POSITION SUMMARY: Management Systems International is seeking candidates immediately for a Senior Project Manager for a Democracy and Governance Program in South America and/or Peru.  The positions are based in Washington DC, and the project will provide support to Peruvian governmental agencies in support of Anti-Corruption Programs.  The project will offer technical services to the agencies as well as assist them in public outreach efforts to gain citizen support for innovative approaches.

DISTINGUISHING CHARACTERISTICS

This position requires proven experience and knowledge of USAID ADS, AIDAR and business practices and Spanish fluency.  We are also looking specifically for an individual with USAID procurement and/or contract management background.

EXAMPLES OF DUTIES

„X     Responsible for the financial management of the project. Develop, recommend, and maintain accurate and current project budgets. Manage cost and quality controls in all project activities. Assist in development of procedures, policies, recordkeeping, and duties as required related to overall administration of the project, including procurement.

„X     Work with other departments, public agencies, subcontractors, and independent consultants on the implementation of project tasks, programming, and other activities for the project.

„X     Help to identify appropriate computer systems as needed.

„X     Direct the work of other staff and contract consultants retained to provide particular expertise in project studies, programming, development, design, or management. Participate in, or manage the selection, hiring, and development of these individuals. Act as the firm‘¦s representative in assisting consultants.

„X     Plan, prepare, and communicate schedules and progress records of projects‘¦ activities and expenditures, and assist others in establishing project schedules and milestones. Develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks.

„X     Establish systems for efficient management of subcontractor activities.

„X     Review, analyze, and prepare reports and other correspondence on all activities and transactions related to assigned tasks, and provide timely information and status updates on assigned tasks. Prepare and present comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required.

„X     Other related duties as required.

Job qualifications : QUALIFICATIONS

Demonstrable Experience in:

„X     Project Management procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring and management of the development projects.

„X     Cost estimating and tracking and scheduling for international development projects.

„X     Computer applications specifically related to capital project management, such as MS Project and MS excel.

„X     Principles and practices of personnel supervision and management.

„X     Fluency in both Spanish and English required;

„X     Minimum of 8 years of international development project management, with three to five years of overseas experience;

„X     Demonstrated experience in USAID procurement rules and regulations and/or contract management required (ADS, AIDAR, etc);

„X     Prior experience in Latin America beneficial.

Ability to:

„X     Keep complex projects on schedule and within budget.

„X     Coordinate and supervise complex international development projects.

„X     Accurately analyze situations and problems relating to complex projects, identify alternative solutions, project consequences of proposed actions, and implement an effective course of action in accordance with general policy and pertinent codes and regulations.

„X     Establish and maintain effective working relationships with those contacted in the course of performing assigned responsibilities.

„X     Read and interpret highly complex written material such as technical reports, contracts, and federal regulations.

„X     Prepare contract documents for professional services and projects and monitor performance.

„X     Assess plans and design concepts for the most complex projects.

„X     Utilize all commonly used project management software and project record systems.

„X     Supervise and train assigned staff.

The project is a three-year program funded by the Millennium Challenge Corporation (MCC) focusing on improving political rights, civil liberties, and accountability in Rwanda.  The program supports judicial capacity building, legislative reform, civil society/media strengthening, and police reform among other rule of law activities.

Position Summary:

MSI is seeking an experienced Rwandan Senior Civil Rights & Liberties Manager to provide long-term technical and administrative management for Component 3 that aims to promote civil rights and liberties in Rwanda. Component 3 will be implemented over a two year duration. Only Rwandan citizens will be eligible for this position.

Job qualifications : Qualifications:

•        Expertise working with media and journalists to strengthen professionalism and independence of media;

•        Experience in promoting human/civil rights vis-ΰ-vis the police a plus;

•        7+ years of relevant experience, particularly in civil rights promotion;

•        Knowledge of USAID/MCC rules and regulations a plus;

•        Experience working in Rwanda or other East & Central African countries;

•        Fluency in French.

Job description : Send a Cow is an international NGO set up in 1988 now working in 9 African countries.  Its vision is a world without hunger and malnutrition.  Its mission is to enable disadvantaged families in rural Africa to attain food and livelihood security by developing sustainable agricultural systems which integrate crops and livestock with social development.  Send a Cow (SAC) has been working in Rwanda for 7 years.

We are now seeking to appoint a Country Director for this established programme.

Key responsibilities

•        To work with staff, partners and the UK office to develop and implement organisational and programmatic strategies, policies and procedures

•        To develop and maintain on an annual basis, a rolling strategic plan and budget

•        To ensure results-based information management systems are in place

•        To monitor and report to the UK office on all SAC Rwanda performance and financial matters

•        To lead, manage, mentor and support the Rwandan Senior Management Team

•        To ensure effective financial and resource management including preparation of annual budget and accounts

•        To ensure the organisation has an appropriate strategy for generating and raising funds to finance its strategic plans

To ensure funds are managed to achieve value for money and in a transparent manner which can be explained to donors and supporters in the UK

•        To represent SAC to other organisations, government, partners and donors within Rwanda and more widely in the region

Job qualifications : Essential competencies

•        5 years’ experience in a senior management position, preferably in an NGO

•        Relevant Bachelors degree

•        Motivating a multi-disciplinary team

•        Promoting accountability and stewardship of resources

•        Working sensitively with community, government and religious organisations

•        Participatory strategic planning, monitoring and evaluation

•        Developing project proposals for funding

•        Skills and experience of budgeting

•        Fluency in spoken and written English and Kinyarwanda

•        Actively committed to Send a Cow’s Christian values and Cornerstones

Desirable competencies

•        Experience of working at grassroots level in rural development

•        Experience of working in livestock, agricultural extension and/or social development projects
