Global
Rights seeks a dynamic leader with excellent management and interpersonal skills for the position
of Access to Justice Program Director to give overall guidance and leadership
to its worldwide efforts to increase access to justice for marginalized
populations. The Access to Justice
Program Director is responsible for working closely with Global Rights field
office staff to build the capacity of local NGOs to provide legal and paralegal
services, and related community education and advocacy for justice sector
reform. S/He is responsible for an
overall assessment of the Global Rights access to justice programming;
management of program and administrative functions; and collecting and
disseminating best practices and lessons-learned.
S/he
reports to the Director of Programs and is based at the Washington, DC
headquarters.
Qualifications
for Candidates include:
* Clear commitment to the vision, mission
and values of Global Rights.
* A law degree required. A Master of Laws degree or another
post-graduate degree in a related
field is also desired.
* A minimum of ten years work experience in
the law or international human rights field with an understanding of women's
human rights issues and various legal systems.
* First hand experience in law related
public advocacy and in legal services or community-based paralegal
service organizations in the developing world.
* Demonstrated capacity to work within a
collaborative framework with partner groups within a multidisciplinary and
multicultural setting.
* Fundraising experience and familiarity
with the relevant donor community.
* Strong abilities in project conceptualization
and project design and planning.
* Strong oral and written communication
skills in English.
* French language skills would be useful.

description : Job summary
The
Director of Finance oversees the creation and implementation of internal
controls, policies and procedures for all financial activities of HAI
Mozambique. S/he provides capacity building support to all Mozambique
accounting staff and management engaged in making decisions affecting the
fiscal health of HAI Mozambique. During the first six months of this position,
the Director of Finance will focus heavily on establishing and revising
policies and procedures appropriate to rapid growth in size, impact and
responsibility of HAI Mozambique. The Director of Finance acts as the primary
liaison between Mozambique and HAI headquarters regarding all financial
matters. S/he is responsible for ensuring compliance with all applicable laws,
regulations and norms. The Director of Finance acts as an internal auditor of
financial systems and processes, insuring the consistency, quality and legality
of financial activities, and the fiscal health and sustainability of HAI
Mozambique.
Responsibilities
Fiscal
oversight
o Develop, review, update and implement
effective financial policies and procedures for HAI Mozambique that comply with
Generally Accepted Accounting Principles (GAAP), local and global HAI policies,
donor policies and all relevant Mozambican and US laws, regulations and norms.
o Cultivate and maintain an expertise on
the rules and regulations of various donors and provide guidance in the area of
donor compliance.
o Develop, coordinate and implement plans
for the control, monitoring and reporting of all financial operations.
o Perform internal audits of HAI’s
accounting activities in all its offices, including monthly reviews of
financial transactions to check for appropriate documentation, correct account
assignment and approvals.
o Manage all audits performed by external
actors including collaborating with all HAI offices to prepare appropriate
documentation, respond to requests for clarification and take corrective
action.
o Ensure that all financial information
and accounting procedures effectively and efficiently respond to the reporting
expectations of donors.
o Consolidate monthly financial reports to
provide timely reports on fiscal health, including revenue/expenditure reports,
expense reports by grant, budget variance reports, among others.
o Monitor and report on cash flow, and
work with program staff and others to predict and stabilize cash flows.
o Participate with other management and
staff during the annual budget process and in the development of grant proposal
budgets.
o Assist accounting and human resources
with payroll processes to enable accurate and timely distribution of salaries
and benefits.
o Advise senior management regarding the
approval of large expenditures within Mozambique.
o Participate in all strategic planning
meetings affecting HAI Mozambique.
o Establish positive professional
relationships with HAI’s banking and insurance institutions, and work to obtain
the best prices for quality services.
o Collaborate with Director of Logistics
to establish and maintain accounting standards, transparent procedures, and
donor compliance regarding procurement activities.
o Collaborate with IT staff and others to
guarantee that HAI’s software, hardware and connectivity permit effective
accounting processes.
o Manage the organization’s process for
paying taxes in Mozambique.
o Represent the organization at relevant
forums, workshops and meetings.
Capacity
building and support
o Cultivate and maintain an in-depth
understanding of the strengths, weaknesses, potentials and risks regarding
finances among each office and its staff as well as in HAI Mozambique overall.
o Assist accounting staff with
troubleshooting and problem solving as they arise.
o Provide capacity building support to
accounting staff, program staff and management on all financial matters.
o Conduct one-on-one and group workshops
to respond to identified training needs.
o Connect staff with professional training
opportunities appropriate to both the needs of the organization and the employee.
o Provide input to supervisors on
performance appraisals of accounting staff.
o Foster a spirit of teamwork, trust and
transparency among accounting staff in HAI Mozambique.
o Play a significant role in the
recruitment of new accounting staff.
Job
qualifications : Qualifications
o A four-year degree in Accounting,
Finance or equivalent with 10 or more years of accounting management experience
in a medium or large NGO; or a Master’s degree, Certified Public Accountant
(CPA), Certified Accountant (CA) or equivalent with 6 or more years of
accounting management experience in a medium or large NGO.
o At least three years working experience
in the developing world, preferably in Africa.
o Fluent Portuguese and intermediate or
advanced English.
o Must be able to travel up to 40 percent
of the time to HAI offices throughout Mozambique.
o Experience with USAID regulations.
o Solid experience with Microsoft Outlook,
Word, Excel, and PowerPoint; Peachtree accounting software; and Microsoft
Dynamics NAV (Navision) or other major accounting software package.
o Proven experience with USAID is
preferred. Experience with other government, bilateral or multilateral donor
systems is acceptable.
o Thorough and transparent communication
skills combined with strong experience in professional mentoring, team building
and organized collaboration.
o Exceptional ability to prioritize, plan

