Project/Proposal
Summary:
The
project is a three-year program funded by the Millennium Challenge Corporation
(MCC) focusing on improving political rights, civil liberties, and
accountability in Rwanda. The program
supports judicial capacity building, legislative reform, civil society/media
strengthening, and police reform among other rule of law activities.
Position
Summary:
MSI
is seeking an experienced Rwandan Media Strengthening Manager to provide
long-term technical and administrative management for Component 3 that aims to
promote civil rights and liberties in Rwanda\'s. Component 3 will be
implemented over a two year duration and will focus, in part, on strengthening
journalistic skills and promoting media freedom. Only Rwandan citizens will be
eligible for this position.
Responsibilities:
Lead and coordinate activities related
to media strengthening activities associated with Component 3 of this complex
program;
Build the capacity of media
associations and journalists;
Interface with Rwandan media actors,
Rwandan government, MCC secretariat, ministry heads, civil society, and other
relevant stakeholders;
Support monitoring and evaluation
efforts related to Component 3 to assess if progress is being made and to
adjust tasking when needed.
Job
qualifications : Qualifications:
Expertise working with media and
journalists to strengthen professionalism and independence of media;
Experience in promoting human/civil
rights vis-ΰ-vis promoting media professionalism a plus;
7+ years of relevant experience,
particularly in media capacity building;
Knowledge of USAID/MCC rules and
regulations a plus;
Experience working in Rwanda or other
East & Central African countries;
Fluency in French.

Project/Proposal
Summary:
At
the end of 2007, MSI was awarded a three-year contract with USAID/Sudan. MSI is
tasked with responsibility for executing many functions normally associated
with the Missions Program and Communications offices. MSI will establish an
office compound suitable for USAID and partner meetings in Khartoum, as well as
at several sites in Southern Sudan and will facilitate VIP visits. Read more here.
Position
Summary:
MSI
has an immediate opening for a MIS Specialist based in Juba, Sudan to design,
implement and support our technology requirements for existing staff and
planning for a network that will support up to 30 staff in Juba. The MIS Specialist will establish a
functional network and support the day-to-day desktop support for all staff and
orientate short-term consultants upon their arrival to the field. The MIS Specialist will report to the Team
Leader for Knowledge Management, but will also work closely with the Logistics coordinator,
Financial Manager and Operations Specialist for procurement, budgetary and
inventory requirements.
Responsibilities:
Ensure the operation of a field-based
network for approximately 30 regular staff (not including short term
consultants) that will provide a central storage location for projects files,
network printing and the continuous operation of internet services via VSAT;
Prepare and implement a disaster
recovery solution which would include devising a method of backing up project
data from a central storage device;
Manage inventory of all IT and
communications related hardware including cell phones, satellite phones,
project computers and network devices and ensure that inventory checked out to
short term consultants is returned before their departure;
Provide remote assistance to Khartoum
based staff (1-3 persons) and coordinate with MSI/DC IT department as necessary
to ensure proper function of email services;
Assist in the development of creative
solutions that will enhance the communications between staff in Sudan and DC.
Job
qualifications : Qualifications:
5-10 years of relevant network/desktop
support experience required;
Experience with VSAT internet
technologies is required;
Regional and USAID contracting
experience is preferred;
Computer-related certificates or degrees
preferred;
The ability to travel between Juba and
Khartoum may be required;
A successful candidate should possess a
proven ability to have a customer oriented service style in a stressful
environment. Strong trouble-shooting

Background:
The
Iraq LSP program is at the cutting edge in promoting a new era of political
stability in Iraq. The program of technical assistance is designed to improve
the functioning of the Council of Representatives (COR) the highest body of
democratic institutions in Iraq. The AECOM/MSI team of long- and short-term,
international and local specialists will build the capacity of the members and
staff of parliament to debate laws in a formal constructive environment, form
and run parliamentary committees, analyze and properly vet proposed legislation,
improve the functioning of the Speakers Office in its role as Parliamentary
oversight, improve the ability of parliament to oversee the executive branch
and national budget, and ensure greater participation of political parties from
all factions and regions. The Mentor
will participate on a team of international and Iraqi long- and short-term
advisors providing technical assistance (advice and guidance, training,
organizational development and other capacity building services) to program
counterparts such as members and staff of the COR, committees of the COR, and
staff of the PDC.
Overall
Responsibilities:
Guide and mentor the interim and
subsequent senior leadership of the PDC as they establish and staff the PDC;
and as they offer services and products to the COR during the start-up phase
and subsequently during the initial, regular operations of the PDC.
Become familiar with the LSP scope of
work (copy provided as supplement to this document).
Seek to strengthen the quality of PDC
leadership by sharing his/her experience in managing similar research and
training institutions, and drawing upon his/her knowledge of international best
practices.
Work with the COP and other team members
to understand evolving political, organizational and technical context for the
LSP and the PDC, and client and counterpart expectations.
Based on understanding of context,
expectations and knowledge of comparative international experience support the
implementation of LSP Objective 1.
Provide counsel in the start-up and
organizational roll-out of training programs, research programs and the
\"Fellowship and Internship Program\" as integral programs of the
PDC.
Supervise LSP personnel and consultants
if requested by the COP.
Provide quality assurance and quality
control for activities implemented under his/her responsibility.
Stay abreast of best practices in
technical fields related to the project scope.
Alert the COP and others on the project
management team if unusual risks or liabilities are identified that could
undermine or jeopardize the safety of the team or the ability of the AECOM/MSI
team to achieve the desired LSP results.
Actively promote good will and effective
working relationships with all implementing partners including clients, subcontractors,
host country counterparts, the project field team and the AECOM home office.
