Summary:
MSI
was recently awarded a three-year contract with USAID/Sudan named SUPPORT
(Services Under Program and Project Offices for Results Tracking), and tasked
with responsibility for executing many functions normally associated with the
Mission’s Program and Communications offices.
As a part of the SUPPORT program, MSI is currently establishing an
office compound suitable for USAID and partner meetings in Southern Sudan,

Position
Summary:
The
Program Assistant will support the President’s Emergency Plan for AIDS Relief
(PEPFAR) programs in Juba. S/he will ensure the smooth running of technical
operations and other related activities through program coordination and
provision of logistics support. S/he will be responsible for day to day
coordination of project activities and will oversee the day-to-day management,
administrative, financial and program coordination functions in support of a
broad range of agency-funded HIV/AIDS program activities being implemented by
the PEPFAR/Sudan programmatic team. *The duration of this assignment is six months.*
Responsibilities:
• The Program Management Assistant is the
key administrative person on project activities, responsible for providing
programmatic, budget tracking, administrative, and operational support for the
PEPFAR/Health Team. The incumbent will employ strong coordination and planning
skills to ensure that programmatic, budget tracking, work plans and
administrative needs are accurately assessed and accomplished in a professional
manner;
• The Program Management Assistant shall
perform his/her responsibilities under the direct supervision and in close
coordination with the PEPFAR Senior Program Management Specialist;
• Prepares edits and tracks Implementation
Letters, action memoranda, and other financial commitment documents issued by
the PEPFAR/Health Team to make sure they are prepared and signed in a timely
manner;
• Maintains the PEPFAR/health Team budget
line items by account into the budget tracking system once the Country
Operational Plans are prepared, finalized and approved by USAID/Washington;
• Monitors the implementation of the
Operational Plans to ensure issues are identified and funds are appropriately
spent;
• Assist the PEPFAR/Health Team Leaders in
coordinating completion of Semi-Annual Portfolio Review documentation;
• More specifically, manages the financial
information in the budget tracking system; Provides accurate periodic budget
status reports to the Family Health Team Leader, CTOs and the Office of Program
Coordination to assess portfolio funding level;
• Handles all incoming and outgoing
correspondence. This includes overseeing, drafting, processing and distributing
cables, letters, memoranda and other documents required by the Team Leaders and
members of the staff, assuring that each is carefully reviewed for accuracy,
completeness and proper formatting
• Responds to requests for information
regarding the PEPFAR/Health programs from within and outside the Agency.
Coordinates the review and response to unsolicited proposals, with inputs from
the Team Leaders, the Senior Program Management Specialist, and CTOs as
appropriate;
• Prepares or coordinates the issuance of
all documents needed by implementing partners or consultants to operate;
• Acts as an official representative of
USAID in obtaining information and documents from contractors, attending
meetings as required, and reporting on the status of selected activities;
• Coordinates communications with the
Khartoum and Nairobi offices including and travel inside/outside Sudan;
• Prepares and updates, as necessary, briefing
materials for visitors and ensures the accuracy of these materials. The
incumbent will also assist in developing and updating Power Point presentations
as required.
Job
qualifications : Qualifications:
• The applicant should possess at least
two years of full-time post secondary study at college or university in
development assistance, business administration, financial management or
related field;
• At least three years of progressively
responsible experience in financial management, program and/or administrative
support related to the sectors covered by the USG PEPFAR/Health program.
Experience in managing financial data bases is preferred. Also, experience with
a U.S. Government agency is desirable.
• English fluency is required; knowledge
of Arabic is desirable;
• Knowledgeable of US Government
administrative and financial procedures, and voucher
processing preferred. Also, s/he should have, or the potential to acquire,
knowledge of U.S. Government funding legislation, financial programming policies,
and documentation related to development assistance.

Position
Summary:
The
AME Advisor will lead MSI’s efforts to support USAID/Sudan’s AME agenda,
working very closely with the Missions Program Office, supporting efforts of
the Mission’s sectoral teams – in Health, Education,
Democracy & Governance, and Economic Growth & Infrastructure. Ensure
effective Mission M&E and assessments are conducted according to client
demands. The AME Advisor must be able to
provide excellent M&E and other analytic services in the field and assure
the quality of approximately ten short-term technical assistance (STTA) teams
per year. The duration of the project is
long term.
Responsibilities:
• Lead MSI’s efforts to support
USAID/Sudan in identifying, prioritizing and executing critical AME systems,
data management, and analyses;
• Work under the joint direction of MSI’s
Chief of Party and USAID/Sudan’s Program Office;
• Provide excellent monitoring, evaluation
and assessment technical assistance to the Mission in the field;
• Prepare scopes of work, assist in
recruiting, and monitor/support STTA teams visiting Sudan to provide AME
services to the Mission and its sectoral teams;
• Ensure Data Quality Assessments for the
portfolio are current;
• Assist Implementing Partners to ensure
quality data provision to USAID/Sudan, as directed by USAID/Sudan;
• Support Program Office in its efforts to
ensure participation, input and buy-in of the various technical teams in the
development, refinement, adoption, and maintenance of assessment, monitoring
and evaluation tools, mechanisms and systems;
• Manage MSI’s Program Monitoring Plan
(PMP) under MSI’s SUPPORT contract with USAID/Sudan;
• Assist USAID to meet its annual
reporting requirements;
• Develop, maintain and strengthen working
relationships with key partners, including USAID staff, Implementing Partners
and national ministries, as needed to succeed.
Job
qualifications : Qualifications:
• Direct experience in the management of
AME efforts with USAID-funded activities;
• Direct experience working for USAID on
AME efforts would be a plus;
• A minimum of five years of experience
working in AME on a technical level;
• Good understanding of USAID strategy,
programming and implementation activities;
• Familiarity with F Bureau procedures,
particularly as applied to AME;
• Excellent interpersonal and team
building skills;
• Proven track record in managing local
staff overseas;
• Advanced degree in, evaluation,

