Position Summary: This position will take the lead role in coordinating the Mission’s work in education, information technology and communications.  S/he will develop and manage current and new programs as well as make contributions to new initiatives as the portfolio evolves.  The Senior Education Specialist will work closely with senior and technical representatives from the Government of Southern Sudan, especially the Ministry of Education, foreign embassies providing development assistance, international donor organizations, local and international non-governmental organizations (NGOs), private international organizations and senior U.S. Government officials.  This position is based in Juba.

Responsibilities:

        Assist with the programming and design of education, information technology and communication activities, results and indicators;

        Manage programs (review work and activity plans, draft documentation, track expenditures, manage external relations, foster donor coordination, coordinate short-term consultants and visitors, etc.)

        Monitor programs (monitor progress of activity implementers against benchmarks, report on indicators, propose modifications to design or workplans as necessary, conduct site visits as needed, develop performance monitoring plan, etc.)

        Prepare reports (interim progress, field visit, annual, etc.)

        Coordinate with donors

        Recruit and supervise local staff.

Job qualifications : Qualifications:

        Masters degree in related field (education, international development or similar);

        10+ years of experience designing, implementing and managing programs in developing countries;

        Demonstrated knowledge of USAID procedures and systems for program management, implementation and monitoring;

        Excellent leadership, communication and interpersonal skills;

        Previous experience in Southern Sudan or the East Africa region;

        Experience working in a post-conflict or conflict area preferred;

        Fluency in English required and knowledge at least one language common to Southern Sudan preferred.

Position Summary: The Education Project Management Specialist (Technology) is charged with responsibility for management of progress and impact of USAID southern Sudan Interactive Radio Instruction (sSIRI) program implemented by Education Development Center, Inc (EDC) and future programs that will use technology, such as radio and VSAT systems. S/he will utilize her/his technical skills and knowledge of program implementation to recognize opportunities for new initiatives and propose modifications to improve program results. The position will be part of the Sudan Field Office Education team and will be based in Juba.

Responsibilities:

        Assist with the planning and design of educational activities, intermediate results, and measures of achievement in Sudan.

        Monitor progress and impact of USAID education/technology programs against benchmarks set forth in the implementing partners work plans. 

        Track, revise and report on indicators of results for Southern Sudan education programs using radio and other forms of technologies.

        Write annual reports for Washington ensuring the measurements of progress are accurate and clearly describe the objective of the program and results achieved. 

        Promote communication and interaction between USAID and southern Sudanese stakeholders, including: the Government of Southern Sudan, Secretariat of Education, beneficiary communities, private sector firms, county development committees, civilian administrations, civil society groups, Sudanese NGOs, and international NGOs.

        Track expenditures and obligations in grants and contracts and ensure that the flow of funds within the program is not disrupted.

        Participate on senior level management committee as the USAID representative for the technology program(s), implementing partner(s) and the GoSS Secretariat of Education.

Job qualifications : Qualifications:

        Bachelor’s Degree in Education or related field with 7+ years of work experience OR a Master’s degree in Education or related field with at least 4 years of work experience.

        A specialty in ICT is required with knowledge of distance education modalities.

        At least 4 years work experience using technology in Education programs or related fields is required.

        Strong leadership and interpersonal skills and the ability to take initiative and see programs through to completion. 

        Excellent oral and written English is required and Arabic language would be a benefit.  A working knowledge of southern Sudanese cultures, societies and values, especially regarding the conditions and role of women is desired. 

        Since this position is an ICT knowledge based position, candidates must have strong computer skills including the ability to use VSAT and LAN systems, data processing and analysis skills and use of spreadsheets, especially Microsoft Excel; GIS skills would be a benefit.

        Knowledge of USAID rules and regulations preferred.

        Sudanese candidates preferred.

In partnership with others, we seek to: ensure children’s equitable access to all levels of education; improve the quality and relevance of education; and empower individuals, communities, and institutions as agents of social and behavioral change. Headquartered in Washington, DC, AIR is recruiting candidates for the position of Chief of Party for Pakistan RISE.

