Georgetown University Institute for Reproductive Health addresses global
reproductive health and family planning issues through a research-to-practice
agenda. Our emphasis is on fertility

awareness for youth as an approach to empowering them to make healthy
decisions; and strategies to improve the quality of HIV/AIDS services by
reducing stigma and discrimination. The
Institute partners with a wide range of organizations both globally and in the
countries in which we work, conducts research, builds capacity, and provides
technical assistance to public and private-sector organizations in developing
countries and the U.S.
The
Senior Program Officer (SPO) has programmatic responsibility for overseeing and
guiding scale-up of fertility awareness-based family planning methods in up to
three countries, responding as needed to short-term technical assistance
requests both domestically and internationally, and proactively identifying
and/or responding to new business and partnership opportunities. The SPO will liaise with donors and other
partners to promote the Institute’s work and mobilize resources to support its
mandate. S/he also will help distill
country program and research experiences to the global level in order to
document and contribute to defining better models and practices of
scaling-up.
Critical
outcomes of this position for the next 12 months:
1-
Ensure a smooth program transition from SDM introduction to wide-scale
integration efforts that lead to sustainable, quality SDM services: work with
Institute staff in up to three selected focus country programs to develop and
implement strategic scale up / integration plans and manage the changing
Institute roles in technical assistance and scaling-up.
2-
Contribute to an intensive monitoring and evaluation effort to document the
scale-up process: work with Institute faculty and staff in Washington DC and in
focus countries to distill and communicate lessons learned.
Job
qualifications : Qualifications
Education
• Master’s degree or doctorate in public
health, social sciences, or international development required (this is a
research faculty position at Georgetown University without teaching
responsibilities)
Experience
• 7-10 years experience managing health/RH
programs required
• Mid-level management of USAID-funded
programs required, experience with senior level management preferred
• Experience effectively mentoring or
coaching mid /senior level professionals
• Multi-country Africa experience
required, with additional experience in other regions desired
• Broad knowledge of international
development, with specific knowledge of family planning and women’s health
issues in developing countries
Skills

In
consultation with the Director of Research, the M&E Specialist will lead
monitoring and evaluation of the FAM Project with a focus on providing good
quality data for documenting FAM scale up and adjusting program efforts. S/he
will provide the necessary support to help IRH country and technical teams
collect accurate and complete information about FAM scale-up; understand the
value and meaning of the data they collect; analyze and apply results to their
work; and disseminate results internally and externally. The M&E Specialist
will liaise with donors and partners as needed to support monitoring and
evaluation activities and to share results. This person will also help
synthesize M&E results to contribute efforts to document and contribute to
defining better practices of scaling-up activities of FAM for a global
audience. This position is designated
key personnel on a five-year projected funded by USAID.
Critical
outcomes of this position for the next 12 months:
1- Ensure that good quality baseline data are
available in a timely manner to IRH field and DC staff in an accessible,
easy-to-use format.
2- Finalize streamlined, user-friendly
indicators, tools and systems for routine data collection and train staff in
their use.
3- Regular utilization of baseline and
routine monitoring data for reporting (country reports, annual USAID progress
report), decision making (programmatic and financial) and information sharing
(presentations and publications).
Job
qualifications : Qualifications
Education
• Master’s or Ph.D. in public health,
epidemiology, social sciences or other field related to monitoring and
evaluation required. (This is a research faculty position at Georgetown
University without teaching responsibilities).
Experience
• 5-7 years work experience in monitoring
and evaluation of international reproductive health projects required, experience
at senior level management preferred.
• Experience using existing routine
information systems (e.g., MOH HISs) and doing secondary data analysis for
M&E purposes.
• Experience providing technical
assistance on the use of data for planning and decision making.
• Experience in the development and use of
measurement methods for monitoring and evaluating reproductive health programs.
• Broad knowledge of international
development, with specific knowledge of family planning and women’s health
issues in developing countries.
Skills
• Strong skills and experience in
quantitative and qualitative research.
• Excellent written and oral communication
skills including communication of technical issues to non-technical audiences.
