International Center for Agricultural Research in the Dry Areas (ICARDA)

 

Organization

ICARDA is a non-profit international agricultural research center in a worldwide consortium of 15 centers, supported by the Consultative Group on International Agricultural Research (CGIAR).  The CGIAR is co-sponsored by the World Bank, the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), and the United Nations Development Programme (UNDP).  With a staff of over 400 scientists and support personnel, representing more than 45 nationalities, ICARDA addresses two key areas of agricultural research: germplasm improvement (cereals and legumes) and natural resources management.  The Center has a global mandate for barley, lentil and faba bean improvement, and a regional mandate for the improvement of wheat (with CIMMYT), chickpea, and forage and pasture legumes.  A major emphasis is placed on the conservation and management of land and water, and improved productivity of small ruminants in integrated farming systems in the dry areas.  The Center’s research and training programs are implemented in partnership with national programs and, in most cases, with other CGIAR centers as well as advanced research institutes in both developing and industrialized countries.

 

The Position

Land and water resources in the dry areas are often poorly managed. ICARDA conducts research and nhances NARS human capacity to sustainably improve land productivity. The Post-doctoral Fellow in soil and water conservation will contribute to ICARDA’s efforts in this area and report to the Director of ICARDA’s Integrated Water and Land Management Program.  The appointee will work with ICARDA scientists, with partners in NARS and advanced research institutes to:

-         Assess soil erosion and soil and water conservation, mainly in Central and West Asia and North Africa (CWANA)

-         Design and implement research programs on monitoring and modeling soil erosion processes and prediction, to manage land resources and mitigate land degradation

-         Identify, verify and implement modern methodologies and approaches to model and predict soil losses at field and watershed levels

-         Design and evaluate soil conservation measures at farm and watershed levels in cooperation with various stakeholders

-         Develop linkages to current research and development work in ICARDA’s water benchmark research sites to promulgate principles of efficient water and land conservation; and

-         Contribute to training activities in erosion, soil conservation and land management.

 

He/she will use an integrated approach to water and land use analysis and management applicable beyond the immediate study areas, using a holistic, inter-disciplinarity and participatory approach.

 

Required Qualifications and Experience

The successful candidate will have:

·        A recent PhD in soil and water conservation or a related subject

·        Knowledge of process-based modeling and monitoring of soil erosion

·        Capacity to plan, design and implement soil and water conservation measures and structures

·        Up to date knowledge of advanced tools and techniques for measuring wind and water erosion, transport and deposition

·        Computer skills and a solid background in statistical analysis, including geostatistics and stochastics, and

·        Fluency in spoken and written English. Capability in French and/or Arabic and  GIS and remote sensing tools would be an advantage

 

Terms of Appointment

The appointment will initially be for a period of one year renewable for a maximum of three years.  The salary is paid in US dollars.  Benefits include housing allowance, paid home leave travel, life and health insurance package, vehicle for business and personal use, and free enrolment for dependent children in the ICARDA-administered International School (KG-Grade 12).

Living in Syria

Aleppo is Syria’s second largest city.  Syria has many historical and archaeological sites, some a short drive from Aleppo.  There are four distinct seasons and the terrain varies from desert to mountains to fertile fruit orchards. Major international airlines fly into and out of Damascus and Aleppo. In addition to the internationally-accredited School, ICARDA runs a Sports and Social Club for the staff.

The Position

ICARDA has an immediate vacancy for the position of Agricultural Workshop Manager under its Station Operations Program. The position is based at ICARDA’s headquarters in Aleppo, Syria. The following will be the duties and responsibilities of the Workshop Manager reporting directly to the Farm Manager:

To plan, organize and manage the Agricultural Workshop, including:

Inspection, repair and maintenance for all agricultural and construction equipment

Staff training and motivation to obtain optimum performance

Establishing a basic plan of organization, as well as ensuring operating procedures are developed and followed

Plan for essential spare parts to be stocked and tools to be available

Ensure effective cost control

Support staff in developing cooperation and good relation among themselves as well as with their customers

Provide/obtain proper knowledge on electronic equipment controls

Liaise with Farm Manager on priorities and volume of machine repairs

Recommend modifications/adaptation of equipment, when required

Work out spare part orders as required

Participate in ICARDA-training courses

Perform other duties as required

Qualifications and Experience

Diploma similar to Agricultural Machinery Engineer

Good command of English and Arabic (Oral and written)

Good team leader

Minimum of 8 years post education experience in relevant fields of work

Experience in operating/maintaining GPS-controlled equipment is helpful

Holder of driving license type B and H

The Position

ICARDA is seeking a Director of Human Resources, to be based at its headquarters in Aleppo, Syria, to provide overall strategic human resources leadership to the organization and to contribute to Center-level strategic initiatives.  The Director is expected to ensure the development and implementation of global best practices in human resources management, and to foster a workplace environment consistent with the organization’s values and mission.  This is a new position, reporting to the Assistant Director General – Corporate Services, and has the following main responsibilities:

Provides expert leadership, guidance and development of ICARDA’s global human resources function

Ensures that ICARDA’s HR strategies facilitate achievement of its scientific objectives, through appropriate programs, policies, processes, services and practices designed to attract, motivate and retain talented staff

Provides strategic and tactical advice to Center management on a diverse range of complex HR issues

Works closely with managers to guide, advise and train on workforce planning issues across the Center

Develops and implements HR initiatives relating to organizational development, staff planning, performance management, compensation and rewards, staff development and employment conditions

Takes a leading role in enhancing employee relations and in facilitating workforce diversity

Ensures effective communication and delivery of service to all managers and staff in the full range of HR activities and processes

 

Essential Qualifications and Competencies

Advanced university degree, or a university degree with experience and advanced training/courses, in one or more of the following disciplines:  human resources management/industrial relations;  business administration, organization management, social sciences or other related field

10 to 15 years of progressively responsible experience at the senior professional management levels in human resources management, preferably in an international, multi-site and multi-cultural setting

Experience in a professional organization (e.g. scientific, medical, etc.)

High level interpersonal and communications skills, coupled with proven ability in planning, organizing, consensus-building, negotiation and networking

Track record of successfully leading and implementing significant HR initiatives

Excellent skills in written and spoken English

Desirable Qualifications and Competencies

Second language (especially Arabic or French)
