The proposed reform is related to the rationalization of the entire system of civil acts registration (of births, deaths, marriages, divorce, affiliation, etc) and to the administration and issue of identity cards and passports.  This assignment is also time sensitive in nature given the monitoring and data quality assessment role that the expert will play in assisting the CRA to implement its newly created database for Internally Displaced Persons (IDPs).  The IDP situation in Georgia following the recent conflict on Georgian territory is especially critical at the present time. The CRA serves as the key information and coordination hub for IDP data. Various Government of Georgia Ministries and Agencies as well as international donors rely on the CRA IDP database for making decisions on housing, food and shelter for refugees impacted by the conflict.

The IT unit of the CRA uses the following software solutions while developing the IT system of the CRA: Microsoft SQL Server 2005; Microsoft .NET Framework 2.0 – 3.5; Microsoft C# .NET; Crystal Reports IX.
