Project/Proposal Summary: MSI was recently awarded a three-year contract with USAID/Sudan named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with responsibility for executing many functions normally associated with the Mission’s Program and Communications offices. 

Position Summary:  A Public Health expert is required for the President’s Emergency Plan for AIDS Relief (PEPFAR) in Southern Sudan.  The Public Health Advisor for HIV/AIDS Prevention is responsible for coordinating, monitoring, and evaluating a broad range of PEPFAR funded HIV prevention program activities and studies in Southern Sudan. The Public Health Advisor will also serve as advisor to the HIV/AIDS Commission and host country ministries (including Ministries of Health and Education) and USG partners implementing prevention activities. The duration of this assignment is one year. 

Responsibilities

•        Serves as technical advisor to USG partners, in strengthening and expanding their HIV/AIDS prevention programs, focusing on non-duplication of services provided by other USG-funded agencies.  

•        Works closely with the government and other collaborative organizations involved in HIV/AIDS prevention programs (education/outreach, community mobilization, voluntary counseling and testing (VCT), youth directed programs, and preventing mother-to-child transmission (PMTCT), targeting highly vulnerable populations) to adapt and replicate appropriate prevention strategies.

•        Monitors activities and collaborates with each partner organization on a regular basis to make sure program results are achieved by regular site visits and meetings with representatives of each organization to review progress. Assess organizational needs such as inadequate medical supplies, equipment, facilities, and staffing.

•        Provides updated technical information on designs of practical training courses as required for various target audiences on how to implement, monitor and evaluate HIV/AIDS prevention programs, use M&E data and report progress to stakeholders. Conducts on the job training sessions to ensure partner staff is up to date with prevention protocols.

•        Leads site assessments of PEPFAR prevention programs carried out by USG implementing partners such as, collecting data and preparing technical assistance requests for the designated agency leads, developing scopes of work as needed for the requests.

•        Prepares oral and written reports on the progress of program activities which include monthly, quarterly and annually and annual preparation of the Country Operational Plan for PEPFAR.

   Oversees the entire procurement process for cooperative agreements and contracts related to prevention activities which are developing the scope of work/program description, forming a review panel, and reviewing applications.

•        Manages performance of cooperating partners/contractors, carries out technical reviews, reviews progress frequently, identifies potential issues and recommending actions.

•        Provides oversight on all administrative related activities, such as reviewing budget requests, monitoring use of funds, quarterly pipeline review/budget status reports, following up on irregular findings, providing advice for realignment of budgets, and completing accruals quarterly.

•        Provides interagency coordination by representing USAID/Sudan at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies and briefs agency officials.

•        Represents USAID in discussing and developing financial commitment proposals for HIV Prevention programs at administrative and strategic planning meetings.

•        Serves as chair or rotating chair on inter-agency technical working groups to ensure effective coordination of work plan development, implementation strategies, and evaluation plans for all USG agency Prevention activities in Southern Sudan.

•        Serves on intra- and inter-branch PEPFAR projects, frequently taking the project lead role.

Job qualifications : Qualifications

•        Masters (MPH, MSHP) Degree or host country equivalent in public health, nursing, health policy, public administration, or social sciences is required.

•        Eight years of mid-to-senior level public health experience in developing, implementing and evaluating HIV/AIDS Prevention or other public health programs that involve coordination with an international agency or implementing partner is required. One additional year of experience at the managerial level with multiple staff is required.

•        Professional seminars to expand knowledge, skills and abilities in HIV/AIDS prevention, counseling and testing, behavior change, care and treatment, program evaluation, practices, procedures, and administrative and fiscal management. PEPFAR and agency specific training in approaches to program design, implementation and reporting. Agency-specific leadership development training, and CTO or Project Management of grants/cooperative agreements and contracts training are required.

•        English proficiency and knowledge of one language of Southern Sudan.

•        Working knowledge of USAID operations, rules, regulations, procedures, and priorities required; previous experience working for the US government, US-funded projects or other international donor agency is highly desirable.

