The
accession to the EU will
constitute a tremendous opportunity for BiH to
rapidly and drastically raise its levels of human development. In recognition
of this, it is a policy of UNDP to support accession processes in the entire
Balkan region. UNDP also stresses the need to ensure that the benefits derived
from EU integration reach the poorest and most disadvantaged segments of
society. This can only take place by strengthening local governance processes
and institutions so that policies and resources adequately address priority
needs identified with the participation of all the concerned actors. This
additionally requires partnership building between municipal authorities and
private and civil society actors. Strengthening public private partnerships as
well as civil society engagement is particularly imperative, since it will be a
requirement for absorbing future EC funding.
Over
the last ten years, the UNDP Mission in BiH has
gained significant experience in mobilizing local communities and involving
them in the entire project cycles, i.e. design and implementation of projects.
It had developed a close working relationship with various partners in BiH, including government representatives, NGOs, and
business sector representatives.
UNDP’s local governance
activities focus on strengthening capacities for democratic governance and
social inclusion. It aims to ensure an enabling environment for social
inclusion via creating of linkages between the activities aimed at
strengthening local governance and those fostering local economic development.
It promotes an integrated and participatory approach to local policy design and
service delivery with a strong emphasis on “on the job” training for local
capacity development.
UNDP’s response to local
governance challenges includes a number of different programmes presently
implemented in over 40 municipalities throughout Bosnia and Herzegovina
(B&H).
In 2007/ 2008, the UNDP local
governance portfolio has been undergoing an intensive programming phase, which
resulted in the setting up of a cluster of new local governance initiatives.
While UNDP will continue to
focus on institutional capacity building (strategic planning, project management,
resource management and municipal training support) at the local level,
relevant UNDP local governance initiatives have been clustered under a joint
programme and management structure, with the aim to create better synergies
between projects, as well as with a view to intensify UNDPs efforts to upscale
its broad grassroots experience to the overall B&H policy level.
The following multiyear
interventions of the UNDP local governance portfolio form core pillars of the
new joint programme: (1) a project targeting a Training System for Local
Government in B&H (MTS – Municipal Training System Project) is designed to
contribute to the professionalism of local public employees and the
sustainability of local capacity development in BiH;
(2) the Integrated Local Development Programme (ILDP) aims at fostering a
B&H wide approach of integrated, socially inclusive local development
planning, building and expanding from the RMAP (Rights Based Municipal
Development Programme) and other similar experience in BiH
and the region with social inclusion as the overriding goal; (3) a third
programme (LOD – Strengthening of local democracy) will focus on strengthening
and institutionalising cooperation between Municipalities and CSOs with regard
to local service delivery and project implementation.
Under the overall supervision of the UNDP DRR and the
direct supervision of the ARR/Programme, the
incumbent will act in the combined function as Team Leader of the local
governance portfolio and as Chief Technical Advisor to the Municipal Training
System Project (MTS). He/ she will be
responsible to strengthen and build further the key role of UNDP in support to
local governance and building of capacities of national counterparts in BiH.
Core duties and responsibilities will include the
following:
§ Act as the team leader for the Joint Programme on Local Governance
§ Act as international Project Manager/ CTA to the MTS project to
ensure sustainability of UNDPs local governance capacity building efforts,
§ Supported by respective project managers and the local
governance policy analyst, oversee the effective, transparent and accountable
implementation of all projects of the portfolio, including strategy setting,
planning, activity design, financial and personnel management,
§ Initiate, lead and support the design and start up of
related initiatives at local level, such as programme
design in the area of social housing and rural development
§ Closely cooperate with other UNDP portfolios,
especially within the PAR and Social Inclusion portfolio teams
§ Further strengthen UNDPs position as a credible and
technically sound partner for national counterparts, with a view to engage in
long-term partnership building and joint project development
§ Ensure coordination with other local governance and
decentralization projects and international actors in the local governance
field
§ Ensure anchoring of results in national structures and
build sustainable partnerships with relevant local partners
§ Promote networking and knowledge sharing within UNDP
and the UN System
§ Advocate for good local governance, social inclusion
and co-ordination of results and implementation
1.
Function / Expected Results
Leadership
Provide
overall leadership oversight and management of the UNDP’s ongoing and
forthcoming programmes under the joint programme of the local governance portfolio. This will
include advice and support to UNDP projects and Government(s) in Bosnia and
Herzegovina on specific national priorities in the area of local governance and
decentralization, including,
a.
development of policy documents
for local governance and decentralization,
b.
designing capacity building
strategies to support reform process,
c.
introducing effective service
delivery techniques and accountability mechanisms,
§
Identify needs for additional
technical support and expertise to support the ongoing local governance
projects as well as leading/supporting the process of designing and operationalising new projects in the sector,

In cooperation with the other
Portfolio Managers and in consultation with international multi- and bi-lateral
donors, preparing and assisting in the implementation of resource mobilization
and partnership strategies in the area of local governance reform.