In Pakistan, Revitalizing, Innovating, Strengthening Education (RISE) is a USAID-funded project operating in four districts of the earthquake affected areas of North West Frontier Province (NWFP) and Azad Jammu and Kashmir (AJ&K). RISE is providing comprehensive, integrated support for communities, teachers and educational officials in their efforts to improve the quality of classroom instruction and student learning. Our vision for RISE is to work with teachers, education departments, and communities to build back a better system in which teachers have the necessary skills to improve instruction, communities are mobilized to act and advocate for their children, and education departments are able to acquire and distribute resources more effectively and fairly to ensure that more children are learning more. This is a four year project ending in July 2010.

Responsibilities:

The Chief of Party will play a crucial role to accomplish the project objectives. The responsibilities the Chief of Party will include:

•Be responsible for the overall management and implementation of the project.

•Serve as the principal interlocutor with USAID, and ensure the project meets its goals.

•Serve as AIR’s senior-most in-country representative, to ensure that staff and activities adhere to AIR policies and regulations

•Work in close collaboration with the home office Project Manager

•Recruit and hire all CCN staff

•Insure project Compliance with client’s marking requirements.

•Coordinate and communicate with local and international counterparts

Conduct field-based team building activities and project orientation

•Develop and implement annual work plans and monitoring and evaluation plans

•Provide input for budget projections

•Prepare required technical reports for home office submission to client

•Manage and supervise field office staff – both technical and financial – and resolve any conflicts that arise.

•Prepare field budget and monitor expenditures against budget (or against work plan)

•Approve field-based expenditures according to approved annual work plans

•Request short-term technical assistance by preparing appropriate scopes of work

•Provide and coordinate technical leadership to all aspects of project implementation

•Ensure all field-based deliverables are met, maintaining the highest of quality standards

•Alert Project Manager immediately to an foreseen or unforeseen obstacles to meeting deliverables within approved timeframe and budget and at the expected quality standard

•Mentor staff

•Conduct and coordinate CCN’s performance appraisals.

Job qualifications : Qualifications:

• Ph.D. level degree in international education or related field;

•Knowledge of USAID regulations

•10 years of experience working in education in developing countries, with special emphasis on teacher development, and development and production of teaching/learning materials in developing countries, or other experience directly related to tasks in the SOW

•8-10 years previous successful experience managing and providing technical, administrative and financial guidance as either a chief of party or similar senior level position on international education projects; experience in strategic planning, managing and directing a large staff and multiple sub-contractors on complex projects

•Excellent oral and written communication skills and strong interpersonal skills are required.

Job description : Seeking a contractor to assemble a preliminary Pacific salmon conservation strategy for North Korea, based on best available information.

Objective:  To develop a preliminary stronghold-based salmon conservation strategy proposal for the territory of North Korea, in anticipation of normalization of relations and closer international collaboration within the next three years.

Deliverables:

1.      Map and describe current salmon distribution by species and relative abundance in North Korea (post-2000 preferred);

2.      Use best expert judgment to map river basins with healthiest salmon habitat (strongholds) in North Korea and the DMZ;

3.      Draft wild salmon conservation strategy for North Korea.

Ideal start date mid-November, with final project delivery in March 2009, but dates subject to negotiation.  This is a contract position, thus the contractor may be based anywhere as long as s/he has the essential skills and can travel to acquire the necessary information.  Travel must be included in the budget proposal, which constitutes an essential component of the application.

Job qualifications : Fisheries & wildlife background preferred, Korean language skills desirable.  Conservation planning skills also desirable.

§ Work alongside the MOE staff in implementation to ensure that the priorities of the MOE are followed and to respond to the professional development needs of teachers.

§ Create strategy with the MOE for the accreditation and certification of newly appointed and current teachers.

§ Train, support and supervise the team responsible for teacher training

§ Oversee the work of, and provide guidance to, short-term consultants recruited to provide assistance to this project component.

§ Continually assess progress toward project results and modify and revise activities.

§ Provide regular updates to project staff.

§ Prepare required reports for USAID.

§ Respond to any other assignments identifies by the COP or DCOP.

Qualifications:

Undergraduate degree in Professional Development, Teacher Education Program, Learning and Teaching, or any other very closely related field. Master’s preferred.

10 years of experience in professional development, developing pre and in-service training programs or any other very closely related area.

Leadership qualities, management experience, interpersonal skills and written and oral presentation skills.

Fluency in English is required and Arabic is preferred.