Job description : SNV has
been working in Mali since 1979. The emphasis of her work is on poverty
alleviation through (i) improved income and
employment generation and (ii) improved access to basic services. In this
respect, support to local organisations is provided in the form of advisory
services, knowledge brokering and advocacy in six sectors: health, education,
household hygiene, cotton, oil seeds and livestock/pastoralism.
SNV Mali is organized in five teams of advisors based
in the region of Koulikoro and Gao, the District of Bamako and at national level.
The advisor will be part of the Gao
team (8 advisors) in the north of Mali, which is working in the sectors of
health, household hygiene and livestock/pastoralism.
In the light of the implementation of the 2008-2009 strategic plan, the portfolio of Gao is
positioning itself within the pastoralist sector, aiming to create better
marketing conditions for pastoralists and to improve access and sustainable
management of production factors (like water and grazing areas). In this
respect, the clients of Gao portfolio
consist mainly of peasant federations and counsels and their associations.
Linkage to the national level is guaranteed by SNV national team, while
regional networks are facilitating in collaboration with other SNV countries
(Niger, Burkina Faso).
In order to strengthen the guidance, coordination and
strategic direction of the livestock/pastoralist sector, we are looking for an
experienced advisor with a background in Organization and Institutional
Development within a pastoralist context.
MAIN RESPONSIBILITIES:

to the development and implementation of SNV¡¦s pastoralism
strategy in the north of Mali
„X Analyse
context of work and identify constellation of actors to engage in joint
collaboration to resolve selected issues
„X Assess potential/
capacity of individual actors to contribute to addressing key issues and
develop joint objectives towards impact
„X Provide
advice and support to rural organisations (pastoralist organisations and local
service deliverers) in order to professionalize their functioning and service
delivery to members: set-up of (economic) projects and services, as well as
internal strategy development, internal functioning, monitoring-evaluation and
information mechanisms

and implement trajectories for capacity building in market chain development,
in service delivery and influencing local policies for livestock/pastoralism, land tenure and market access

DESCRIPTION OF DUTY STATION:
Gao is a very interesting place at the edge of the
desert. It has 60.000 inhabitants but
not so much ¡§luxury¡¨. The climate is
hard (hot, dusty and dry). People are very friendly. You¡¦ll
need excellent adaptation skills. If you
have these, living and working in Gao
will be one of the most precious experiences in your life.
Medical services: Only basic, for good, specialized
health care you will have to go to Bamako or Niamey.
Educational services: Only local schools,
international school in Bamako.
Security: Mali in general is very safe. Gao city is a secure place to
live. When travelling in certain, remote, parts of the region of Gao we use some security
measures.
Accessibility: Gao
is located some 1200 km (12 hours by car) from Bamako, Mali’s capital city and
450 km (6 hours by car) to Niamey, the capital city of Niger. From Bamako and Niamey there are good, daily
flights to Europe; telephone and internet connections in Gao are good (VSAT installation).
SALARY SCALE: 10 minimum £á 2349,63
¡V maximum £á 3776,60 gross per month (hypo tax will be deducted) depending on
relevant experience, excluding attractive secondary conditions and individual
allowances.
