The project is a three-year program funded by the Millennium Challenge Corporation (MCC) focusing on improving political rights, civil liberties, and accountability in Rwanda.  The program supports judicial capacity building, legislative reform, civil society/media strengthening, and police reform among other rule of law activities.

Position Summary:

MSI is seeking an experienced, Rwandan Monitoring and Evaluation (M&E) Specialist to provide long-term technical and administrative management of tasks related to monitoring and evaluation of program performance. Only Rwandan citizens will be eligible for this position.

Responsibilities:

•        Oversee M&E related functions of the program

•        Serve as resident technical advisor on M&E

•        Work closely with the program team to finalize and implement effective M&E systems and reporting

•        Demonstrate professionalism and leadership with local partners and target groups

Job qualifications : Qualifications:

•        Experience managing performance monitoring and evaluation for international development programs, including performance monitoring plans, research and design, performance indicators, causal linkages, target setting, data quality, etc.

•        5+ years of experience designing/managing M&E systems required

•        Knowledge of USAID/MCC rules and regulations a plus;

•        Knowledge of legislative, judicial, civil society, media, or police reform a plus

•        Ability to communicate and work well with clients and stakeholders

Organic Agriculture is currently practiced by more than one million farmers. The organic markets have been growing at a rate of 20 percent per year over the last decade and are valued today at USD 30 billion worldwide. Job description : The Australian Centre for International Agricultural Research (ACIAR) forms part of Australia’s official development assistance program. ACIAR’s main role is the identification of agricultural and natural resource policy and management problems of developing countries, commissioning collaborative projects between Australian and developing country research institutions and publishing and communicating the results of the research.  It is expected that ACIAR will manage the Research and Extension component of the new 5 year, $ 42 million Cambodia Agricultural Value Chain Program, which is anticipated to commence in early 2009. CAVAC’s goal is to accelerate growth in the value of agricultural production and smallholder incomes in selected provinces (Kampong Thom, Takeo and Kampot) through improved productivity of rice-based farming systems. 

CAVAC’s Research and Extension component, co-funded by AusAID and ACIAR, will

-        Fund and manage programs of priority research activities that address constraints in selected value chains;

-        Implement a farmer extension program among participating water user and agribusiness groups,

-        Enhance the capacity of extension providers to transfer improved technologies and information to farmers;

-        Develop and implement a partnership program linking researchers, extensionists, farmers and agribusiness;

-        Assist in sustaining the operational capacity of the Cambodian Agricultural Research and Development Institute.

Job qualifications : We are seeking to fill a senior, international contract position as Research and Extension Manager based in Phnom Penh, Cambodia. The appointee would have responsibility for managing a team of staff involved in implementation management, monitoring and reporting functions and would collaborate with ACIAR’s Research Program Managers based in Canberra. This requires strong interpersonal skills, the ability to lead planning and implementation of the Component and the ability to manage relationships with Cambodian and international research and extension agencies, NGOs and the private sector. The manager would also need skills in administrative and financial management of donor projects in SE Asia, preferably with in-country project leader experience. Applicants should have an agriculture-related degree, preferably with postgraduate qualifications and experience in management of agricultural research and extension programs. An understanding of South East Asian agriculture, research and extension systems and of adult learning processes is required.

Objective:  To develop a preliminary stronghold-based salmon conservation strategy proposal for the territory of North Korea, in anticipation of normalization of relations and closer international collaboration within the next three years.

Deliverables:

1.      Map and describe current salmon distribution by species and relative abundance in North Korea (post-2000 preferred);

2.      Use best expert judgment to map river basins with healthiest salmon habitat (strongholds) in North Korea and the DMZ;

3.      Draft wild salmon conservation strategy for North Korea.

Ideal start date mid-November, with final project delivery in March 2009, but dates subject to negotiation.  This is a contract position, thus the contractor may be based anywhere as long as s/he has the essential skills and can travel to acquire the necessary information.  Travel must be included in the budget proposal, which constitutes an essential component of the application.

Job qualifications : Fisheries & wildlife background preferred, Korean language skills desirable.  Conservation planning skills also desirable.