§ Oversee and guide
the timely and effective role out of the MTS project components (training needs
assessment, training strategy development and establishment of training support
facilities),

work of the MTS deputy project manager, the MTS training expert, HR specialists
and other project team members and conduct staff performance reviews in
accordance with UNDP rules, regulations and procedures,
§ Oversee the timely
preparation and updating of work plans and budgets,
§ Manage financial
allocations and approve expenditures according to authority delegated, and
ensure timely payments in accordance with UNDP rules and regulations,
§ Monitor and analyze
the project environment and progress, using applicable M&E and risk

§ Play an active role in policy advice and strategic
thinking on decentralization, local governance, urban and rural development and
service delivery,
§ Liaise and co-ordinate with government(s), donors,
other UN Agencies, NGOs and municipal associations as well as regional agencies
operating complementary activities and innovations, and provide feedback to the
UNDP and programme partners,
§ Play an active role in support of donor relations and
resource mobilization,
§ Encourage full participation of all the stakeholders
in order to promote empowerment and ownership of national counterparts,
§ Guide and ensure close collaboration with key project
partners (the Association of Cities and Municipalities, municipalities, CSOs,
entity line ministries and relevant state ministries) and give support to their
capacity development,
§ Advise and assist the programme
board and/or UNDP Senior management in preparing for high level consultation
meetings with donors and government authorities on local governance,
decentralization and service delivery assistance strategies,
§ Ensure regular communication and coordination with
donors and partners and develop and maintain effective mechanisms for
integrating and responding to their feedback and insights,
§ Liaise constantly with the UNDP senior management and
partners on strategic positioning issues within the national local
governance context, as well as on strategic areas of focus and substantive
directions to be tackled by the programme.

§ Support and guide the continuous process of refinement
of UNDP local governance activities in the area of advice and technical
assistance to policy and legal framework reform, institutional development and
capacity building, and investments for local development,
§ Supervise and guide the work of the UNDP local
governance policy analyst related to policy development and research and ensure
sharing of findings and recommendations within and outside of UNDP,
§ Supported by the UNDP local governance policy analyst,
and in close coordination with the UNDP Social Inclusion Unit policy functions,
promote strategies to operationalise and implement
relevant initiatives; including support to social housing and rural development
programming,
§ Support the reform agenda for the Ministry for Human
Rights and Refugees to make it more developmental and strengthening its ability
to fully take up its social inclusion mandate and functions,
§ Provide technical support and guidance to national
stakeholders, in close collaboration with the UNDP Social Inclusion Unit and
the UNDP local governance policy analyst, in providing leadership for dialogue
with other key sector ministries on decentralization;
Work
closely with UNDP CO to ensure that the programme is
contributing effectively to fulfilling CO objectives and in a manner that
strengthens UNDP’s strategic position among donors and as an effective
conduit for development aid in support of local development through local
authorities
§ The general impact of this post will be reflected in
the results achieved by the various UNDP local governance cluster projects and programmes on sustainably improving the performance and
professionalism of local governance in BiH,
specifically regarding the enhancement of the efficiency and effectiveness of
the local authority system in local policy and project design, improved local
service delivery, strengthening of local democracy, governmental and civil