•        Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health (MOH) policies, program priorities and regulations is required.

•        Demonstrated ability and willingness to carry out administrative, performance reporting, and financial procedures with multiple inputs from a wide range of government, faith-based, and non-governmental partners.

In 1987, a group of North American doctors and nurses, many of whom had worked as cooperantes in post-independence Mozambique, formed the Mozambique Health Committee (MHC) to support the government’s commitment to social justice, equity in access to health care, and an internationally recognized model of primary health care. The early work of MHC (which later became Health Alliance International) focused its support on the public health sector during the proxy war fomented by the apartheid governments of South Africa and Rhodesia. After the peace accords in 1992, MHC/HAI expanded its efforts to rebuild health service capacity through the provision of health workers, training, and material support for the emerging Mozambique health system. Over the past 20 years HAI has continued to work to support comprehensive Primary Health Care, with a focus on integrating new interventions in the areas of HIV/AIDS, maternal and child health, tuberculosis, malaria, nutrition, public health education, laboratory and operations research.

The key element of HAI’s approach involves partnering with the Ministry of Health (MOH) to strengthen existing services and promote innovative new programs.  HAI technical staff share offices and work side by side with local health system counterparts to develop and implement programs and services for integration into MOH strategies.

HAI currently has field offices in Chimoio, Beira, Nampula and Tete where we work closely with the district-level and provincial-level officials of the Ministry of Health. HAI is also supporting the Ministry of Health’s Operations Research Center in Beira. Our Maputo office works closely with national MOH departments, particularly the Department of Medical Care, which oversees the national scale-up of HIV/AIDS treatment and care.

Job Summary

The Program Director is a key member of the Mozambique senior management team, working closely with the Director of Administrative Operations and under the supervision of the Country Director.  S/he plays the primary role of developing, overseeing implementation of, and evaluating programmatic activities in the four provinces where HAI has operations in Mozambique.  The Program Director drives the annual programmatic work plan and budgeting process, and will take a lead role in developing new programs and funding proposals to be implemented in the provinces. In addition the Program Director will be responsible for oversight of HAI-Mozambique’s research activities. This position is based in Maputo with frequent travel to the provinces.  International travel may also be required.

SCOPE OF WORK

Provide LEADERSHIP for HAI’s field projects:

•        In coordination with the Country Director, provide leadership to achieve technical and programmatic goals, ensuring a positive impact on the HAI’s staff, program participants and beneficiaries within and beyond the public health system.

•        Identify and pursue new funding opportunities focused on building the capacity of public sector health systems for implementation in the provinces supported by HAI.

•        Develop and maintain strong partnerships with provincial leadership in the Ministry of Health and other key local organizations.

•        Drive the development of annual provincial operating plans and budgets.

•        Provide continuous mentoring and capacity building to HAI provincial directors.

•        Participate in relevant technical advisory groups within the Ministry of Health.

•        Participate in the HAI-Mozambique senior management team meetings to oversee overall progress of HAI’s country-wide operations.

•        Support the technical staff in the development of annual program and sub-project budgets based on the annual work plan; review and approve these budgets; work with the Country Director and Grants Manager at headquarters in developing new project budgets; provide ongoing oversight.

Program Management

•        Serve as the grant chief for relevant projects to be implemented in the provinces.

•        Maintain close and productive collaboration with administrative leadership of HAI Mozambique to maximize the capacity of the organization to achieve its goals.

•        Communicate with Country Director, HAI Director of Mozambique Operations, and HAI headquarter staff regarding all phases of field office projects development and execution. Provide technical reports on all field office projects and activities, including an annual report.

•        Supervise and support the Provincial Directors of Manica, Nampula, Sofala and Tete, and HAI’s Director of Research.

•        Participate in the development of organizational policy and ensure compliance among Provincial Directors.

