor business models. The new flagship UNDP
multi-stakeholder Initiative on “Growing Inclusive Markets” is UNDP’s most
visible strategic and sustained global advocacy tool for the important role of the
private sector in achieving the MDGs.
Under
the over-all supervision of the Programme Manager of
the Growing Inclusive Markets Initiative, the Consultant/Research
Associate will be working with key
experts and members of the Initiative Team in
the research, production and writing of a series of discrete
deliverables (a background paper and a
guidance note ) and provide overall
research assistance to the Initiative in preparation for a toolkit produced
for UN country offices to partner with
companies to effectively implement and disseminate pro-poor business models
Specific
tasks
The
Consultant will be responsible for the following outputs:
1. Background Paper on “
Patient Capital and Blended Financing Models in financing Pro-Poor Business Models”
Based
on existing methodologies and a comprehensive analysis of both primary and
secondary case studies, the consultant will conduct a desk study on “Patient
Capital and Blended Financing Models in financing pro-poor business models”.
2. Guidance Note for Strategy Note on
“Putting the Growing Inclusive Markets Approach into Action: Initiatives and
Localization Agenda”. Given the
positioning of the Growing Inclusive Markets Initiative Report as a
“provocation for action”,
the second deliverable is a strategy note that will be developed
in collaboration with the Growing Inclusive Markets Initiative Team to provide the basis for the terms of
the reference for the post Report launch implementation strategy including the
potential setup of a fourth work stream for Implementation. This strategy note will be developed by the
current GIM team but will require the commissioning of a guidance note of lessons learned from existing
initiatives currently underway including
country level public private foras and action
research platforms, and activities by other institutions involved in the space
of inclusive business
The
consultant will provide principal research assistance for the following output:
1. Diagnostics to Implementation Growing
Inclusive Markets Toolkit to assist in the development of business
models and facilitate country level partnerships with the private sector by using GIM’s three step approach to
identify and capture inclusive business opportunities: identify opportunities,
understand the market conditions, and find solutions.

strong analytical aptitude, communication and presentation skills
• Computer proficiency: MS word and Power

• Fluent in English, proficiency in French
and/or Spanish is a strong asset.

The Organization
Established in 1977 as an
autonomous, non-profit, international research center,
ICARDA is one of the 15 international research centers
supported by the Consultative Group on International Agricultural Research
(CGIAR), which is co-sponsored by the World Bank, the Food and Agriculture
Organization of the United Nations, the International Fund for Agricultural
Development (IFAD), and the United Nations Development Programme. ICARDA’s mission is to contribute to the
improvement of livelihoods of the resource-poor in dry areas by enhancing food
security and alleviating poverty through research and partnerships to achieve
sustainable increases in agricultural productivity and income, while ensuring
the efficient and more equitable use and conservation of natural resources. With its main research station and
headquarters in Aleppo, Syria, and a staff of over 500 scientists and support
personnel, ICARDA works through a network of partnerships with national
agricultural research systems (NARS), regional and international institutions,
universities, advanced research institutes, and non-governmental organizations.
In addition to its headquarters programs, ICARDA operates throughout the
non-tropical dry areas through regional programs and country offices..
The Position
ICARDA shares the joint responsibility for the improvement of
bread and durum wheat within Central and West Asia and North Africa (CWANA)
with CIMMYT (International Maize and Wheat Improvement Center). The wheat
breeding activities are conducted in the ICARDA-CIMMYT Wheat Improvement Program
(ICWIP), and include a vigorous
pre-breeding program exploiting the genetic variability in wheat and its wild
relatives, for which the region is a centre of diversity. ICARDA is seeking a wheat breeder to be based
at its headquarters in Aleppo, Syria.
The main responsibilities
include:

Breeding bread
wheat for rainfed and irrigated environments in the
dry areas of CWANA
·
Wheat breeding in
partnership with national programs and advanced research institutes
·
Application of
molecular marker-assisted selection
·
Undertaking
original research and publication of results
·
Cooperation with
scientists in other disciplines such as pathology, biotechnology, end use
quality, agronomy and socio-economics in wheat improvement
·
Participation in
setting the institute’s priorities in wheat research.
·
Providing
training in wheat breeding to staff from national wheat programs, including
provision of training materials
·
Development of research
proposals for potential donors and of technical research reports
·
Representing
ICARDA on wheat breeding in regional and international fora
The
position is within the Biodiversity and Integrated Gene Management Program,
reports to the Program Director, and is based at ICARDA’s modern headquarters
and main research station located near Aleppo, Syria.
Essential Qualifications and Competencies
·
PhD in plant
breeding;
·
A minimum of 3
years experience on breeding, research and training, preferably on cereals;
·
Experience in
aspects of molecular plant breeding and biotechnology, particularly the
application of marker-assisted selection;
·
Demonstrated
ability to design, implement and analyze field trials (e.g. multi location
trials);
·
Experience in
aspects of stress physiology associated with breeding for drought and heat
tolerance, preferably in cereals;
·
Experience in
breeding for disease resistance;
·
Proven record of
research excellence, including publication record in international refereed
journals;
Desirable Qualifications and Competencies
·
Work experience
in developing countries;
·
Knowledge of
Arabic, or a second language such as French.
The
appointment will be for an initial period of up to 31 January 2011 (including
one year’s probation), renewable thereafter on an annual basis. The salary is paid in US dollars. Benefits include housing allowance, paid home

in Syria
Aleppo is
Syria’s second largest city. Syria has
many historical and archaeological sites, some a short drive from Aleppo. There are four distinct seasons and the
terrain varies from desert to mountains to fertile fruit orchards. Major
international airlines fly into and out of Damascus and Aleppo. In addition to
the internationally-accredited School, ICARDA runs a Sports and Social Club for
the staff.

Cameroon intervenes through four teams of advisors. Two teams are based in

Province) and in Maroua, covering the Extreme-North
Province. In each area, multidisciplinary teams of advisors provide Capacity
Development Services to local NGO producers and governmental organisations amongst others.
SNV
seeks to influence a positive and lasting improvement of poor people’s
livelihoods through the development of market value chains (namely Timber and
Non Timber Forest Products [NTFP] and pastoral livestock & bi-products) and
access to basic services, namely drinking water and quality primary health
care. In the latter sector, our aim is to help achieve significant increase of
access to quality health services with a special focus on governance and equity
issues. To reach these objectives we work on capacity building of local

SNV

Advisor in Pastoral Livestock. The successful candidate will play a significant
national advisory role as Pastoralism Thematic Leader
(30% of the time) as well as provide technical advice and support to local
actors, local communities and tribes for; improved interaction of service users
and providers, more efficient planning and services governance for overall
improved quality equity and social inclusion of local communities in the
Province.
MAIN
TASKS AND RESPONSIBILITIES:
• Provides thematic leadership to pastoral
livestock issues of the Cameroon country programme
• Supports team and partners’ knowledge of pastoral livestock
and their various levels of implementation and progress
• Reinforces local actors’ capacities so
as to enable and monitor progress towards the MDG pastoral goals
• Supports organisations
and local actors to get a better understanding of micro and macro economic
issues affecting populations in the Extreme North Province
• Helps develop and reinforce effective