In
December 2006, UNDP and the Government of Spain signed a long-term agreement to
establish a new fund to accelerate efforts to reach the Millennium Development
Goals (MDGs), and to support UN reform efforts at the country level. The
Spanish Government has committed €528 million to the MDG Achievement Fund
(MDG-F), to be programmed between 2007 and end-2010. The Fund operates through
the UN development system and finances, typically, collaborative UN activities
that leverage the clear value-added of the UN in the sector and country
concerned, particularly where the UN’s collective strength is harnessed in
order to address multi-dimensional development challenges. Fifty-seven
countries were eligible to apply for assistance from the Fund, and Bosnia and
Herzegovina (BiH) is one of them.
The
MDG-F (www.undp.org/mdgf) is intervening
in a number of thematic areas, including democratic governance, gender equality
and women’s empowerment, basic social services, economic and private sector
development, environment and climate change, culture and development, and
conflict prevention and peace building. Specifically, the funding window for
intervention in the thematic area of culture and development seeks to support
countries in the design, implementation and evaluation of effective public
policies that promote social and cultural inclusion, and facilitate political
participation and the protection of rights. The Fund also seeks to support
efforts to promote cultural and creative industries and to generate the data
and information necessary for the effective formulation and monitoring of
policies on diversity, culture and development.
The
UN Country Team in BiH (UNCT), represented by UNDP,
UNESCO and UNICEF, under the leadership of Resident Coordinator, submitted a
proposal for a programme titled: “Improving Cultural
Understanding in Bosnia and Herzegovina”. This joint programme
proposal recently received final approval, with an award in the amount of
US$8.0 million.
The
planned intervention contains four outcomes that will work in a mutually
supportive manner to improve cross-cultural understanding, enhance inter-ethnic
tolerance and maximize the economic benefits of cultural industry development.
The proposed initiatives will, in turn, contribute to the achievement of MDGs
1, 2, 3 and 8. The four outcomes have been selected to correspond with the BiH Government’s priority areas. These outcomes have been
designed to build the capacity of different key actors in BiH’s
cultural development context, recognizing their specific roles and comparative
areas of expertise.
The
joint programme aims to strengthen cross-cultural
understanding by
• Developing
and implementing cultural policies and legal frameworks
• Improving
cross-cultural understanding at the community level
• Strengthening
the cultural industries
• Improving
tolerance levels towards diversity.
Within
the Joint Programme, UNDP’s activities are focused on
four key areas. Activities in the first component will analyse
the culture sector in BiH and will work towards the
harmonization of cultural data collection in BiH. The
information gathered will feed into supporting the government in the
preparation of a National Cultural Development Strategy (in collaboration with
UNESCO). These activities focus on strengthening the capacity of government in
agenda-setting and policy development for culture. Activities in the second
component focus on improving cross-cultural understanding at the local level
through supporting a series of community-based, intangible cultural projects.
The activities in this outcome are intended to deliver positive cross-cultural
messages in the interest of increasing respect, understanding and tolerance.
Within the third component, UNDP’s activities aim to promote cultural tourism,
with a particular emphasis on engaging the private sector in its role as a
driver of growth and economic inclusion. Finally, activities in the fourth
component aim to stimulate the production of more inclusive messages in the
media, by encouraging public awareness, discourse and debate on BiH’s uniqueness as a complement to consensus-building
carried out through participatory processes. Here, the activities also intend
to improve the capacity of media providers to deliver messages in a culturally
sensitive manner. UNDP’s activities, within the Joint Programme,
have been designed to be mutually supportive; to complement the activities of
the other participating agencies, and to contribute to the overall outcomes of
the joint programme.
Under
the direct supervision of the National Programme
Manager and Coordinator (NNPMC), the UNDP Programme
Specialist (PS) will assume overall responsibility for both the provision of
substantive technical advice and guidance in fields of expertise relevant to
this programme and contribute to project management
in support of the project staff. In cooperation with the NNPMC, the PS will
make a substantial contribution to the daily management and implementation of
the UNDP programme activities, including direct
responsibility for project components where deemed appropriate. S/he will also
be responsible for providing expert inputs and advice to the PM Committee on
issues arising from the implementation of the programme.
Core duties and responsibilities will include the

Support the
implementation of all the UNDP components of the programme,
being responsible for:
Programme Management
·
Ensuring that all the individual programme objectives are implemented in
a coherent and integrated way as well as in a timely manner, aimed at achieving
a maximum level of synergy between the activities;

Ensuring that
the programme is implemented in full compliance with the principles of
Results-based Management;
·
Supporting the organisation of evaluations and consultants;
·
Arranging for knowledge
management and continuous learning;
·
Contributing
to building a strong team which can understand and carry out the diverse range
of programme activities.
Capacity
Building and Technical Guidance
·
Devising and
coordinating capacity building components with local partners, including
dialogue and collaboration with UNICEF and UNESCO on similar activities;

strengthening of the effective local level participatory processes in cultural
development/cultural tourism;

technical guidance in the development of national strategies for cultural

leadership and technical guidance to activities in the field of culture and
media, in collaboration with UNICEF’s communication experts;

Programme’s methods and overall strategy maximize the
achievement of the objective goals;

In collaboration
with UNESCO, providing technical support and guidance to national stakeholder
implementation, and contributing to the dialogue with other key sector
ministries on cultural development;
·
Enhancing,
whenever possible, the capacity building focus of the programme;
·
Contributing
to developing the capacity of staff in the programme
team.

key result of the PS’s work will be achieving the successful implementation of UNDP’s
components of a high quality and sustainable joint programme
that will make a significant, positive impact on Bosnia and Herzegovina’s
development, , by building on cultural diversity, enhancing social inclusion,
and assisting BiH in achieving the MDGs.
The
UN Joint Programme Document “Improving Cultural
Understanding in Bosnia and Herzegovina” will contribute significantly to the
achievement of the MDG Goals in Bosnia and Herzegovina, through building upon
cultural diversity and drawing upon BiH’s rich multicultural
heritage to foster greater levels of social inclusion, in the context of the
country’s EU accession agenda.
