Project/Proposal
Summary:
MSI
and IRG are teaming up to design and deliver a 10-day
training to future Civilian Response Corps (CRC) staff within the Active and
Standby components. CRC is a new development under the S/CRS office that seeks
to engage USG civilians in response operations in high threat environments.
Position
Summary:
MSI
is currently recruiting a number of subject matter experts (SMEs) who have
extensive experience with USAID, DOD and State to present various sessions
throughout the two-week course. Ideal qualifications include: The course is
anticipated to be piloted in mid-March with approximately 10 additional courses
provided throughout FY 2009.

Project/Proposal
Summary:
MSI
has a project with the State Department’s Iraq Desk for Economic and Assistance
Affairs (NEA/I) to provide monitoring and evaluation support, a component of
which includes a team of Awards Facilitators (Grant Administrators) who work
full time, on-site at the NEA/I office in Washington.
Position
Summary:
The
contract is through September 21, 2009, with the possibility of an extension
for an additional year. MSI is currently
looking for an analyst to join the team as soon as possible. This full time position works in close
collaboration with NEA/I and Embassy Baghdad Program Officers and Grants
Officers, helping to facilitate effective and timely management of federal
assistance awards. MSI Award Facilitators support the complete lifecycle of
grants, from pre-award preparation through implementation and close-out. Training will be provided.
Responsibilities:
The Award Facilitator provides operational and administrative support in the
following ways:
• Works with Project Officers and Grants
Officer to develop clear Statements of Work with clearly defined intended
outcomes, objectives, and performance indicators.
• Administers and monitors grants to
ensure compliance with State Department policies, procedures, and practices.
• Work closely with relevant staff based
in the field (Iraq) and in DC. Liaise
with them on grants management issues and project implementation. Backstop members of the team and provide
direct assistance as needed.
• Assist Grants Officer in the review of
proposals and budgets, preparation of award materials, and maintenance of award
files.
• Work with grantees to ensure that all
reporting requirements are met in a timely manner.
• Work with field staff and DC based staff
in the use of an online project management database.
• Help develop and organize training
materials and participate in grants and funding training for PRT (field staff)
members prior to departure for Iraq.
• Occasionally draft bi-weekly PRT
Newsletter
• Provide financial management and
reporting support for various grant programs within NEA/I.
• Provide support for monitoring and
evaluation of funded projects.
Job
qualifications : Qualifications:
• Must be a U.S. citizen able to obtain a
secret security clearance. A current
secret clearance is preferred.
• Master’s degree in international
relations, public administration, Middle East studies, or other related fields
highly desired. Bachelor’s degree
required.
• Relevant experience in one or more of
the following:
 Professional and/or academic exposure to NGO
programs, the Middle East, and knowledge of USG assistance efforts in Iraq.
 Programmatic
project design, performance indicator development, and monitoring and
evaluation.
 Financial
management of federal assistance grants and/or cooperative agreements.
• Arabic language skills a plus, but not
required.

populations. The Access to Justice
Program Director is responsible for working closely with Global Rights field
office staff to build the capacity of local NGOs to provide legal and paralegal

management of program and administrative functions; and collecting and disseminating

Qualifications
for Candidates include:

been working in Mali since 1979. The emphasis of her work is on poverty
alleviation through (i) improved income and
employment generation and (ii) improved access to basic services. In this
respect, support to local organisations is provided in the form of advisory
services, knowledge brokering and advocacy in six sectors: health, education,
household hygiene, cotton, oil seeds and livestock/pastoralism.
SNV Mali is organized in five teams of advisors based
in the region of Koulikoro and Gao, the District of Bamako and at national level.
The advisor will be part of the Gao
team (8 advisors) in the north of Mali, which is working in the sectors of
health, household hygiene and livestock/pastoralism.
In the light of the implementation of the 2008-2009 strategic plan, the portfolio of Gao is
positioning itself within the pastoralist sector, aiming to create better
marketing conditions for pastoralists and to improve access and sustainable
management of production factors (like water and grazing areas). In this
respect, the clients of Gao
portfolio consist mainly of peasant federations and counsels and their
associations. Linkage to the national level is guaranteed by SNV national team,
while regional networks are facilitating in collaboration with other SNV
countries (Niger, Burkina Faso).
In order to strengthen the guidance, coordination and
strategic direction of the livestock/pastoralist sector, we are looking for an
experienced advisor with a background in Organization and Institutional
Development within a pastoralist context.
MAIN RESPONSIBILITIES:

to the development and implementation of SNV¡¦s pastoralism
strategy in the north of Mali
„X Analyse
context of work and identify constellation of actors to engage in joint
collaboration to resolve selected issues

advice and support to rural organisations (pastoralist organisations and local

DESCRIPTION OF DUTY STATION:
Gao is a very interesting place at the edge of the
desert. It has 60.000 inhabitants but
not so much ¡§luxury¡¨. The climate is
hard (hot, dusty and dry). People are very friendly. You¡¦ll
need excellent adaptation skills. If you
have these, living and working in Gao
will be one of the most precious experiences in your life.
Medical services: Only basic, for good, specialized
health care you will have to go to Bamako or Niamey.
Educational services: Only local schools,
international school in Bamako.
Security: Mali in general is very safe. Gao city is a secure place to
live. When travelling in certain, remote, parts of the region of Gao we use some security
measures.
Accessibility: Gao
is located some 1200 km (12 hours by car) from Bamako, Mali’s capital city and
450 km (6 hours by car) to Niamey, the capital city of Niger. From Bamako and Niamey there are good, daily
flights to Europe; telephone and internet connections in Gao are good (VSAT installation).
SALARY SCALE: 10 minimum £á 2349,63
¡V maximum £á 3776,60 gross per month (hypo tax will be deducted) depending on
relevant experience, excluding attractive secondary conditions and individual
allowances.
