Summary:
This
project will assist the Government of Rwanda (GOR) in developing the capacity
of Rwanda’s justice sector. This two-year justice sector capacity building
project aims to strengthen the professionalism, impartiality, and independence
of the judiciary, and facilitating the implementation of Rwanda’s legislative
reform agenda. It also aims to improve the effective engagement between
government and civil society, particularly in the areas of policy formulation
and development planning.
Position
Summary:
MSI
is seeking an experienced, IT Support Manager to provide long-term technical
and administrative management of tasks related to providing IT and
communication technology support to judicial institutions in Rwanda. Only
Rwandan citizens are eligible for this position.
Responsibilities:
• Design and/or tailor IT
solutions/software for drafting or tracking legislation and creating databases
for judicial institutions;
• Provide training for judicial sector
professionals on practical software programs and databases;
• Serve as the resident expert on IT
support to judicial institutions;
• Provide troubleshooting assistance to
resolve technical issues as they arise.
Job
qualifications : Qualifications:
• Bachelor’s degree or advanced degree in
relevant field from accredited university;
• Minimum 5 years of progressive work
experience in designing, coordinating, and delivering IT
solutions/software/databases for tracking complex data and information;
• Fluency in French reading, writing, and
speaking required;
• Experience with USAID, MCC or other
federal funding organizations a plus;
• Fluency in French and ability to speak
proficient English is required.

• Supervise a team of local finance and
administrative professionals;
• Support the Chief of Party in budget
planning and monitoring;
• Maintain timely and accurate financial
information;
• Work closely with MSI partner and
sub-contracting organizations;
• Maintain responsibility for all
financial reporting to MSI HQ and USAID, in coordination with the Chief of
Party.

• Degree in finance, accounting or related
field from accredited university;
• Prior experience as a Director of

building for a Law Reform Commission;
• Create and revise and/or teach judicial
skills curricula;
• Advise senior government officials on
draft law and legal issues;
• Conduct legal research and analysis;
• Communicate with civil society on legal
reforms, draft laws and law amendments;
• Create legislative drafting
guides/handbooks;
• Implement or train users in legislative
tracking tools.

• Advanced degree in relevant field from
