Project/Proposal
Summary:
MSI
was recently awarded a three-year contract with USAID/Sudan named SUPPORT
(Services Under Program and Project Offices for Results Tracking), and tasked
with responsibility for executing many functions normally associated with the
Mission’s Program and Communications offices.
The candidate is expected to be available for two-to-three month
increments beginning in January 2009 and later in the year.
Position
Summary:
The
Contractor is responsible for providing a full range of advisory services to
USAID so as to objectively assess the current progress and constraints to
initiating new activities as mentioned above.
The contractor will also contribute to the planning and design of a new
agricultural production and marketing program in Sudan. Services to be provided include: advice,
staff mentoring, planning, information gathering, analysis, assessments and
project management recommendations. The
Contractor shall liaise daily with the USAID/Sudan Economic Growth team to
support and improve their on-going and new technical activities of planning,
implementation, monitoring, and reporting on micro-finance, land policy,
agriculture and natural resources programs.
Fulfill any other duties assigned by the supervisor.
Responsibilities:
• Familiarize fully with the all new
activity contracts and cooperative agreements in the areas of micro-finance,
agriculture, land policy, and natural resource management before carrying out
the duties mentioned below. This should
be complimented by a study of periodic weekly, monthly and quarterly reports.
• Review all work plans, performance
monitoring plans and design documents prepared by USAID implementing partners
in the above mentioned sectors. Assess
their completeness relative to what is required. For work plans, performance monitoring plans,
budgets and quarterly reports, provide recommendations as to what further
refinements may be needed.
• Liaise with the USAID/Sudan Economic
Growth team to plan management and field visits to ensure proper oversight and
monitoring of new activities. In
particular, mentor them to better understand their roles and responsibilities
as CTOs.
• Submit a detailed report on the status
of economic growth activity implementation and attainment of results to
identify problems and propose corrective actions, and summarize field visits
and/or relevant job-related meetings.
Reports shall be of sufficient scope so as to be useful to USAID in
fully monitoring the progress of contract administration and reviewing
contractor performance. Where
deficiencies are noted, recommend corrective action.
• Provide support, advice and guidance to
USAID staff on alternative approaches to resolve problems to achieve effective
implementation of economic growth activities.
• Review the performance indicators in the
Performance Management Plan and recommend any other suitable custom indicators
necessary to monitor progress made and impact of the project.
• Monitor performance of, and provide
technical advice as needed, for the implementation of activities in the areas
of micro-finance, land policy, agriculture and natural resources
management. The role of the incumbent
will be advisory and technical, as management for these task orders is the responsibility
of USAID/Sudan staff.
• Fulfill any other duties assigned by the
supervisor.
Job
qualifications : Qualifications:
• A bachelor\'s degree in economics,
agronomy, natural resources or a related field is required. Post graduate training and/or a Masters
Degree in one of these fields or a related field is highly desirable.
• A minimum of 15 years of progressively
more responsible experience in following areas is required: management and/or
implementation of development assistance programs, focusing particularly on the
economic growth, agriculture, or natural resource management sectors. Experience working in Africa is highly
desirable.
• Knowledge of USAID procedures and
procurement methods is highly desirable to assist the incumbent to propose
solutions that are consistent with U.S. Government requirements.
• Demonstrated ability to work in a team
based environment, supervising complex projects in a large geographic area.
• Demonstrated ability to provide
technical oversight of complex economic growth, agriculture and natural
resource activities that are implemented under complex social and political
conditions by numerous contractors.
• Demonstrated analytical and independent
decision-making skills.
• Demonstrated ability to prepare required
reports in proper format and language, and to use computers for word
processing, budget preparation and review of financial reports.
• Communication skills: The candidate must
be fluent in English; Knowledge of Arabic Language is desirable.
