description : AIR’s International Development Program
seeks to enhance the capacity of developing countries to improve their quality
of life through education and social development. We have worked in
collaboration with local partners in more than 80 countries over the past three
decades. In partnership with others, we seek to: ensure children’s equitable
access to all levels of education; improve the quality and relevance of
education; and empower individuals, communities, and institutions as agents of
social and behavioral change. Headquartered in Washington, DC, AIR is
recruiting candidates for the position of Senior Education Specialist for a
proposed international education program in Peru.
The
Senior Education Specialist will provide leadership in developing the technical
aspects of this project in collaboration with the Chief of Party and Project
Manager.
ESSENTIAL
JOB FUNCTIONS:
•
Provide leadership in developing the technical aspects of this project in
collaboration with the Chief of Party and Project Manager.
•
Provide technical assistance/advice to the Ministry of Education (MOE), school
communities, other stakeholders, and other project team members in
developing/refining school quality standards
•
With MOE curriculum designers, review and assist in revising basic education
syllabi and curriculum and in developing the scope and sequence. Observe
classroom practices in model classrooms in relation to the new curriculum.
Advise Curriculum Development Department (CRDD) about revisions.
•
Assist in developing and testing learning materials that reflect revised
curriculum. Advise MOE and Teacher Training Advisor about other appropriate
instructional technologies.
•
Observe the use of new instructional materials in model classrooms.
•
Collaborate with the MOE teacher training personnel and the Team Leader and
Teacher Training Advisor to develop teacher training and classroom
instructional programs that use the technologies.
•
Collaborate with MOE assessment personnel and assessment specialist in
monitoring, evaluating the use of the technologies in model classrooms, and
assessing the results in regard to classroom performance.
•
Oversee the work of, and provide guidance to, short-term consultants recruited
to provide assistance to this project component.
•
Continually assess progress toward project results and modify and revise
activities.
Job
qualifications : • PhD in Education or a related
field.
•
8 years of experience working in education in developing countries, with
special emphasis on primary education, teacher training and development and
production of teaching/learning materials
•
5 years of hands-on experience working in Latin America, to include experience
in working successfully with ministries of education, networks of educators,
employers’ organizations and trade union representatives or comparable
entities.
•
Excellent oral and written communication skills and strong interpersonal skills
are required.
•
Fluency in Spanish and English

description : Organizational Background: In 1987, a group of North American doctors
and nurses, many of whom had worked as cooperantes in
post-independence Mozambique, formed the Mozambique Health Committee (MHC) to
support the government¡¦s commitment to social justice, equity in access to
health care, and an internationally recognized model of Primary Health Care.
The early work of MHC (which later became Health Alliance International [HAI])
focused its support on the public health sector during the proxy war fomented
by the apartheid governments of South Africa and Rhodesia. After the peace
accords in 1992, MHC/HAI expanded its efforts to rebuild health service
capacity through the provision of health workers, training, and material
support for the emerging Mozambique health system. Over the past 20 years HAI
has continued to work to support comprehensive Primary Health Care, with a
focus on integrating new interventions in the areas of HIV/AIDS, maternal and
child health, tuberculosis, malaria, nutrition, public health education,
laboratory and operations research.
The
key element of HAI¡¦s approach involves partnering with the Ministry of Health
(MOH) to strengthen existing services and promote innovative new programs. HAI technical staff share offices and work
side by side with local health system counterparts to develop and implement
programs and services for integration into MOH strategies.
HAI
currently has field offices in Chimoio, (Manica Province), Beira (Sofala
Province), Nampula (Nampula
Province) and Tete (Tete
Province) where we work closely with the district-level and provincial-level
officials of the Ministry of Health (MOH). HAI is also supporting the Ministry
of Health¡¦s Operations Research Center in Beira. Our Maputo office works
closely with national MOH departments, particularly the Department of Medical Care,
which oversees the national scale-up of HIV/AIDS treatment and care.

Job
summary: The clinical advisors of HAI are key professionals who work to improve
health care delivery through the existing health system in Mozambique. Clinical advisors work within the clinics and
hospitals of the Mozambican health system, providing mentoring and clinical
technical assistance to local health professionals and para-professionals,
mainly on HIV/AIDS and related health issues and support the districts in the
formulation and implementation of their health plans.
Responsibilities:
ľ Assume
primary responsibility for assisting the clinical implementation, record
management and follow-up of HIV care and ART (Antiretroviral Treatment)
management, including training and research activities with special focus in
the development of sustainable systems.
o Coordinate and/or oversee HAI¡¦s
activities regarding training, supervision, follow-up and assessment of HIV and
anti-retroviral care offered to HIV+ persons.
o Provide technical assistance on the
integration of the tuberculosis and HIV care programs.
o Provide technical assistance and/or
support other HAI field office staff.
o Work with the Ministry of Health (MOH)
and NGOs to support the goals of the HIV program.
o Support the health facilities and
districts under your responsibility on issues concerning the strengthening of
program monitoring and evaluation.
o Apply tools for quality control and
detection of adherence and treatment failures.
o Coordinate plans and activities with
other HAI Clinical Advisors.
o Attend relevant program meetings and
represent HAI, as needed.
ľ With MOH
officials, assist the introduction of comprehensive care and treatment for HIV
into health facilities, including development of workplans,
provision of equipment, and designing patient flow mechanisms for efficient
follow-up services for HIV+ patients.
ľ Promote the
on-going training of Mozambican medical doctors, nurses and all other staff
involved in the running of the ART program in facilities managing the
day-to-day care of patients.
ľ Provide
technical assistance and mentoring to MOH physicians, physician¡¦s assistants,
pharmacy technicians, logisticians and social workers to support social and
community outreach with community based organizations.
ľ Support the
district health departments in the formulation, implementation and follow up of
their local health plans.
ľ Collaborate
in the creation of operations research protocols.
ľ Report to
HAI¡¦s ART program manager in each respective province and work in
collaboration with other Clinical Advisors and the MOH partners.
ľ Submit
monthly reports as required by funding agencies.
ľ Prepare
manuscripts for publication based on project work.
ľ Participate
as a member of the ART team in the use of funds budgeted for the program

qualifications : Qualifications:
• Medical degree (MD)
• Masters in Public Health (MPH)
• Clinical experience in pediatrics,
infectious disease, obstetrics/gynecology, tuberculosis or other relevant
clinical area
• Experience in care of persons with
HIV/AIDS, including administration of ART
• Two years of work
experience in public health
• Two or more years
of professional experience in developing countries
• Fluency or good working knowledge of
Portuguese or other romance language is required. If not fluent in Portuguese, must have
willingness to study to gain fluency.
Fluency or good working knowledge of English (written and spoken) is
required.
Other:
• Ability and serious interest in working in
the field. Travel in-country may be between 50-75%. In 2008 -2009 we will begin
decentralizing and Clinical Advisors may be required to live in the rural
districts.
• Proficiency in Word and Excel computer
applications
