Project/Proposal
Summary: MSI was recently awarded a three-year contract with USAID/Sudan named
SUPPORT (Services Under Program and Project Offices for Results Tracking), and
tasked with responsibility for executing many functions normally associated
with the Missions Program and Communications offices.
Position
Summary: A Public Health expert is
required for the Presidents Emergency Plan for AIDS Relief (PEPFAR) in
Southern Sudan. The Public Health
Advisor for HIV/AIDS Prevention is responsible for coordinating, monitoring,
and evaluating a broad range of PEPFAR funded HIV prevention program activities
and studies in Southern Sudan. The Public Health Advisor will also serve as
advisor to the HIV/AIDS Commission and host country ministries (including
Ministries of Health and Education) and USG partners implementing prevention
activities. The duration of this assignment is one year.
Responsibilities
Serves as technical advisor to USG
partners, in strengthening and expanding their HIV/AIDS prevention programs,
focusing on non-duplication of services provided by other USG-funded
agencies.
Works closely with the government and
other collaborative organizations involved in HIV/AIDS prevention programs
(education/outreach, community mobilization, voluntary counseling and testing
(VCT), youth directed programs, and preventing mother-to-child transmission
(PMTCT), targeting highly vulnerable populations) to adapt and replicate
appropriate prevention strategies.
Monitors activities and collaborates
with each partner organization on a regular basis to make sure program results
are achieved by regular site visits and meetings with representatives of each
organization to review progress. Assess organizational needs such as inadequate
medical supplies, equipment, facilities, and staffing.
Provides updated technical information
on designs of practical training courses as required for various target
audiences on how to implement, monitor and evaluate HIV/AIDS prevention
programs, use M&E data and report progress to stakeholders. Conducts on the
job training sessions to ensure partner staff is up to date with prevention
protocols.
Leads site assessments of PEPFAR
prevention programs carried out by USG implementing partners such as,
collecting data and preparing technical assistance requests for the designated
agency leads, developing scopes of work as needed for the requests.
Prepares oral and written reports on the
progress of program activities which include monthly, quarterly and annually
and annual preparation of the Country Operational Plan for PEPFAR.
 Oversees the entire procurement process for
cooperative agreements and contracts related to prevention activities which are
developing the scope of work/program description, forming a review panel, and
reviewing applications.
Manages performance of cooperating
partners/contractors, carries out technical reviews, reviews progress
frequently, identifies potential issues and
recommending actions.
Provides oversight on all administrative
related activities, such as reviewing budget requests, monitoring use of funds,
quarterly pipeline review/budget status reports, following up on irregular
findings, providing advice for realignment of budgets, and completing accruals
quarterly.
Provides interagency coordination by
representing USAID/Sudan at technical, policy and strategic planning meetings,
including meetings with collaborators and donor agencies and briefs agency
officials.
Represents USAID in discussing and
developing financial commitment proposals for HIV Prevention programs at
administrative and strategic planning meetings.
Serves as chair or rotating chair on
inter-agency technical working groups to ensure effective coordination of work
plan development, implementation strategies, and evaluation plans for all USG
agency Prevention activities in Southern Sudan.
Serves on intra- and inter-branch PEPFAR
projects, frequently taking the project lead role.
Job
qualifications : Qualifications
Masters (MPH, MSHP) Degree or host
country equivalent in public health, nursing, health policy, public
administration, or social sciences is required.
Eight years of mid-to-senior level
public health experience in developing, implementing and evaluating HIV/AIDS
Prevention or other public health programs that involve coordination with an
international agency or implementing partner is required. One additional year
of experience at the managerial level with multiple staff is required.
Professional seminars to expand
knowledge, skills and abilities in HIV/AIDS prevention, counseling and testing,
behavior change, care and treatment, program evaluation, practices, procedures,
and administrative and fiscal management. PEPFAR and agency specific training
in approaches to program design, implementation and reporting. Agency-specific
leadership development training, and CTO or Project Management of
grants/cooperative agreements and contracts training are required.
English proficiency and knowledge of one
language of Southern Sudan.
Working knowledge of USAID operations,
rules, regulations, procedures, and priorities required; previous experience
working for the US government, US-funded projects or other international donor
agency is highly desirable.
Detailed knowledge of the host
government health care system and structures including familiarity with
Ministry of Health (MOH) policies, program priorities and regulations is
required.
Demonstrated ability and willingness to
carry out administrative, performance reporting, and financial procedures with
multiple inputs from a wide range of government, faith-based, and
non-governmental partners.
This

Position
Summary: Management Systems International is seeking a Spanish-speaking Senior
Project Manager for immediate start at our headquarters in Washington, DC. The incumbent will work 75% on primary Senior
Project Manager duties, managing various projects MSI
holds. The remaining 25% will be allocated to our Democracy and Governance
Program in South America and/or Peru. The project will offer technical services
to the agencies as well as assist them in public outreach efforts to gain
citizen support for innovative approaches.
Distinguishing
Characteristics:
This
position requires proven experience and knowledge of USAID ADS, AIDAR and
business practices and Spanish fluency.
We are also looking specifically for an individual with USAID
procurement and/or contract management background.
Examples
of Duties:
Responsible for the financial management
of the project. Develop, recommend, and maintain accurate and current project
budgets. Manage cost and quality controls in all project activities. Assist in
development of procedures, policies, recordkeeping, and duties as required
related to overall administration of the project, including procurement.
Work with other departments, public
agencies, subcontractors, and independent consultants on the implementation of
project tasks, programming, and other activities for the project.
Help to identify appropriate computer
systems as needed.
Direct the work of other staff and
contract consultants retained to provide particular expertise in project
studies, programming, development, design, or management. Participate in, or
manage the selection, hiring, and development of these individuals. Act as the
firms representative in assisting consultants.
Plan, prepare, and communicate schedules
and progress records of projects activities and expenditures, and assist
others in establishing project schedules and milestones. Develop critical path
or project flow diagrams to plan, set and evaluate progress on project tasks.
Establish systems for efficient
management of subcontractor activities.
Review, analyze, and prepare reports and
other correspondence on all activities and transactions related to assigned
tasks, and provide timely information and status updates on assigned tasks.
Prepare and present comprehensive administrative, fiscal, statistical and
technical studies, reports, evaluations, specifications and correspondence as
required.
Other related duties as required.
Job
qualifications : Qualifications:
Demonstrable
Experience in:
Project Management procedures for
planning and processing international development projects, and for
establishing plans, specifications, monitoring and management of the
development projects;
Demonstrated experience in USAID
procurement rules and regulations and/or contract management required (ADS,
AIDAR, etc);
Minimum of 8 years of international
development project management, with three to five years of overseas
experience;
Cost estimating and tracking and
scheduling for international development projects;
Computer applications specifically
related to capital project management, such as MS Project and MS excel;
Principles and practices of personnel
supervision and management;
Fluency in both Spanish and English
required.
Ability
to:
Keep complex projects on schedule and
within budget.
Coordinate and supervise complex
international development projects.
Accurately analyze situations and
problems relating to complex projects, identify alternative solutions, project
