Summary:
The
project is a three-year program funded by the Millennium Challenge Corporation
(MCC) focusing on increasing civic participation and civil society input into
national public policy formulation and implementation in Rwanda.
Position
Summary:
MSI
is seeking an experienced, Senior Civil Society & Advocacy Strengthening
Manager to lead activities in strengthening civil society organizations to
participate in national and local policy formulation and implementation and
advocate for public interests. *Please Note: This is a local position. Only
Rwandan citizens will be eligible for this position.
Responsibilities:
• Lead and coordinate activities to:
 Build the capacity
of Civil Society Organizations (CSOs) and citizens to interact effectively with
the government, private sector, and media;
 Promote civil society capacity building for
strengthened advocacy, monitoring and participation in policy formulation and
implementation;
 Strengthen CSO organizational capacity,
independence and financial sustainability;
• Provide technical assistance to CSOs in
developing and implementing advocacy and watchdog activities and in
participating in policy development and implementation;
• Lead activities to mobilize CSOs to
monitor implementation of the code of civil service;
• Contribute to and participate in grants
programs development and implementation;
• Coordinate activities of the program
partners in the regions;
• Interface with Rwandan government, MCC
secretariat, ministry heads, civil society, and other relevant stakeholders;
• Support monitoring and evaluation
efforts to assess if progress is being made and to adjust tasking when needed.
Job
qualifications : Qualifications:
• Expertise in building capacity of civil
society to enhance citizen participation and conduct advocacy/watchdog
campaigns at national and local levels;
• Experience conducting small grants
programs for civil society groups;
• 7+ years of relevant experience,
particularly in civil society capacity building;
• Knowledge of USAID/MCC rules and
regulations a plus;
• Experience working in Rwanda or other
East & Central African countries;
• Fluency in French reading, writing, and
speaking required. English proficiency required.
