Position Summary: MSI is seeking qualified candidates to lead The International Resources Group assessment in Southern Sudan. The team will consist of an Environmental Policy Expert familiar with wildlife and forestry conservation, ecotourism and environmental protection, and an Institutional Development or Capacity Building Specialist in a post-conflict environment where institutional structures have been destroyed or never existed. The Environmental Policy Expert and the Institutional Development Specialist must ideally have experience in Southern Sudan or East Africa.  One or both of these Team members should be well versed in social science/soundness and gender analysis.  The assessment is slated to begin June 16th, 2008 and the Level of Effort is anticipated to be between 16 and 18 days, with at least 12 days in-country. 

Responsibilities: The team will be asked to accomplish the following and more:

•        Determine how effective the program strategy was in achieving the objectives of both the original and subsequently revised Contract.

•        Determine what the strategic relevance of the program is to the USAID/USG Sudan program and foreign policy priorities – are the program activities rendering a clear CPA “peace dividend” and in what ways do they build the capacity of the GOSS and legitimatize the GOSS leadership. 

•        Define how IRG has contributed to sustainable development and protection of Southern Sudan natural and environmental resource. How effectively has it build the capacities of the GOSS Ministry of Environment, Wildlife Conservation, and Tourism and the Ministry of Agriculture and Forestry.

•        Determine what IRG has achieved since the signing of the STEP contract in August 2005.  This will be based on quarterly and annual reports, as well as subject interviews.

•        Determine its performance in terms of results achieved, efficiency and value for money – are there better ways to improve efficiency and invest the limited resources in this sector.

•        Determine how effective IRG’s approach to institutional capacity building is. Can this be demonstrated with the institutions it has been working with.

•        To what degree has IRG been successful in promoting ecotourism in Southern Sudan. Is there evidence of “ecotourism” in Southern Sudan as a result of IRG’s activities.

•        Make recommendations for moving forward if the activities were to continue and/or expand – are they replicable and desirable. 

•        Identify the best practices, success stories, and testimonials – are there important lessons to be learned, and is there a story which can best demonstrate to the U.S. Congress lasting impacts of the program

•        Determine to what extent are the activities of IRG addressing problems and challenges faced by the youth in Southern Sudan.

•        Determine how effectively IRG is building local capacity for environmental conservation and protection. How effectively has IRG addressed environmental conservation and protection awareness in Southern Sudan. 

The result of the assessment will be a final report, to be submitted to USAID and MSI.

Job qualifications : Qualifications:

•        Prior experience conducting evaluations for international development programs (particularly USAID-funded programs);

•        Advanced degree in a relevant field;

•        Technical expertise is local governance, institutional capacity  assessment essential; a background in social science/soundness and monitoring and evaluation;

•        Prior experience working in a post-conflict environment, especially in situations where human and material infrastructure is very basic or non-existent; ability to travel independently through underdeveloped and potentially unstable areas.

•        Prior experience in Sudan or East Africa preferred.

Position Summary:

MSI is seeking a temporary Systems Administrator to support the work of the permanent Systems Administrator, serve as a technical expert on all aspects of computer systems at post and manage the IT systems when the Systems Administrator is on leave.  Reporting to the USAID Executive Officer and Systems Administrator, the consultant is responsible for the management and administration of the physical computer facility including related financial and human resources; providing serviced organizations and personnel with computer and automation management advisory services; computer systems engineering; systems analysis, programming, installation, testing, evaluation, monitors logs on key network devices, monitors performance and capacity on all platforms, maintains security of all systems, and ensures maintenance of operating systems and application programs; and operation of computer hardware and peripherals.

•        The consultant maintains a stock of all frequently used spare parts, and orders stock in advance of anticipated need, as well as ordering special parts on an ad hoc basis - in accordance with property and procurement procedures.

•        The consultant keeps and updates the radio database as necessary on weekly basis.

•        The consultant maintains a software bank of all proprietary software coming off damaged and/or condemned computer hard drives and makes this software available to the computer operations manager for distribution.

•        The consultant will supervise and run electronic workshops;

•        Diagnose faulty equipment calls within 24 hours, and repair them within 48 hours;

•        The consultant installs, maintains and diagnoses USAID Complex Telecommunications equipment;

•        The consultant performs all other duties necessary to keep the USAID Juba complex, information systems equipment, hardware and other electronic equipment functioning optimally;

•             Minimum 10 years experience in IT and systems administration work;

SCOPE AND PURPOSE OF THE POSITION

The Agricultural Specialist will be work on a USAID funded project to enhance exports of high value export crops in northern Mozambique.  The project has been funded for 5 years.   Preferably, the agricultural specialist with be familiar with value chain approaches to tropical or subtropical agriculture and will manage several value chains for the project.   These value chains may include: Bananas, Coconuts, Mangoes, Maize, Cassava, Soybean, Sesame, and/or Groundnuts among others.

AREAS OF RESPONSIBILITY:

1.   Leads a team of people including value chain specialists, monitoring and evaluation specialists, and business development services specialists.  Provides oversight, strategic direction and administrative and technical decision making for the team.

2.  Responsible for project deliverables and monitoring of project indicators;

3.  Manages relationships with project prime contractor and with other institutional partners and the Government of Mozambique with regards to this project.

4.  Supervises reporting and manages information requests from prime contactor, project partners and CLUSA Mozambique Country Chief of party.

5. Develops an overall assessment of the demand for specified commodities in Mozambique (including, but not limited to sesame, groundnuts, soybean and cashew), through (i) gathering insight and market intelligence; (ii) using this market intelligence to form business contracts and alliances; and (iii) feeding this through to producers in a structured, targeted manner to influence their production;

6. Assesses the overall agricultural landscape, identifying significant industry role players, market operators (brokers, agriculture input suppliers, wholesalers), sub-sector governmental agencies, and others, to establish and nurture linkages;

7. Identifies on a continuous basis new markets for targeted commodities, improved prices, as well as value addition opportunities;

8. Addresses any current constraints in the value chain that are hindering producers from acting on market opportunities, including pre-production input supplier constraints;

9. Provides access to and promotes the adoption of improved production technologies;

10.  Exposes farmers and other entrepreneurs to processes that empower them economically and organizationally;

11.  Provides quality and demand information to producer organizations;

12. Facilitates improved post-harvest activities, handling techniques around quality control, techniques for improving increasing quality standards, and accreditations;

13. Facilitates access to technologies required to improve quality or add value to produce.

14. Engages in knowledge transfer and skills development to enable producers to become independent in identifying market opportunities, improve their skills as devising marketing strategies and independently manager relationships with their customers.