Job description : SNV has
been working in Mali since 1979. The emphasis of her work is on poverty
alleviation through (i) improved income and
employment generation and (ii) improved access to basic services. In this
respect, support to local organisations is provided in the form of advisory
services, knowledge brokering and advocacy in six sectors: health, education,
household hygiene, cotton, oil seeds and livestock/pastoralism.
SNV Mali is organized in five teams of advisors based
in the region of Koulikoro and Gao, the District of Bamako and at national level.
The advisor will be part of the Gao
team (8 advisors) in the north of Mali, which is working in the sectors of
health, household hygiene and livestock/pastoralism.
In the light of the implementation of the 2008-2009 strategic plan, the portfolio of Gao is
positioning itself within the pastoralist sector, aiming to create better
marketing conditions for pastoralists and to improve access and sustainable
management of production factors (like water and grazing areas). In this
respect, the clients of Gao
portfolio consist mainly of peasant federations and counsels and their
associations. Linkage to the national level is guaranteed by SNV national team,
while regional networks are facilitating in collaboration with other SNV
countries (Niger, Burkina Faso).
In order to strengthen the guidance, coordination and
strategic direction of the livestock/pastoralist sector, we are looking for an
experienced advisor with a background in Organization and Institutional
Development within a pastoralist context.
MAIN RESPONSIBILITIES:

to the development and implementation of SNV¡¦s pastoralism
strategy in the north of Mali
„X Analyse
context of work and identify constellation of actors to engage in joint
collaboration to resolve selected issues
„X Assess
potential/ capacity of individual actors to contribute to addressing key issues
and develop joint objectives towards impact
„X Provide
advice and support to rural organisations (pastoralist organisations and local
service deliverers) in order to professionalize their functioning and service
delivery to members: set-up of (economic) projects and services, as well as
internal strategy development, internal functioning, monitoring-evaluation and
information mechanisms
„X Elaborate
and implement trajectories for capacity building in market chain development,
in service delivery and influencing local policies for livestock/pastoralism, land tenure and market access
„X Facilitating
contacts between peasant organizations, service deliverers, counsels,
commercial and financial partners, for joint projects and/or resource

actively to the development and sharing of knowledge on pastoralist development as an active member of

Job qualifications :
REQUIREMENTS:
Education: Master’s degree (or equivalent) in a
relevant field (rural/pastoral development, economics, etc.)
Work experience: Minimum of 5 years work experience of
which 3 years in a developing country, preferable in a sahelian
or pastoralist context. Familiar with partnership building and
change management.
Knowledge: Knowledge of and experience in advisory
practice, in application of models/tools related to community development
processes notably in a pastoralist
context; understanding and experience
with (inter) organization and institutional development (IDOD); knowledge of

social inclusion
Skills: Academic level of working and thinking;

DESCRIPTION OF DUTY STATION:
Gao is a very interesting place at the edge of the
desert. It has 60.000 inhabitants but
not so much ¡§luxury¡¨. The climate is
hard (hot, dusty and dry). People are very friendly. You¡¦ll
need excellent adaptation skills. If you
have these, living and working in Gao
will be one of the most precious experiences in your life.
Medical services: Only basic, for good, specialized
health care you will have to go to Bamako or Niamey.
Educational services: Only local schools,
international school in Bamako.
Security: Mali in general is very safe. Gao city is a secure place to
live. When travelling in certain, remote, parts of the region of Gao we use some security
measures.
Accessibility: Gao
is located some 1200 km (12 hours by car) from Bamako, Mali’s capital city and
450 km (6 hours by car) to Niamey, the capital city of Niger. From Bamako and Niamey there are good, daily
flights to Europe; telephone and internet connections in Gao are good (VSAT installation).
SALARY SCALE: 10 minimum £á 2349,63

relevant experience, excluding attractive secondary conditions and individual
