Project/Proposal
Summary:
UNDP’s
“Civil Registration Reform” project and USAID’s - Public Administration Reform
Program announce a vacancy to recruit an International IT Program
Developer. He/She
will work closely with the project host-country IT experts as well as with the
IT Unit of the Civil Registry Agency (CRA) to provide the technical assistance
in setting up a functional and effective information and communication system
for the civil registry system in Georgia.
Position
Summary:
The
development of an appropriate civil registration system in the country has been
identified as one of the top priorities of the Georgian Government as it is
crosscutting many spheres of public life and is essential for the ongoing
fundamental reform of the public sector. The purpose of a civil registry is to
gather, verify, organise and maintain information.
The proposed reform is related to the rationalization of the entire system of
civil acts registration (of births, deaths, marriages, divorce, affiliation,
etc) and to the administration and issue of identity cards and passports. This assignment is also time sensitive in
nature given the monitoring and data quality assessment role that the expert
will play in assisting the CRA to implement its newly created database for
Internally Displaced Persons (IDPs). The
IDP situation in Georgia following the recent conflict on Georgian territory is
especially critical at the present time. The CRA serves as the key information
and coordination hub for IDP data. Various Government of Georgia Ministries and
Agencies as well as international donors rely on the CRA IDP database for
making decisions on housing, food and shelter for refugees impacted by the
conflict.
The
IT unit of the CRA uses the following software solutions while developing the
IT system of the CRA: Microsoft SQL Server 2005; Microsoft .NET Framework 2.0 –
3.5; Microsoft C# .NET; Crystal Reports IX.
Contract:
Total contract for 75 working days which includes 30 days work in the field

Starting

Responsibilities:
• work with the Project IT Team to make an
assessment of ID and Passport software and provide consultations and
recommendations on software improvement;
• in collaboration with the Project IT
Team, assess already developed instructions for ID and Passport software;.
• in
collaboration with the Project IT Team, expert works to assess Civil Acts
registration software and asses instructions;
• in collaboration with the Project IT
Team, provides technical advice for IDPs registration software and assess
instructions;
• studies “source codes” of ID and
Passport software, Civil Acts registration software and IDPs registration
software;
• evaluates different components of
software architecture and recommends how those components are interconnected;
• upon completion of the consulting
assignment, a comprehensive report and detailed assessment on software and
practical recommendations on software improvement is required.
Job
qualifications : Qualifications:
• Advanced university degree in
information technologies, IT management or related fields;
• Minimum 5 years of professional
experience in working on information and communication technologies
• Excellent drafting and communication
skills
• Professional fluency – both written and
oral – in English
• Must meet deadlines in a professional
manner
• Ability to establish and maintain
effective working relationships with people of diverse national and cultural
backgrounds, while remaining impartial and objective

Position
Summary:
MSI
is seeking an experienced Chief of Party candidate for an upcoming 3-year
project in Rwanda improving Political Rights, Civil Liberties, and Voice &
Accountability indicators. The CoP will provide overall technical and administrative
management for the project; hire, manage and mentor field staff; and maintain
accountability to headquarters office in the United States and to MCC in the
field.
Responsibilities:
• Lead and coordinate multiple components
of this complex program to implement effective legislative, judicial, law
enforcement, and police reforms by using assessments, capacity building, legal
drafting, and organizational re-engineering techniques;
• Manage work of large local staff and
local partner organizations covering several project components;
• Interface with government secretariat
and ministry heads;
• Manage complex monitoring and evaluation
component to assess if progress is being made and to adjust tasking when
needed; and
• Manage small grants program for civil
society and media groups.

Tank Fund of the Open Society Institute in Budapest provides core and
institutional support and project funding to independent public policy centers working to promote inclusive policy change and to
combat threats to liberal democracy in Central and Eastern Europe and the
former Soviet Union. The Think Tank Fund not only engages in grant-giving but
works closely with grantees providing technical and programmatic assistance to
build robust and independent think tanks capable of delivering a diverse
portfolio of research and advocacy projects.
Position Summary:
The Program Officer is responsible for the oversight,
development, evaluation and administration of selected projects and grant
portfolios for the Think Tank Fund in consultation with the Program Director.
The Program Officer is involved in all stages of project review, development
and evaluation. The position requires working closely with policy centers supported by the program to promote organizational
development and enhance capacity. In order to be effective in this position,
the Program Officer must stay abreast of relevant developments in the target
countries and in thematic fields related to the program’s work. Overall
responsibilities will include: reviewing project proposals and preparing
summaries for discussion with the Program Director; administering and
monitoring the grants process; conducting site visits; communicating and
negotiating with Soros foundations network representatives, other donors and
grantees to follow up project proposals under review or development; and
maintaining contact with grantees to support projects through to completion.
The Program officer reports directly to the Program Director.
Primary Responsibilities and Duties:
The Program Officer, with guidance from the Program
Director, will:
• Ensure
effective grants management of the Think Tank Fund portfolio, being involved as
necessary in project review, development and evaluation. The Program Officer
will review project proposals and prepare summaries for discussion with Program
Director; will assist the program director in preparations and follow up the
regular meetings of the Think Tank Fund Sub-Board; will conduct independent
communication with the network representatives and grantees to follow up on
ongoing and proposed projects; and will maintain communication with applicants
and grantees to support projects through to completion;
• Support
the Program Director in the organization of capacity-building events. The
Program Officer will support the development of technical assistance programs
as well as provide all necessary support in the planning and management of
events;
• Support
the program director with administration and logistics necessary for the
effective management of the Think Tank Fund;
• Coordinate
the preparation of materials for the Think Tank Fund Sub-Board, organize
meetings and provide support as necessary in ensuring appropriate documentation
of the meetings.
Communication:
• The
Program Officer supports the Program Director in representing the Think Tank
Fund in the Soros foundations network, with national Soros foundation staff,
and internally vis-a-vis
program staff and OSI management.