•        Make decisions jointly with Country Director and HAI headquarters staff regarding field office operations, policy decisions, budget line items and security.

•        Review and approve monthly, quarterly and annual narrative reports (in Portuguese) to DPS Manica/Sofala/Tete/Nampula.  Support the corresponding technical manager in completing monthly, quarterly, and/or annual reports to various funding agencies; review and approve these reports.

•        Participate in Technical Review Committee with Seattle and Mozambique senior management.

•        Participate in management meetings with the Country Director and Director of Administrative Operations.

•        Support Provincial Directors, the Director of Research, and other provincial managers to develop annual workplans and budgets, and present these budgets to senior management for approval.

•        Support the development of new proposals in conjunction with the Country Director and Director of Administrative Operations.

•        Participate in the selection and hiring of Provincial Directors and the Director of Research.

Job qualifications : Qualifications

•        5 – 7 years of national level organizational management experience in the developing world, preferably in Africa.

•        Five years experience in managing grants from major donors.

•        MPH or other post graduate training required; MD training preferred.

•        Excellent knowledge of public health systems, primary health care, and international health policy.

•        Significant depth and breadth of understanding of international development arena.

•        Ability to manage complex and rapidly changing funding and program environments.

•        Accomplished interpersonal, networking, communication and presentation skills.

•        Able to lead the organization toward new partnerships and maintain current ones.

•        Proven experience in the management of other highly capable managers.

•        Strong knowledge of human resources management, especially team building, staff retention and conflict resolution.

•        Proven experience in financial oversight, including preparing and managing national level budgets and contracts.

Job description : SNV has been working in Mali since 1979. The emphasis of her work is on poverty alleviation through (i) improved income and employment generation and (ii) improved access to basic services. In this respect, support to local organisations is provided in the form of advisory services, knowledge brokering and advocacy in six sectors: health, education, household hygiene, cotton, oil seeds and livestock/pastoralism.

SNV Mali is organized in five teams of advisors based in the region of Koulikoro and Gao, the District of Bamako and at national level. The advisor will be part of the Gao team (8 advisors) in the north of Mali, which is working in the sectors of health, household hygiene and livestock/pastoralism. In the light of the implementation of the 2008-2009 strategic plan, the portfolio of Gao is positioning itself within the pastoralist sector, aiming to create better marketing conditions for pastoralists and to improve access and sustainable management of production factors (like water and grazing areas). In this respect, the clients of Gao portfolio consist mainly of peasant federations and counsels and their associations. Linkage to the national level is guaranteed by SNV national team, while regional networks are facilitating in collaboration with other SNV countries (Niger, Burkina Faso).

In order to strengthen the guidance, coordination and strategic direction of the livestock/pastoralist sector, we are looking for an experienced advisor with a background in Organization and Institutional Development within a pastoralist context.

MAIN RESPONSIBILITIES:

DESCRIPTION OF DUTY STATION:

Gao is a very interesting place at the edge of the desert.  It has 60.000 inhabitants but not so much ¡§luxury¡¨.  The climate is hard (hot, dusty and dry). People are very friendly. You¡¦ll need excellent adaptation skills.  If you have these, living and working in Gao will be one of the most precious experiences in your life.

Medical services: Only basic, for good, specialized health care you will have to go to Bamako or Niamey.

Educational services: Only local schools, international school in Bamako.

Security: Mali in general is very safe. Gao city is a secure place to live. When travelling in certain, remote, parts of the region of Gao we use some security measures. 

Accessibility: Gao is located some 1200 km (12 hours by car) from Bamako, Mali’s capital city and 450 km (6 hours by car) to Niamey, the capital city of Niger.  From Bamako and Niamey there are good, daily flights to Europe; telephone and internet connections in Gao are good (VSAT installation).

SALARY SCALE: 10 minimum £á 2349,63 ¡V maximum £á 3776,60 gross per month (hypo tax will be deducted) depending on relevant experience, excluding attractive secondary conditions and individual allowances.
