Project/Proposal
Summary:
MSI
was recently awarded a three-year contract with USAID/Sudan named SUPPORT
(Services Under Program and Project Offices for Results Tracking), and tasked
with responsibility for executing many functions normally associated with the
Missions Program and Communications offices.
As a part of the SUPPORT program, MSI is currently establishing an
office compound suitable for USAID and partner meetings in Southern Sudan,

Position
Summary:
The
WASH Advisor is expected to guide, coordinate, manage and monitor the expanding
and high-profile water, sanitation and hygiene related portfolio of activities
in Sudan. The WASH Advisor must interact
with a range of colleagues involved in the sector, while maintaining oversight
of the overall sector impacts and ensuring the efficient use of resources. The WASH Advisor will serve as liaison
between USAID/Sudan and other USG agencies, and regional and international
organizations that are active in Sudan.
Responsibilities:
Lead efforts to identify, prioritize and
address policy and institutional constraints impeding the attainment of
sustainable access to improved urban and rural water supply and sanitation in
Sudan.
Lead efforts to identify, prioritize and
address key technical challenges in water and sanitation service provision and
management in Sudan, particularly in the South.
Identify opportunities to use available
USAID field support mechanisms, such as the Blue Revolution Initiative, the
proposed Sustainable Water and Sanitation for Africa (SUWASA) program, and the
Hygiene Improvement Project (HIP), to expand water supply and sanitation
coverage and improve hygiene.
Play a key role in identifying and
coordinating among the various USG and internal USAID water, sanitation and
hygiene-related activities and players. Actively engage with government, other
donors and organizations involved in the sector within Sudan to promote
collaborative planning toward long term sustainable solutions.
Develop concept papers, scopes of work,
USAID program/project activity design documents and bilateral and multilateral
agreements;
Support the design and implementation of
targeted water, sanitation and hygiene programs and activities;
Lead the development of a performance
monitoring plan;
Document development impacts and resolve
implementation issues;
Develop, maintain and strengthen working
relationships with key partners, including national ministries, local
governments, international organizations and other donors, private sector,
NGOs, universities and the media to identify and implement efforts to increase
synergy among the key stakeholders.
Provide briefings to USAID and its
partners and prepare and deliver presentations on WASH activities to local
government and USG officials and international and local program partners and
colleagues.
Provide technical input to program and
strategy design and planning.
Provide assistance in defining the type
of assistance needed by the Mission, facilitate discussions with water and
sanitation service contractors, and schedule delivery of this assistance.
Job
qualifications : Qualifications:
Direct experience in the management of
USAID, African Development Bank, World Bank or other donor funded projects
Direct hands-on experience on improving
water and sanitation services and hygiene promotion in rural areas, informal
urban settlements, and/or displaced persons camps
Experience in strengthening policy
frameworks and capacity of local governments, utilities, regulatory agencies,
etc.
Good understanding of USAID strategy,
programming and implementation activities
Knowledge of water and sanitation sector
development in Africa, ideally including the areas of utility operations and
sector financing; conflict or post-conflict experience preferred
Excellent interpersonal and team
building skills
Advanced degree in, engineering, public
health, economics, environmental management or related field
Willing and able to live in and travel
throughout Sudan.
Fluent English with excellent written
and verbal communication skills

Media Development Program is a Task Order under the Regional Democracy
Initiatives IQC, which provides assistance to USAID/Egypt and Regional USAID
Missions in implementing their Strategic Objectives in areas of Justice, Media,

Position
Summary:
As
the Deputy Chief-of-Party (DCOP) is the second most senior position within MDP,
the incumbent directly supports the Chief-of-Party (COP) by performing a wide
variety of project management functions under the general rubric of: (1)
programmatic oversight, (2) public / private representation, and (3)
administrative and financial compliance. The DCOP will ensure that broad
programmatic responsibilities are accomplished by working closely with project
staff and liaising with local partners and relevant Egyptian Government
officials. The incumbent will draw up
his/her extensive knowledge of USAID regulations and policies with regard to
procurement, management, and accountability of grant funds. The DCOP may also
be called upon to act on behalf of the COP and represent the program at public
events.
Primary
Responsibilities:
Support COP in achieving programmatic
goals and objectives.
Supervise administrative and financial
staff, to include: Contracts Manager, Office Manager/Accountant, the
Administrative/Financial Assistant, and the Administrative
Assistant/Receptionist.
Manage all contractual matters related
to USAID and ensure compliance with all obligations thereof.
Maintaining adequate administrative and
financial controls.
Help create a positive working
environment and troubleshoot human resources matters when necessary.
Support local and international project
consultants through the drafting of scopes of work, performance oversight,
product review, and the provision of constructive feedback.
Monitor all MDP activities for quality
and project relevance.
Help to manage in-country partner
relations, especially with the Ministry of International Cooperation, national
and regional media outlets, and targeted civil society representatives.
Troubleshoot with Egyptian partners to
ensure that issues are resolved in a timely manner.
Devise and negotiate Memoranda of
Understanding with partner organizations.
Ensure that programming is sensitive to
Egyptian cultural norms.

qualifications : Desired Qualifications:
Ideal
candidates will have prior COP or DCOP experience on a USAID-funded project, at
least 10 years of relevant experience with demonstrated ability to undertake
significant procurement responsibilities per USAID guidelines and regulations.
In addition, the ideal candidate will either have prior work experience in
Egypt or will otherwise be authorized to work and reside in Egypt. A Masters
Degree in a relevant field is highly desired.
Written and spoken fluency in Arabic and English are strongly desired.
