Project/Proposal
Summary:
The
project is a three-year program focusing on improving political rights, civil
liberties, and accountability in Rwanda.
The program supports judicial capacity building, legislative reform,
civil society/media strengthening, and police reform among other rule of law
activities.
Position
Summary:
MSI
is seeking an experienced Chief of Party candidate for an upcoming 3-year
project in Rwanda improving Political Rights, Civil Liberties, and Voice &
Accountability indicators. The CoP will provide overall technical and administrative
management for the project; hire, manage and mentor field staff; coordinate and
communicate with Rwandan government agencies, and maintain accountability to
MSI headquarters office in the United States and to USAID and MCC in the field.
Responsibilities:
Lead and coordinate multiple components
of this complex program: conduct judicial training for capacity building;
provide support to legislative drafting; promote civil society capacity
building for strengthened advocacy, monitoring and participation in policy
formulation; conduct capacity building at local government levels to promote
public participation and monitoring; develop and promote a code of conduct for civil
servants; build the capacity of media associations and journalists; and support
efforts to implement police reform and citizen participation in disciplinary
processes;
Demonstrate significant experience in
one or more of the above component areas
Manage work of large local staff and
local partner organizations covering several project components;
Interface with Rwandan governments MCC
secretariat and ministry heads;
Manage complex monitoring and evaluation
to assess if progress is being made and to adjust tasking when needed; and
Manage small grants program for civil
society and media groups.
Job
qualifications : Qualifications:
Prior experience as a Chief of Party for
large multi-year donor-supported programs in Africa;
Technical expertise in programs that
target judicial capacity building, legislative reform, local government
capacity building, civil society/media strengthening, and/or police reform;
Knowledge of USAID/MCC rules and
regulations a plus;
Experience working in Rwanda or other
East & Central African countries;
Fluency in French.

Project/Proposal
Summary:
The
project is a short-term evaluation of US Government sponsored border security
activities in Eurasia, specifically in Tajikistan and Kyrgyzstan. The objectives
of the evaluation are to determine the effectiveness of these activities and to
identify lessons learned that will benefit USG border security programs in the
two study countries and in the region as a whole.
Position
Summary:
MSI
is seeking local consultants from the Eurasia Region with experience in the
research, design and/or implementation of programs focusing on, but not limited
to, border security, law enforcement, program evaluation, democracy &
governance, and other areas of focus. Positions
are short-term consultancies for approximately 10 days in country (Tajikistan
or Kyrgyzstan). Candidates must be citizens of a country in Eurasia, preferably
from Tajikistan or Kyrgyzstan.
Responsibilities:
Provide on-the-ground expertise in local
law enforcement and other border control issues to support evaluation team.
Support the evaluation team in the
completion of field case studies and the final evaluation report through
evaluation expertise.
Job
qualifications : Qualifications:
Three (3) to five (5) years experience
working on law enforcement programs and a strong understanding of border
security programming in the selected countries.
Evaluation expertise and experience is
desirable.
Knowledge of donor assistance in law
enforcement is highly desirable.
Fluent in the relevant local language
and should have very good written and spoken English.

Position
Summary: Management Systems
International is seeking candidates immediately for a Project Manager for a
Democracy and Governance Program in South America and/or Peru. The positions are based in Washington DC, and
the project will provide support to Peruvian governmental agencies in support
of Anti-Corruption Programs. The project
will offer technical services to the agencies as well as assist them in public
outreach efforts to gain citizen support for innovative approaches.
Responsibilities:
Assist in the development of the
project, including proposal writing, budgeting, recruiting for technical
expertise;
Assist in managing the project, including
monitoring and controlling costs, scheduling, performance monitoring,
anticipating and managing changes, contract compliance, maximizing customer
satisfaction, logistical support to technical teams, and ensuring optimal
financial performance;
Aid in adherence to contractual
requirements, soliciting performance and financial reports, finalizing
end-of-project requirements with project staff and client.
Job
qualifications : Qualifications:
University degree with a minimum of 2
years experience in international development arena;
Ability to prioritize within
multi-tasking environment; diplomatic communication skills particularly by
email; team focused approach; attention to detail; administrative/clerical
skills, and an entrepreneurial approach to problem-solving;
Additional skills include experience in
international development, particularly with development projects, preferably
overseas; technical writing skills; USAID experience preferred and other
value-added skills (i.e., web development, training, etc.)
